ART. 41. To see what sum not exceeding one hundred thirty thousand dollars, the town will vote to appropriate and raise by taxation for part of the cost of acquiring land for the construction and original equipment of a Junior High School building, the erection of which may be authorized under Articles 39 and 40 of this warrant, agreeable to the petition of Mildred G. Dinsmore and others.


The polls will open at 12 o'clock noon, and shall close at 8 o'clock, P. M., and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


HEREOF, FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

The warrant was read by the Town Clerk, omitting the read- ing of the articles, as upon motion which was carried, that the reading of the articles be dispensed with.


ARTICLE I. To choose a Moderator to preside at said meeting.


Upon motion, which was carried, the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.

ART. 3. Town Charges.


General Government


Voted, That the sum of $50 for the salary of the Moder- ator for 1924 be indefinitely postponed, upon the request of the Moderator.


Voted, That the sum of $250 be and the same is hereby appropriated for the expenses of the Finance Committee.


Voted, That the sum of $1, 100 be and the same is hereby appropriated for the expenses of the Selectmen's Department including salaries of the Selectmen and as Fire Engineers of $600 up to and including December 31st, 1924.


Voted, That the sum of $1,237.50 be and the same is hereby appropriated for the expenses of the Accountant's Department including the salary of the Accountant of $900 and the pur- chase of an adding machine for a sum not exceeding $237.50.


Voted, That the sum of $1,660 be and the same is hereby appropriated for the expenses of the Treasurer's Department in- cluding the salary of the Treasurer of $500.


Voted, That the sum of $1,200 be and the same is hereby appropriated for salary of the Collector of Taxes and that such portion thereof as is necessary shall be paid as salary of the Collector of taxes for the year ending December 31st, 1924, as shall make his total compensation including official fees retained by him $1,200; and that the sum of $2,000 be and is hereby appropriated for all other expenses of the Tax Collector's De- partment, including $200 for premium on Collector's Bond.


Voted, That the sum of $500 be and the same is hereby appropriated for Tax Title expenses.


Voted, That the sum of $4,276 be and the same is hereby appropriated for the expenses of the Assessor's Department, in- cluding $600 for salaries of the Assessors through December 3Ist, 1924.

ART. 4. To authorize the Treasurer to borrow money.


Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1924, and to issue a note or notes there, for, payable within one year ; any debt or debts incurred under this vote to be paid from the revenue of said financial year. ART. 5. To authorize the Treasurer to refund notes.


Voted, That the Treasurer, with the approval of the Select- men, be and hereby is authorized to refund such portion of rev- enue loans of 1924, as may be necessary, in the manner set forth in Section 17 of Chapter 44 of the General Laws, any loan or loans issued in accordance with this vote to be paid from revenue of 1924. Yeas, 205. Nays, o.


ART. 7. Assessment levied for construction of Tubercular Hospital.


Voted, That there be appropriated the sum of $56,402.95 to pay the town's share of the cost of the Essex County Tuberculosis Hospital, in accordance with the provisions of Sections 78 to 91 inclusive of Chapter III of the General Laws, and Chapter 429 of the Acts of 1923, and that to meet said appropriation there be appropriated from the surplus the sum of $26,402 95 and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow a sum of not more than $30,000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the pro- visions of said Chapter III and of Chapter 44 of the General Laws, and of said Chapter 429, Acts of 1923, or any of them, so that the whole loan shall be paid in not more than five years . from the date of issue of the first bond or note or at such earlier dates as the Treasurer and Selectmen may determine. Resolved, That it be the sense of the citizens of Saugus in town meeting assembled that they hereby favor the admittance of the five cities of Essex county outside the tubercular hospital district (namely, Lawrence, Lynn, Salem, Haverhill and New- buryport) into the hospital district on the following basis.


First, that the cities be required to pay their share of the con- struction cost on a basis not exceeding $1,000,000.


Second, that the five cities be reimbursed for loss sustained by disposing of their municipal tubercular hospital. Yeas, 247. Nays, o.

ART. 8. Expense for maintenance of Tuberculosis Hospital.


Voted, That the sum of $2,276.83 be and the same is hereby appropriated for the expense apportioned by the County Com- missioners upon the inhabitants of the town of Saugus, for the care, maintenance and repairs of hospital for the care of per- sons suffering from tuberculosis, from January 1, 1923, through December 31st, 1923.

Voted, That the sum of $5,410.18 be and is hereby appropri- ated for the purchase of a 32 ton dump truck, make to be de- termined by the Board of Selectmen.


ART. II. To grade American Legion lot in Riverside cem-' etery.


„Voted, That the sum of $250 be and the same is hereby ap- propriated to grade "The American Legion Lot" in Riverside cemetery, to be expended under the direction of the Cemetery Commissioners.


ART. 12. To repair Howard and Main streets.


Voted, That the sum of $5,000 be and the same is hereby appropriated for repairs to Howard and Main streets, starting from Melrose line on Howard street and going easterly to Main street, thence to Broadway.


ART. 13. To purchase Revere water system, located in Saugus.


Voted, That the sum of $2,500 be and the same is hereby appropriated for the purpose of purchasing the Revere water system located in the town of Saugus and connecting the same with our water system.


ART. 14. Extension of water pipes through Johnson road.


Voted, That the sum of $1,800 be and hereby is appropri- ated for the extension of a 6-inch water main through Johnson road, East Saugus, for a distance of about 800 feet.


ART. 15. To lay water pipes on Dudley, Dustin, Henry and Hampton streets.


Voted, That the sum of $5,800 be and the same is hereby appropriated to lay about 3,200 feet of water pipe on Dudley, Dustin, Henry, Hampton streets, "Ballard Park," East Saugus, provided that W. R. Snow file a bond with, and satisfactory to

Voted, That the sum of $78 be and the same is hereby appropriated for unpaid bills for the year 1920 in the Overseers Department.


ART. 29. Unpaid bills for the year 1920 in Saugus Home account.


Voted, That the sum of $163.25 be and the same is hereby appropriated for unpaid bills for the year 1920 in the Saugus Home account.


Moderator appointed and swore in the following persons as tellers : A. D. Hitchings, T. J. Bannon, Mr. Colby, M. Cameron and W. Gay.

Voted, To amend Article 8, Section 3, of the By-Laws by changing the word "fourteen" to "twenty-one," so that the first sentence of article shall read "Any board, standing com- mittee, or officer of the town, or any person or persons in- tending to ask an appropriation at any meeting of the town, other than the regular annual appropriation, shall file a written notice in the office of the Selectmen of such intention at least twenty-one days before such meeting, stating the object and sum of the appropriation intended to be asked.
