To the Citizens of Swampscott:


We submit the following report for your information and consideration.


FIRE DEPARTMENT


The officers and men of the department continued their fine work through the year in accordance with the high standards to which Swampscott citizens have become accustomed. Last year's report was too late to include richly deserved commendation for the emergency work, so capably performed at the tragic train wreck February 28, 1956.


A noteworthy event during the year was the appointment of Town Department Chaplains, Rev. Laurence J. Cedrone and Rev. Howard Andrews.


The outstanding personnel change was the appointment on December 7, 1956 of Deputy Chief Carl Pagano.


On December 14, 1956, Robert E. Donahue was appointed permanent Inter- mittent.


POLICE DEPARTMENT


The effectiveness of our police organization in matters pertaining to traffic safety can best be measured by its receipt of another annual award for its pedestrian safety record. Chief Wall and his department also deserve praise for their exceptional efforts under trying conditions at the train tragedy.


The following personnel changes occurred during the year.


Herbert F. Frazier, Sr. retired after twenty-eight years of outstanding service. Charles Losano, Jr. was appointed permanent patrolman, May 11, 1956.


The practice of sending men to the State Police School for special training and courses was continued. Stephen J. Boraisia, who graduated April 26, 1956, and Charles Losano, Jr., who graduated November 16, 1956, attended this year.


TRAFFIC AND DRIVING PROBLEMS


The Selectmen have given special attention to this vital matter this year. The Massachusetts Safety Council is conducting, at no cost to the Town, a study of our local problems, relating to traffic and parking. A Citizens Traffic Safety Committee was appointed to assemble the thoughts and suggestions of the towns- people on this problem. The Police Department gave its full assistance and cooperation, making available accident records that pointed out the chief trouble spots. Based on suggestions received, action has been taken in several areas. Stop signs have been authorized on all streets intersecting Paradise Road in the Clarke School area. Devens Road has been made one way. It is hoped that as the Massachusetts Safety Council recommendations become available, they can be effectuated to improve our safety picture and the traffic and parking situation.


GROUP INSURANCE


Pursuant to the acceptance by the voters of Life, Casualty, and Sickness insur- ance, for all Town employees, the Board of Selectmen appointed a committee of local insurance men to draw up benefit specifications on which bids were received. A careful study was made of the over twenty proposals received from over forty agents with the aid of experts from the State Insurance Division. With the award to John Hancock and Blue Cross, the consultants felt that Swampscott had received the maximum in employee benefits at the most economical cost to the Town.

An advisory group insurance committee has been appointed to watch this program with particular attention to possible suggestions for improvements.


GENERAL INSURANCE


With the appointment of a new broker of record, the Town's entire insurance picture has been reappraised. Property no longer in existance has been removed from the list. Replacement values have been brought up to date to eliminate the risk of the Town's becoming a co-insurer in case of loss. In accordance with a vote of the Town Meeting, liability coverage for the Town's vehicles has been initiated and is now in effect.


A General Insurance Advisory Committee has been set up to provide additional suggestions and viewpoints on these matters toward the objective of adequate coverage at minimum cost.


STUDIES OF REVENUE AND EXPENDITURES


In the belief that the tax rate calls for special effort and attention, the Selectmen set up two committees to study the income and outgo pictures, both of which, it is hoped, will be continued in this critical period of rising costs.


The Economy Planning Committee has been studying government operations with a view to possible economies. Set up with the approval and cooperation of the Finance Committee, to date they have assembled hundreds of pages of facts and figures and made several significant recommendations.


The Tax Revenue Study Committee is investigating the possible benefits of changing land uses by re-zoning, etc., to realize the utmost in net revenue and reduce the proportionate share of the tax burden borne by homeowners.


As noted above, during the year the Board decided to call on a number of citizens of the Town to render public service in helping to solve some of the major problems confronting the Town. The response was extremely encouraging. Studies have been made and excellent reports rendered by the several committees appointed by the Board: Committee on Group Insurance Specifications, Economy Planning Committee, Tax Revenue Study Committee; Group Insurance Advisory Committee, Citizens Traffic Safety Committee, Boston and Maine Rate Study Committee, Waste Collection and Disposal Committee. The individuals serving on these committees are listed on the first pages of the Town Report.


Many recommendations will therefore be submitted to the next and future town meetings, to be followed, we trust, by favorable action.


It is the Board's intention to continue this practice of calling on the citizens to participate in the study and solution of our common problems, and we wish to publicly thank all those whose fine public spirit has helped us and our Town and contributed so much to the cause of good government.


Our thanks go also to the new superintendent of the Department of Public Works, to all other officials, department heads, and employees of the Town, and to the many citizens, all of whom have cooperated with us during the year - space doesn't permit us to mention by name. It is only by and with this assistance and cooperation that it was possible to accomplish what we have.


Your Board wishes to report that the citizens' interests have been represented at all State Hearings during the year that concerned Swampscott such as on commuter rates, Saturday train service, Dredging the Harbor. All members of the Board have been fortunate enough to be able to attend every meeting during the past year.


We live in a fine Town; one of which we can all feel justly proud, but with continued team work we can make this even a better Town in which to live. This should be our common goal.

"Shall chapter thirty-two B of the General Laws, authorizing any county, city, town, or district to provide a plan of life insurance, group accidental death and dismemberment insurance, and group general or blanket hospital, surgical and medical insurance for certain persons in the service of such county, city, Yes ( town or district and their dependents, be accepted by this town?" Article 2. To hear and act on the reports of town officials, boards, and committees.


Article 3. To see if the Town will vote to discharge the present Post Office Committee and authorize and direct the Moderator to appoint a new Post Office Committee or take any action relative thereto.

Article 4. To see if the Town will vote to direct the Moderator to appoint a committee to study the question of providing group insurance for Town employees as permitted by Chapter 760 of the Acts of 1955. (Chapter 32B of the General Laws).

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 6. To see what action the Town will take in relation to the recom- mendations calling for the appropriation or expenditure of money, and creation of a debt, or the disposition of town property as set forth in the report of officers, boards, or committees.

Article 7. To see if the Town will vote to grant Civil Service status and seniority rights to all employees of the Department of Public Works, effective upon the date of its establishment as provided for by Chapter 53 of the Acts of 1956.
