January 7, 1924.


To W. Charles Sellick, Constable of the Town of Saugus : GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in town affairs to meet at the Town Hall on Monday evening, January Seventh, A. D. 1924, at eight o'clock to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderater to preside at said meeting.


ART. 2. To hear and act on reports of Committees.


ART. 3. To see if the town will vote to instruct the Board of Selectmen, to petition the Massachusetts Legislature for authority to borrow Seventy-five thousand dollars ($75,000 .- 00) in excess of the debt limit, and to issue notes or bonds of the town therefor for the purpose of constructing a Junior High School building in that part of Saugus known as Clifton- dale, to cost not exceeding One Hundred Thirty thousand dollars ($130,000.00) or to take any action in relation thereto.


ART. 4. To see if the town will vote to adopt the following as a By-Law of the town, to be known as Article XII, or to see what action the Town will take in the matter.


ARTICLE XII. PLANNING BOARD.


SECT. I. A board of five members is hereby created and established to be known as the Planning Board. At the annual town meeting to be held in the month of March, 1924, there shall be elected one member to serve for one year, two members to serve for two years and two members to serve for three years,

and thereafter there shall be elected at the annual town meeting in each year one or two members of such Board, equivalent to the number whose terms of office expire in such year, to serve for the term of three years.


SECT. 2. Vacancies occurring in such board shall be filled in the manner provided by law.


SECT. 3. The duties of the Planning Board shall be such as are stated in Chapter 41, Sections 70 to 72, inclusive, of the General Laws of the Commonwealth, and further to consider and advise upon municipal improvements either at the request of other officials of the town or upon its own initiative. The Board shall meet at regular intervals. It may also hold public meetings. It may make investigations and studies relative to new streets and park developments. It shall be the duty of town officials and departments to exhibit public books, accounts and records in their custody at all reasonable times on request of the Planning Board. Said Board may incur expenses neces- sary to the carrying on of its work within the amount of its annual appropriations.


SEC. 4. The Planning Board shall make a report to the town annually, giving information regarding the conditions of the town and any plans or proposals for the development of the town and estimates of the cost thereof. Such report shall be sent to the Selectmen not later than such time in January in each year as the Selectmen may prescribe or as may be prescribed by law in force relative to reports, and a copy thereof shall be filed with the Massachusetts Department of Public Welfare.


And you are hereby directed to serve this warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provid- ed by the By-Laws at least four days before.


HEREOF, FAIL NOT, and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of said meeting.

January 7, 1924.


The meeting was called to order by Town Clerk, Henry A. Parker, at eight o'clock, P. M., 148 being present.


After the reading of the Warrant by the Town Clerk, Article I was taken up.


ARTICLE I. To choose a Moderator to preside at said meeting.


Upon motion, which was carried the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moderator, who, after being duly sworn by the Town Clerk, took charge of the meeting.


ART. 2. Reports of Committees.


Schoolhouse investigating committee made a report of prog- ress, which was accepted.


The Moderator appointed and swore in the following citizens as tellers, George I. Hull, J. A. Raddin, R. Junkins, Walter Wilson.

ART. 3. To petition the Legislature to borrow money for Schoolhouse in excess of the debt limit.


Voted, To indefinitely postpone.

D. nineteen hundred and twenty-four, at twelve o'clock, M., then and there to bring in their ballots to the Wardens for the following Town Officers.


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Collector of Taxes, Constable, Tree Warden, one School Committee, one Planning Board, for one year; one Assessor, one Board of Health, one Cemetery Commissioner, two School Committee, two Trustees of Public Library, two Planning Board, for three years; two Planning Board for two years.


Also your "Yes" or "No" to the following question : "Shall license be granted for the sale of certain non-intoxicating beverages in this town ?"

ART 3. To see what sums of money the town will ap- propriate and raise by taxation for Town Charges and for any other purpose for which the town may lawfully expend money.


ART. 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


ART. 5. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to refund any or all of revenue notes issued for less than one year, in accordance with provisions of Section 17, of Chapter 44, of the General Laws; any debt so incurred to be paid from the revenue of 1924.


ART. 6. To see if the town will vote to instruct the Select- men to petition the General Court for authority to borrow money for the purpose of acquiring land for and the construc- tion and equipment of a Junior High School building, of the amount borrowed seventy-five thousand dollars to be outside the debt limit, or to see what action the town will take in the matter, agreeable to the petition of Mildred G. Dinsmore and others.


ART. 7. To see if the town will vote to raise and ap- propriate to pay the assessment levied by the County Commis- sioners of Essex County, under Chapter 429, of the Acts of 1923, for the construction of the Tuberculosis Hospital at Middleton, and provide for raising the means therefor, by issuing bonds or otherwise, as the town may determine. ART. 8. To see if the town will appropriate the sum of $2,276.83 being the portion of the net expense so incurred and apportioned by the County Commissioners upon the inhabitants of the Town of Saugus, for the care, maintenance and repairs of Hospital for the care of persons suffering from Tuberculosis, for the year 1923. ART. 9. To see if the town will appropriate the sum of $500, for the purpose of establishing grade and street lines in the town. Board of Selectmen.


ART. 10. To see if the town will appropriate the sum of $5,410. 18 to buy a 33 ton standard Model A. C. Mack dump truck, or to see what action the town will take in the matter. Board of Selectmen.


ART. II. To see if the town will appropriate the sum of $250.00 to grade the "American Legion Lot" in Riverside Cemetery, the same to be expended under the direction of the Cemetery Commissioners, or to see what action the town will take in the matter, agreeable to the petition of George E. Sprague and others.


ART. 12. To see if the town will vote to appropriate the sum of $5,000, to be expended on repairs to Howard and Main streets, starting from the Melrose line on Howard street and going easterly to Main street, thence to Broadway, or to see what action the town will take in the matter, agreeable to the petition of Erwin C. Hunnewell and others.


ART. 13. To see if the town will vote to appropriate the sum of $2,500, for the purpose of purchasing the Revere water system located in the town of Saugus and connecting the same with our water system, or to see what action the town will take in the matter, agreeable to the petition of Erwin C. Hunnewell and others.


ART. 14. To see if the town will vote to lay a 6 inch water main through Johnson road for a distance of 800 feet, and ap- propriate the sum of $1,800, agreeable to the petition of Fred- erick H. Griswold and others.


ART. 15. To see if the town will vote to appropriate the sum of $5,800 to lay about, 3, 200 feet of water pipe on Dudley, Dustin, Henry, Hampton streets, "Ballard Park," East Saugus, or to see what action the town will take in the matter, agreeable to the petition of William R. Snow and others.


ART. 16. To see if the town will appropriate the sum of $1,385 for the extension of water pipes from Oceanview

avenue, down Beacham avenue, 1,095 feet, including 50 feet on Ruby road, or to see what action the town will take in the matter, agreeable to the petition of Anna R. Smith and others.


ART. 17. To see if the town will vote to appropriate the sum of $5,000 to extend the main water pipe from the end of pipe which now ends in front of the residence of M. G. Carnes on Main street, to the Wakefield line, and through Howard street to the Melrose line, for to see what action the town will take in the matter, agreeable to the petition of Ellery E. Metcalf and others.


ART. 18. To see if the town will appropriate the sum of $1,000 for laying 500 feet of water pipe and connecting the same with the Wakefield water system on Essex street, Green- wood Park Section, North Saugus, agreeable to the petition of Harold S. Innan and others.


ART. 19. To see if the town will appropriate the sum of $225 for the installing of a fire alarm box in the vicinity of Westland avenue and Westford street, agreeable to the petition of Arthur B. Sheldon and others.


ART. 20. To see if the town will appropriate the sum of $175 for the installing of a fire alarm box near the store of Mr. Leger, Blueridge section, agreeable to the petition of Fire Engineers.


ART. 21. To see if the town will appropriate the sum of $450 for the reconstruction of Elm Street Bridge, or to see what action the town will take in the matter. Board of Selectmen.


ART. 22. To see if the town will appropriate the sum of $1,000 for the purpose of making a survey of the town to ascer- tain the possibilities of a sewerage system, or to see what action the town will take in the matter, agreeable to the petition of Charles E. Light and others.


ART. 23. To see if the town will vote to appropriate the sum of $4,500 to provide for a system of drainage for surface water on Mountain avenue, from a point at the first catch basin on Mountain avenue adjoining the property of Charles L. Dunton through Castle street, and down the west side of Central

street, to the brook opposite Hurd avenue, or to see what action the town will take in the matter, agreeable to the petition of John B. Lang and others.


ART. 24. To see if the town will appropriate the sum of $1,000, for the repairing of Hesper street from number 145 easterly, or to see what action the town will take in the matter, agreeable to the petition of Luther Bisbee and others.


ART. 25. To see if the town will appropriate the sum of $450 for the extension of water pipe on Kenwood avenue, a distance of about 150 feet, or to see what action the town will take in the matter, agreeable to the petition of Fred W. Butler and others.


ART. 26. To see if the town will appropriate the sum of $2,000 for the extension of water main that is now on Aberdeen avenue, 550 feet on the same avenue, or to see what action the town will take in the matter, agreeable to the petition of Patrick A. Roche and others.


ART. 27. To see if the town will appropriate the sum of $500 to be spent under the direction of the Board of Selectmen, for the 4th of July Celebration, or to see what action the town will take in the matter, agreeable to the petition of the Saugus Fraternal Council, by William B. Chisholm and others.


ART. 28. To see if the town will appropriate the sum of $188.93 for unpaid bills for the year 1920 in the Overseers Department, agreeable to the petition of George H. Ames.


ART. 29. To see if the town will appropriate the sum of $163.25 for unpaid bills for the year 1920 in the Saugus Home account, agreeable to the petition of George H. Ames.


ART. 30. To see if the town will vote to amend Article 8, Section 3, of the By-Laws by changing the word "fourteen" to "twenty-one," so that the first sentence of said Article shall read "Any board, standing committee, or officer of the town, or any person or persons intending to ask an appropriation at any meeting of the town, other than the regular Annual ap- propriation, shall file a written notice in the office of the Select- men of such intention at least twenty-one days before such

ART. 31. To see what action the town will take in relation to the collection of taxes for the year 1924.


ART. 32. To see if the town will appropriate the sum of $3,000 for the purpose of the rewiring and installing new fixtures and making interior repairs in the Town Hall. Board of Selectmen.


ART. 33. To see if the town will authorize the School Committee to abolish the Manual Training, Domestic Science and Mechanical Drawing Departments in the public schools, or to see what action the town will take in the matter, agree- able to the petition of Laurence F. Davis and others.


ART. 34. To see if the town will authorize the Moderator to appoint a committee of five citizens to investigate the public school system, or to see what action the town will take in the matter, agreeable to the petition of Walter S. Dyer and others.

ART. 35. To see if the town will vote to authorize the Selectmen to lease to the Camp Fire Girls and Boy Scouts the building on Taylor street known as the Old Town Hall, or to see what action the town will take in the matter, agreeable to the petition of Madella H. Small and others.

wold road and Sweetwater street; one at corner of Forest street and Edge Hill road ; one at corner of Lake Dam, Shore, and Glen road; one at corner of Cross street and Golden Hill road; one at corner of King street and Shore road; one on Lake Dam road between 2nd and 3rd Lake ; one at corner of Lake Dam road and Cross street ; agreeable to the petitions of Margaret Haushalter, Charles DeFranzo, Ina G. Waitt, Fred- erick H. Griswold, Stanley B. Ells, Richard B. Schaefer and others.


ART. 38. To see if the town will amend the By-Laws by adopting the following article : "Action on any pending motion under an article in the warrant shall, upon request of twenty- five voters, be postponed after consideration and debate to an adjourned meeting to be held within ten days after consideration of all articles in the warrant. At such adjourned meeting a vote shall be taken by ballot. The check list shall be used and the polls shall remain open for at least four hours. The Moderator shall appoint Ballot Clerks, and Tellers, who shall receive such compensation as the Selectmen may determine. The Town Clerk shall prepare ballots for use at such adjourned meeting, and shall cause to be printed thereon all motions so postponed, so as to give each voter an opportunity to report his vote by an 'X' in a 'Yes' or 'No' square at the right of each question. No amendment to a motion shall be placed upon the ballot, but if postponement of action on amendments is ordered by voters amendments shall be deemed substitute motion, and the original motion and substitutes shall be printed upon said ballot. In the event that more than one proposition under an article shall receive more than a majority in the affirmative, the motion receiving the larger number of votes shall be deemed to have been adopted. The arrangement of motions upon the ballot shall be determined by the Moderator ;" or to see what action the town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.


ART. 39. To see if the town will vote to acquire land on the westerly side of Intervale avenue or elsewhere and to con- struct thereon a new Junior High School building and provide new and original equipment therefor, and by vote pass upon all matters relating thereto, including the matter of borrowing in the name and behalf of the town a sum of money not to exceed one hundred thirty thousand dollars and to issue notes or bonds

of the town therefor, or to see what action the town will take in the matter, agreeable to the petition of Mildred G. Dinsmore and others.


ART. 40. To see if the town will vote to appoint a com- mittee of not less than five citizens to consist of at least one member of the School Committee, the same to be chosen by the Moderator ; said committee shall have full charge of all matters relating to the selecting and procuring of a site on the westerly side of Intervale avenue or elsewhere and the construction there- on of a new ten-class room Junior High School building, the selection of an architect and plans therefor, and the providing of new and original equipment for said building, including equip- ment for the instruction of science, manual training and sewing, and said committee shall have full authority to bind the town in all contracts and obligations which they may deem necessary and expedient to enter into in connection with said work, or to see what action the town will take in the matter.
