REPORT OF THE BOARD OF SELECTMEN


To the Inhabitants of the Town of Weymouth:


At the annual Town Election held March 8, 1920, the follow- ing were chosen Selectmen: George L. Newton, Frederick Humph- rey, William H. Cowing, Bradford Hawes and Alfred W. Hastings. The board met on the morning of March 9 and after having taken their oaths of office before Clayton B. Merchant, Town Clerk, proceeded to organize. Bradford Hawes was elected chairman and William H. Cowing, secretary.


Town Accountant. On March fifteenth a joint meetitng was held with the Water Commissioners for the purpose of electing a Town Accountant. A communication was received from Charles B. Cushing stating that he did not wish to be considered for a re- appointment to the position. Mr. Cushing was first appointed Town Accountant in 1902 and had capably and faithfully per- formed the duties of the office for that long period and it was with regret that his decision to retire from it was received.


Emerson R. Dizer was elected as Mr. Cushing's successor. Mr. Dizer was not a stranger to the position, having previously served for seven years as assistant to Mr. Cushing, and was therefore familiar with its duties. We consider that the town is to be congratulated in securing the services of a tried and faithful official for this responsible position.


Death of Albert P. Worthen, Town Counsel. It is with deep regret that we are called to report the death of Albert P. Worthen, Esq., who had faithfully served as Town Counsel since 1901, and who died at his home on October 5, 1920, after a brief illness. During his long term in the above position Mr. Worthen had, by his admirable qualities of mind and heart, endeared himself to all with whom he had been associated in the affairs of the town, in which he had always taken a deep interest. This board hereby expresses feebly its appreciation of the faithful services of Mr. Worthen and its sense of loss of a wise counsellor and dear friend.


On October eleventh, William J. Holbrook, Esq., was appointed as Town Counsellor in place of Albert P. Worthen, Esq., deceased, and at once assumed the duties of the position.


Perambulation. The perambulation of the town lines in com- pany with the Selectmen of the contiguous towns was made in conformity with the provisions of statute law requiring this to be done every five years. All of the bound stones were found and acknowledged to be in their proper places.


Changes in the laws relating to towns. In the Acts of 1920, Chapter 591, are several alterations and amendments to the laws relating to towns which are worthy of careful consideration. One of these we have considered of sufficient importance to justify a place in the warrant. This is now incorporated in the new revision of the General Laws under Chapter 41, Section 25, and provides for the appointment of a chief of the fire department by the Selectmen. This becomes operative upon its acceptance by the town. The law provides in part that a chief so appointed "shall receive such sal-

ary as the Selectmen shall from time to time determine, not exceeding in the aggregate the amount annually appropriated therefor. He may be removed for cause by the Selectmen at any time after a hearing. He shall have and exercise all the powers and discharge all the duties conferred or imposed by statute upon engineers in towns except as herein provided and shall appoint a deputy chief and such officers and firemen as he may think neces- sary and may remove the same at any time for cause after a hearing. He shall have full and absolute authority in the admin- istration of the department, shall make all rules and regulations for its operation, shall report to the Selectmen from time to time as they may require, and shall annually report to the town the condition of the department with the recommendations thereon: he shall fix compensation of the permanent and call members of the fire department subject to the approval of the Selectmen. In the expenditure of money the chief shall be subject to such fur- ther limitations as the town may from time to time prescribe."


Change in Form of Town Government. The board has com- plied with instructions given it at the special meeting held Novem- ber 12, 1920, to petition the General Court for enactment of legis- lation which shall provide for representative town meetings, town meeting members, a referendum, an annual moderator, etc., in the town of Weymouth.
