The Board of Appeals of the Town of Swampscott herewith submits its; Annual Report for the year 1956. The Board heard 22 cases, of which 15 were for Variances to building properties, and 7 for Use and Business Permits. One unfinished case is now ready for a decision by the Board.
There were two complaints made to the Board during the year. These were investigated and a report on each complaint was made to the Selectmen for their action.
We wish to thank the Plumbing Inspector, the Health Officer and Mr. Harold King, Chairman of the Planning Board in particular, for their help and cooperation.

Again Swampscott citizens are confronted with rising costs, a condition which is prevalent in all communities. Apart from the continuing, basic and necessary services, the taxpayer is confronted with the question of what new services he wishes, and can finance, and what, if any, extension of existing accommodations he cares to make. Underlying these considerations is the inescapable factor of rising costs, some which he may be able to control, others over which he can exercise no restraint. Many services and supplies are vitally necessary, and increasing prices must be paid. Two critical factors, which underly all prices are; the increasing interest rate, and the increasing cost of oil. This poses the questions as to whether we are slowly slipping back to an administered economy - we now have a partially administered economy as the Federal Reserve Board sets interest rates - with all its attendant red tape and bureaucracy. It is a challenge to everyone ; an effort to preserve standards which are equitable and desirable.
In accordance with the provision of Section 61, Chapter 41, of the General Laws, the following report is submitted. It is arranged in accordance with the rules prescribed by the Director of Accounts. A detailed report of the receipts and expenditures for the year ending December 31, 1956, is available in this office.

After careful study the Trustees approved the purchase of 24 shares of the Loomis-Sayles Mutual Fund.
The $300.00, sixth annual scholarship was awarded to Robert R. Sargent, who enrolled at Rensselaer Polytechnic Institute of Troy, New York.
