GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the Town Hall on Monday evening, June fifth, A.D., 1916, at eight o'clock, to hear and act on the following articles, viz. :


The meeting will be opened with prayer by Rev. Charles B. McDuffee.


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of committees.


ART. 3. To see if the Town will vote to approve and ratify the action of the Moderator at the Town meeting of March 13, 1916, in appointing Edgar B. Oliver, George Quarmby, William P. Lewis, W. George Greenlay and Edwin K. Hayden as a committee under the terms of Arti- cle 4, of the warrant for said meeting and of the vote passed thereunder; and will further ratify and confirm all action taken by said committee including the selection of a parcel of land containing about 70,818 square feet of land bounded on Winter, Denver and Central Streets and adjoining the high school, as a site for the new school building; and will authorize and direct said committee to take all further action that may be necessary for procuring said site, the construction of a new school building thereon, the selection

of an architect and plans therefor, and the providing of new and original equipment for said building; said committee to have full authority to bind the Town in all contracts and obligations which they may deem necessary and expe- dient to enter into in connection with said work; agreeable to the petition of Frank P. Bennett and others.


ART. 4. To see if the Town will ratify the vote passed at the Town meeting March 13, 1916, under Article 5 of the warrant for said meeting, and all acts done and per- formed thereunder, said vote reading as follows: Voted: That the Town appropriate and raise by borrowing the sum of $75,000 for the purpose of acquiring land and constructing thereon a new schoolhouse and providing the same with new equipment and that the Town Treasurer be and he hereby is authorized and directed, with the approval of the Selectmen, to issue serial coupon bonds of the Town there- for with interest at a rate not exceeding four per cent. per annum. Said bonds to be dated May 1, 1916, $4000 there- of maturing and payable annually on the first days of May, 1917 to 1926, inclusive, and $3,500 thereof maturing and payable annually on the first days of May, 1927 to 1936, inclusive with interest coupons attached to said bonds bear- ing the facsimile signature of the Town Treasurer. Said bonds to be denominated on their face "Town of Saugus School House Loan 1916." All other matters in relation to the issuance and form and sale of said bonds to be de- termined by the Town Treasurer with the approval of the Board of Selectmen, agreeable to the petition of Frank P. Bennett and others.


ART. 5. To see if the Town will make an appropriation for the construction of smoke proof enclosure for the stair- way of the High School Building as required by the Building Inspector of the Board of State Police, or to see what action the Town will take in the matter, agreeable to the petition of Edgar B. Oliver and others.


ART. 6. To see if the Town will appropriate the sum of $1,100 for the purpose of putting a new roof with proper flashings on the Ballard School, agreeable to the petition of Joseph G. Bryer.

To see if the Town will appropriate and raise by borrowing $30,000 to be used on the streets of the Town for macadam pavement or other road material under speci- fications approved by the Massachusetts Highway Com- mission and to issue bonds of the Town therefor or take any action in relation thereto, agreeable to the petition of the Board of Selectmen.


ART. 8. To see if the Town will appropriate the sum of $6,000 for Highway, Bridges and equipment, or to see what action the Town will take in the matter, agreeable to the petition of Marion V. Putnam and others.


ART. 9. To see if the Town will appropriate the sum of $2,000 for repairs of the East Saugus Bridge, providing the City of Lynn will appropriate an equal amount for that purpose, or to see what action the Town will take in the matter.


ART. 10. To see if the Town will appropriate and raise by borrowing a sum of money for the purpose of construc- tion of stone, block, brick or other permanent pavement of similar lasting character, or of macadam pavement or other road material under specifications approved by Massachu- setts Highway Commission, and issue bonds therefor, or take any action in relation thereto, agreeable to the petition of Marion V. Putnam, Samuel T. Patterson, Arthur S. Brock, Committee appointed to prepare this article.


ART. 11. To see if the Town will appropriate the sum of $178.51 for unpaid bill of the Gypsy Moth Department for the year 1915.


ART. 12. To see if the Town will instruct the Selectmen to make a new street lighting contract with the Lynn Gas & Electric Co., for all night lighting at an additional cost of $500. The new contract to date from January 1, 1917, agreeable to the petition of George L. Nourse.


ART. 13. To see if the Town will vote to appropriate the sum of $1,990 for maintenance of the Board of Public Works Department, or to see what action the Town will take in the matter.

ART. 14. To see if the Town will appropriate the sum of $450 for care of the Town Hall, or to see what action the Town will take in the matter.


ART. 15. To see if the Town will appropriate and raise the sum of $250 to put the Hook and Ladder Truck in per- fect repair and to provide it with suitable equipment of ladders, or to see what action the Town will take in the matter.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting and to dis- tribute copies as provided by the By-Laws at least four days before.


Hereof fail not and make due return of this Warrant, with your doings thereon to the Town Clerk, at the time and place of said meeting.

Chose Thomas P. Parsons, who after being qualified by the Town Clerk, took charge of the meeting.

Report of the Finance Committee was accepted.


Report of the Committee on Street, was accepted and referred to the March Town Meeting, the same committee to continue in power.


Moderator appointed and swore in the following persons as tellers: Frank E. Parker, Ulric B. F. A. Jenkins, George R. Clough, Henry A. B. Peckham.

ART. 8. To see if the Town will instruct the Selectmen to make a new Water Contract with the City of Lynn, the present contract expiring March 1, 1917, or to see what action the Town will take in the matter.


Voted: That a committee of three be appointed to in- vestigate the matter of new water contract and report with their recommendation at the annual meeting in March; Article 8 to be laid on the table until the citizens can hear and act on such report; the following persons were nominated from the floor, Marion V. Putnam, William H. Small, C. F. Nelson Pratt.


Voted: At 10.55 P.M., to dissolve the meeting.
