WARRANT FOR A SPECIAL TOWN MEETING
COMMONWEALTH OF MASSACHUSETTS
NORFOLK, SS. To the Constables of the Town of Weymouth in said County, GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in town affairs, to meet at the Odd Fellows Opera House, East Weymouth, on Friday, November twen- ty first, 1919, at eight and fifteen minutes past in the evening, then and there to act upon the following articles, namely :
Article 1. To choose a Moderator.
Article 2. To see if the Town will vote to contribute the sum of four hundred dollars to the Eastern Massachusetts Street Rail- way Co. to enable it to continue the operation of cars on Pleasant Street, between Iron Hill Street and Columbian Square; said amount to include until January 1st, 1920, and if so voted, to determine in what manner said amount shall be raised, or take any action in relation thereto.
Article 3. To see if the Town will vote to appropriate the sum of one thousand dollars for the purpose of maintaining the Tufts Library for the remainder of the fiscal year, or take any action in relation thereto.
Article 4. To see if the Town will accept Chapter 293 of the Acts of 1916, it being the so called "Jitney Act."
Article 5. To see if the Town will vote to appropriate the sum of Two thousand dollars for the relief and support of the poor for the remainder of the fiscal year.
Article 6. To see if the Town will vote to appropriate the sum of Two hundred dollars for the relief of disabled soldiers and sea- men and for the families of disabled soldiers and seamen under Chapter 79 of the Revised Laws, for the remainder of the fiscal year.

. Article 7. To see if the Town will vote to appropriate the sum of Two thousand five hundred dollars for highway repairs, and to determine how same shall be raised.
Article 8. To see if the Town will appropriate the sum of Five hundred dollars for the working of Birchbrow Avenue, or take any action in relation thereto.
Article 9. On petition, as to changing the name of Commercial Square to Columbus Square, or take any action in relation thereto.
Article 10. To see if the Town will appropriate the sum of Two hundred and fifty dollars for rent and expenses of town offices for the remainder of the fiscal year.
Article 11. To see if the Town will appropriate the sum of Sixty one dollars and eleven cents for the Alewive fishery for the remainder of the fiscal year.
Article 12. To see if the Town will ratify and confirm the vote of the Town at the regular town meeting held March third, A. D. 1919, viz: VOTED, That the Town Treasurer be and hereby is authorized with the approval of the Selectmen to issue serial bonds or notes of the Town to the amount of $20,000, payable in equal installments for ten years from the date of issue, bearing interest not to exceed 5 per cent. per annum, said bonds or notes or money received from the sale of same to be used for the purpose of reim- bursing the County of Norfolk for the cost of erecting a Tubercu- losis Hospital in the Town of Braintree, and further to appropriate from any money in the treasury not otherwise appropriated, the sum of $3,556.56 for the same purpose, or take any action in rela- tion thereto.
Article 13. On petition, to see if the Town will vote to authorize the board of Selectmen to offer for sale at auction the Hose House at Lovell's Corner, located on Washington Street.
And you are directed to serve this warrant by posting copies thereof, attested by you in writing, in each of two public places in each voting precinct in said town seven days at least before the time of holding said meeting.
Hereof fail not and make due return of the warrant with your doings thereon to the Town Clerk of said Town at or before the time of holding said meeting.
Given under our hands at Weymouth this tenth day of Novem- ber in the year of our Lord nineteen hundred and nineteen.

I have this day served the within warrant by posting a copy thereof attested by me in writing in each of two public places in each voting precinct in said Town of Weymouth seven days before the time of holding said meeting.

SPECIAL TOWN MEETING
Pursuant to the foregoing warrant a meeting of the inhabitants of the Town of Weymouth was held in Odd Fellows Opera House, East Weymouth, on Friday evening, November 21st, 1919. The meeting was called to order at 8:15 o'clock, and the warrant was read by Clayton B. Merchant, Town Clerk.
Article 1. Hon. George L. Barnes was elected Moderator, and the oath was administered to him by the Town Clerk.
Article 2. Mr. Edward C. Barker, secretary of the appropriation committee, moved that the town appropriate from any money in the treasury, not otherwise appropriated, the sum of $400.00, and contribute the same to the Eastern Massachusetts Street Railway Company, to enable it to continue the operation of cars on Pleas- ant Street between Iron Hill Street and Columbian Square until January 1st, 1920.
Mr. Edward L. O'Brien moved that the subject-matter of this article be indefinitely postponed. Not a vote.
This vote being doubted by seven legal voters of the town, the Moderator appointed Kenneth L. Nash and William L. Swan to act as tellers, the oath was administered to them by the Moderator.
This vote being retaken showed 267 in favor of indefinitely post- poning and 255 against postponing.
Mr. Edward W. Hunt moved a reconsideration of the vote, where- by it was voted to indefinitely postpone the subject matter of Mr. Edward C. Barker's motion.
This vote being taken showed 270 in favor of reconsideration and 214 against reconsideration.
It being announced that a representative of the Eastern Massa- chusetts Street Railway Company was present, Voted, That the privilege of the floor be extended to such representative.
The Moderator introduced to the inhabitants of the town as- sembled, Mr. Fred A. Cummings, Public Relation Representative of the Trustees of the Eastern Massachusetts Street Railway Company, who addressed the meeting and explained the situation

of the railroad from the standpoint of the Trustees; at this point the Moderator called Mr. Cummings to order, as the time for de- bate on this question had expired.
Voted, "That the time be extended to Mr. Cummings."
Mr. Kenneth L. Nash moved the, previous question, and it was so voted.
The question of indefinitely postponing the motion as offered by Mr. Edward L. O'Brien, was put before the voters and declared not a vote.
The question, as offered by Mr. Edward C. Barker, "That the Town appropriate from any money in the treasury not otherwise appropriated, the sum of $400.00, and contribute the same to the Eastern Massachusetts Street Railway Company to enable it to continue the operation of cars on Pleasant Street between Iron Hill and Columbian Square, until January 1st, 1920," was put before the voters and was declared a vote.
Mr. Bradford Hawes, chairman of the Board of Selectmen, moved, and it was voted, "That when this meeting adjourns it convene on Tuesday evening, November 25th, at same time and place."
Article 3. Voted, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $1,000.00 for the maintenance of the Tufts Library for the remainder of the fiscal year."
Voted, to take up Article 12.
Voted, "That the Town Treasurer be and hereby is authorized with the approval of the Selectmen, to issue serial bonds or notes of the town to the amount of $20,000, payable in equal annual in- stallments for ten years from the date of issue, bearing interest not to exceed 5% per annum, said bonds or notes, or money re- ceived from the sale of same to be used for the purpose of reim- bursing the County of Norfolk for the cost of erecting a Tuber- culosis Hospital in the Town of Braintree, and further to appro- priate the sum of $2,628.11 for the same purpose." Yes, in favor, 229. No, against, none.
Voted, "To take up Article 7."
Voted, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $2,500 for high- way repairs for the remainder of the fiscal year."
Voted, "To take up Article 8."
Motion offered by Edward C. Barker, secretary of the Appro- priation Committee, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $300.00 for the working of Birchbrow Avenue."
Voted, To amend the question by striking out the ngures $300 and insert the figures $500.
The amendment was put before the voters and was declared a vote. The original motion as amended was declared a vote, viz .: "That the Town appropriate from any money in the treasury not otherwise appropriated the sum of $500 for the purpose of work- ing Birchbrow Avenue."

Article 4. Voted, "That the Town accept Chapter 293 of the Acts of 1916, it being the so-called 'Jitney Act'."
Voted, That the Selectmen be the licensing authority under the above "Jitney Act."
Article 5. Voted, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $2,000.00 for the relief and support of the poor for the remainder of the fiscal year."
Article 6. Voted, "That the Town appropriate from any money in the treasury not otherwise appropriated, the sum of $200.00 for the relief of disabled soldiers and seamen and for the families of disabled soldiers and seamen, under Chapter 79 of the Revised Laws, for the remainder of the fiscal year."
Article 9. Voted, On motion of Mr. Edward L. O'Brien, "That the subject matter of this article be laid on the table."
Article 10, Voted, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $250 for rent and expenses of the Town Offices for the remainder of the fiscal year."
Article 11. Voted, "That the Town appropriate from any money in the treasury, not otherwise appropriated, the sum of $61.11 for the maintenance of the Alewive fishery for the remainder of the fiscal year."
Article 12. Motion offered by Mr. Edward C. Barker, secretary of the Appropriation Committee, "That the Town authorize the Board of Selectmen to offer for sale at auction the Hose House at Lovell's Corner, located on Washington Street."
Mr. John F. Dwyer offered the following substitute motion, "That the Town authorize the Board of Selectmen to sell the Hose House at Lovell's Corner, located on Washington Street, for the sum of $100."
Mr. Herbert W. Rockwood moved as an amendment, "That the sum of $1 be inserted in the place of $100."
Mr. Francis W. Rea moved as an amendment to the amendment, "That the words 'To the Lovell's Corner Improvement Association' be added to the original motion."
The question on the amendment to the amendment was put be- fore the voters and was carried.
The question on the substitute motion as offered by Mr. Dwyer, as amended, was put before the voters, it being for a larger sum than the amendment as offered by Mr. Rockwood, and was de- clared by the Moderator carried.
The substitute motion as carried reads as follows: "That the Town authorize the Board of Selectmen to sell the Hose House at Lovell's Corner, located on Washington Street, for the sum of $100 to the Lovell's Corner Improvement Association."
Voted, "To reconsider the vote whereby it was voted, that when we adjourn the meeting convene on Tuesday evening, Nov. 25, at same time and place."

Mr. Francis W. Rea, in behalf of the Lovell's Corner Improve- ment Association, thanked the voters of the town for the generous sale of the Hose House at Lovell's Corner to the Association.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in elections therein and in town affairs to meet at Fogg's Opera House, South Weymouth, on Monday, the First Day of March, 1920, at seven o'clock and thirty minutes in the evening, then and there to act upon the following articles, namely :
Article 1. To choose a Moderator for said meeting. General Administration
Article 2. To choose all necessary Town officers other than those elected by ballot, viz .: Public Weighers, Surveyors of Wood, Lum- ber and Bark, two or more Fence Viewers; two or more - Field Drivers, one Pound Keeper and a Planning Board.
Article 3. To hear and act upon the reports of the. several boards of Town officers and of any committee appointed at any former meeting and to choose any committees the Town may think proper.
Article 4. To see if the Town will. vote to authorize its Treas- ( urer, with the approval of its Selectmen, to borrow money in an- ticipation of the revenue of the current financial year.
Article 5. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, on or after January first, 1921, to borrow money in anticipation of the revenue of the year .. 1921.
Article 6. To see what sum of money the Town will vote to raise and appropriate for a reserve fund.
Article 7. To see if the Town will designate the Weymouth Trust Company, the First National Bank of Boston and the National Shawmut Bank of Boston as legal depositories for the funds of the Town and the First National .Safe Deposit Company of Boston as legal depository for the securities of the Town.

Article 8. To see if the Town will vote to raise and appropriate the sum of $3,872.31 for the payment of Weymouth's portion toward the cost of repairs and maintenance of Norfolk County Hospital for the year 1919.
Article 9. On petition : To see if the Town will raise and ap- propriate a sum not exceeding two hundred and fifty thousand dollars ($250,000) for the acquisition of land and the construction and furnishing of a Memorial Building, suitable for meetings and services of war veterans' organizations, and also suitable for an- nual meetings of the voters and business purposes of the Town, and determine a location for such building and authorize the Se- lectmen to purchase such location or take same by the exercise of the power of eminent domain and also determine the manner in which money shall be raised 'or borrowed for the payment of land purchased or taken and the construction of said building and the terms and conditions of any loan necessary to provide said funds, and also to take any other action relative thereto that may be deemed necessary or expedient.
Article 10. By request: ' To see if the Town will authorize the change of date on the Town Seal from 1623 to 1622, which is the date the first settlers came to Weymouth.
Article 11. By request: To see if the Town will vote to raise and appropriate the sum of one thousand dollars to defray the ex- pense of publishing a history of the Town-said money to be expended under the direction of the Weymouth Historical Society.

Article 12. To see what sum of money the Town will vote to raise and appropriate for the support of public schools and for the transportation of pupils to and from school.
Article 13. To see what sum of money the Town will vote to raise and appropriate toward the sinking fund for the payment at maturity of the Jame's Humphrey Schoolhouse bonds.
Article 14. To see what action the Town will take in order to secure land for an additional schoolhouse in Ward .One, and what sum of money the Town will vote to raise and appropriate for such purpose, and if the Town will take any other action in relation thereto.
Article 15. To see what action the Town will take in order to provide additional school housing in Ward One, and what sum of money the Town will vote to raise and appropriate for such pur- poses, and if the Town will take any other action in relation thereto.'
Article 16. On petition: To see if the Town will vote to raise and appropriate a sum sufficient to bring the maximum of the teachers' salaries in the "grades to twelve hundred dollars and those of the High School to fourteen hundred dollars, such increase being retro-active to January first, 1920, or to take any other ac- tion in relation thereto.
Public Parks, Etc.
Article 17. To see what sum of money the Town will vote to raise and appropriate for the care and maintenance of its parks and play-grounds, the same to be expended under the supervision of the Park Commissioners.

Article 18. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500) for curbing on Bayley Green, Columbian Square, South Weymouth, under the supervision of the Park Commissioners.
Article 19. To see if the Town will accept the provisions of Sections 20 and 21 of Chapter 25 of the Revised Laws, authorizing towns to provide public bathing places and establish rates for the use of same.
Article 20. To see if the Town will vote to acquire in fee, by purchase or by right of eminent domain, approximately 2 34 acres of land at Lovell's Corner for play-ground purposes; a portion of which is now under lease to the Town, and being a part of the land now or late of Charles H. Lovell; and to provide for the pay- ment by loan or otherwise of the land so taken, and for carrying the vote into effect; or take any other action in relation thereto.
Article 21. To see if the Town will vote to acquire by purchase or by right of eminent domain, land on Neck and River Streets, owned by W. C. Cherrington and Annie K. Jones, for bathing pur- poses, and a re-appropriation of the sum of five hundred dollars to pay for the same, and to raise and appropriate a sufficient sum of money to erect thereon a bathing house; all under the direction and supervision of the Park Commissioners; or act in any manner in relation thereto.
Fire Department
Article 22. To see what sum of money the Town will vote to raise and appropriate for the support of the Fire Department.
Artcile 23. To see if the Town will vote to authorize the Fire Engineers to sell the hose wagon and equipment heretofore used by Hose Company Number 6, or any other apparatus for which there is no further use, or take any other action in relation thereto.
Article 24. On petition : To see if the Town will vote to accept Chapter 19, Section 37, of the Revised Laws of 1911 (An act to place the chauffeurs of the Weymouth Fire Department under the Civil Service Rules). Also, that the chauffeurs of the Fire De- partment shall receive the same rate of salary as paid to the regu- lar patrolmen of the Police Department.
Article 25. On petition: To see if the Town will vote to author- ize the payment to call men of the Fire Department a yearly salary of twelve dollars, and one dollar per hour for services at fires, the same to take effect on and after April 1, 1920.
