The water rates collected in Saugus by Lynn in 1916 amounted to $21,763.94, of which the Town received 50%, or $10,881.97. The bills for service by the Public Works Department amounted to $3,057.79, making the total revenue $13,939.76.


There are in the Town of Saugus about two and one-half miles of main line and connections, and fifty-three services which are owned by the City of Revere. There would be an unquestionable advantage if that part of the system were owned by Saugus. The revenue alone in 1915 amount- ed to $521.36.


One of the serious handicaps to the fire protection of the Town is the large amount of old cement lined main pipes. Much of it is in very bad condition and should be replaced gradually with new cast iron pipe. The cost to the Town this year for breaks in these pipes was $198.78. The addi- tional pressure from the new standpipe and thereby in- creased water hammer from quick closing nozzles is prin- cipally responsible for this trouble.

Report of Board of Engineers


To the Honorable Board of Engineers:


GENTLEMEN: - Your Board of Engineers submit their annual report for the year ending December 31st, 1916. The Department consists of Chief Engineer, two Deputy Chiefs, three permanent men, 24 call men, 5 sub-call men and Superintendent of fire alarm.


Apparatus


One combination auto truck, three hose wagons, one ladder truck.


Hose


We have 7,000 feet of hose of which 2,000 feet should be replaced.


Recommendation


We would recommend 1,000 feet of new hose this year.


We consider the ladder truck unsafe and would recom- mend replacing same with an auto ladder truck.


Equipment


Four double harnesses, six horse blankets, ten hand chemicals, twenty-five fireman's coats, three life nets, twenty hose lighters, twenty-five spanners, five crobars, five axes, five plaster hooks, four gates, one tripple gate, two forty-five foot extension ladders, one thirty-five foot extension ladder, three roof ladders, three wall ladders, sixteen tappers, one punch register, two ink registers, six single beds and bedding.


Fire Alarm


,We have answered thirty-nine bell alarms, fifty telephone calls.

REPORT OF OVERSEERS OF POOR

Report of Overseers of the Poor


Charities Department


To the Citizens of the Town of Saugus:


In submitting our report for the year ending December 31, 1916, the Overseers of the Poor desire to call your atten- tion to the fact that we were able to turn back to the Town from our appropriation, the sum of $960.05.


We have collected $2,626.49 from the Commonwealth of Massachusetts, and from cities and towns, and there is due from cities, towns and the Commonwealth, the sum of $1,686.55.


We recommend for the year 1917, that our appropriation be $8,300.00, including salaries of the overseers, as we feel we shall need that much, owing to the number of deserving cases we are aiding under Chapter 763,-mothers of depend- ent children - as well as the many cases of temporary aid.


Saugus Home


The Home has been self-supporting this year under the efficient management of our worthy Warden and Matron, Mr. and Mrs. Carl Koch. Of the appropriation of $9,- 500.00 we have been able to turn back to the Town $301.19, our expenditures having been $9,198.86, making our total credit $9,198.86 plus $301.19, equalling $9,500.05, showing a net profit of five cents. Also, we have been able to paint the Town buildings out of the receipts of the farm, at a cost of $250.00. There are outstanding bills due the Home to the amount of $32.32.


We recommend that our appropriation for the year of 1917 be $9,500.00.

Report of Tree Warden


To the Citizens of the Town of Saugus:


I herewith submit to you my annual report for the year ending December 31, 1916.


I have removed dead trees in different parts of the Town owing to the great gales that blew down so many trees last summer, I had very little left to do any trimming. I would recommend the sum of three hundred dollars for this com- ing year.

The Building Committee on High School Addition re- spectfully submit a partial report of their work. After careful consideration the Committee voted unanimously to employ Willard M. Beacon as architect. The General contract was awarded to Chas. E. Currier Co., being the lowest bidder. The heating and ventilating was awarded to Isaac Coffin Co., they also being the lowest bidder. There were 71,126 feet of land purchased from the Charles Wilson heirs for the price of $3,956.13.

BOARD OF HEALTH REPORT

Report of the Board of Health


The Board of Health respectfully submits its annual report for the year 1916. The Board organized as follows: Charles E. Light, Chairman; Tom D. Emmett, Secretary; Dr. George W. Gale, Medical Examiner.


Appointed


Thomas C. Sutherst, Plumbing Inspector; A. W. Saw- yer, Milk Inspector and Inspector of Slaughtering; C. L. Davis, Burial Agent, who later resigned and H. A. Parker was appointed; T. D. Emmett, Dairy Inspector.


Meetings


Regular meetings of the Board are held at the Town Hall on the first Monday of each month at eight o'clock P.M.


Complaints


An unusual number of complaints have been made and the Board has endeavored to eliminate the re-occurrence for 1917.


In Conclusion


The Board has carried out to the best of its ability the wishes of the citizens and has observed the strictest economy and has been able to turn back about $800 dollars of the appropriation from the different departments. By prompt investigation, less cases have been sent to the hospitals, consequently less bills to pay. The number of contagious diseases have been about normal, although we started the year with an epidemic of measles.


We trust that the citizens will co-operate with the Board during the year if complaints must be made, make them promptly and we will endeavor to enforce the rules and regulations without applying to the courts, but the rules must be observed at all times.

Report of Public Library


Report of Library Trustees


The appreciation of the Town is due to several citizens and to the Centennial Committee of the Board of Trade for the interest they have shown and the help they have given in trying to procure a new Public Library Building for Saugus. It is due to this help that we are able to announce the offer of a gift of $14,000.00 to the Town from Carnegie Corporation for a new Library Building.


At the Town meeting last March it was voted to accept a gift of $10,000.00 from the Carnegie Corporation to be used in payment of the cost of erection of a Public Library Build- ing. After looking into the situation the Carnegie Corpora- tion decided that $10,000.00 was not sufficient to erect a building which would meet the requirements of a growing town the size of Saugus, and in view of this fact have offered to give the Town $14,000.00.


It is now necessary for the voters to accept this gift and a site must be provided before the new building can be started.


Last year the Library Trustees with the advice of the State Library Commission recommended an appropriation of $2,000.00, but owing to the needs of other departments, the sum of $1,400.00 was allowed. Out of this amount, salaries and regular expenses were first deducted and the remainder has been used for the purchase of new books, the starting of a new system of cataloguing and the establish- ment of a branch library at East Saugus. The last experi- ment has proven a success and the amount of work done in proprotion to the sum expended has exceeded our expecta- tions.


The circulation of books and the general usefulness of the library is only limited in proportion to the means at the disposal of the trustees. People are continually asking for books and service which we are at present unable to supply.

PUBLIC LIBRARY REPORT

In asking for an appropriation of only $1,400.00 we have taken into consideration the present large expenditures necessary to conduct other departments of the Town and the necessity of providing a location for the new building.


It is our aim to establish a new and useful catalogue sys- tem, to co-operate more closely with the schools and to ' hasten the time when the library will serve the Town to the fullest degree possible and be not only a source of educa- tion and entertainment but of inspiration and civic pride.
