SPECIAL TOWN MEETING


Pursuant to the foregoing warrant a meeting of the inhabitants of the town of Weymouth was held at the Odd Fellows Opera House, East Weymouth, on Friday the twelfth day of November, 1920. The meeting was called to order at 7:45 o'clock in the evening and the warrant was read by Clayton B. Merchant, Town Clerk.


Article 1. Voted, "That the Town Clerk be instructed to cast one ballot bearing the name of William J. Holbrook as the unani- mous choice of the voters present for Moderator."


Mr. Holbrook was declared elected as Moderator, and he was sworn to the faithful performance of that duty by the Town Clerk.


Article 2. Mr. Benjamin F. Smith moved, "That this meeting instruct the Selectmen to place upon the ballot for the election of Town Officers at the next annual town meeting three questions, namely :


1. 'Shall the town adopt a representative form of government?'


2. 'Shall the town adopt a city form of government?'


3. 'Shall the town retain the present form of government?' "


Mr. Fletcher W. Howe moved, as an amendment, "That the Se- lectmen of the Town of Weymouth be instructed to petition the General Court for the enactment of legislation which shall pro- vide for representative town meetings, town meeting members, a referendum and an annual moderator in the Town of Weymouth and such establishment or authorization of voting precincts as shall best meet the necessities of legislation, and that generally the Se- lectmen be advised in drafting the proposed legislation to follow the plan set forth in Special Act of 1919, Chapter 205, relating to the Town of Watertown, which makes provisions for a general referendum."


Mr. Bradford Hawes moved as a substitute motion, "That a committee of ten be appointed by the Moderator, to take the sub- ject matter of this article under consideration and report at some meeting, not later than the next annual town meeting to be held March, 1921."


Mr. Michael Sheehy moved as an amendment, "That a committee of three from each precinct be appointed to take the subject matter of this article under consideration."


This amendment was put before the voters and was declared not a vote.


Moved as an amendment, "That the committee be instructed to recommend one or more forms of government." Not a vote.


Mr. Bradford Hawes moved as an amendment, "That the com- mittee be instructed to have suitable articles placed in the annual town warrant, to make provisions for recommended changes in government." Not a vote.

The question on Bradford Hawes' substitute motion was put before the voters and was declared "not a vote."


The question on Mr. Fletcher W. Howe's amendment to Mr. Smith's original motion was put before the voters and was declared "a vote."


Voted, "To reconsider the vote just taken."


Mr. Fletcher W. Howe moved as a substitute motion to Mr. Smith's original motion the following:


"That the Selectmen of the Town of Weymouth be instructed to petition the General Court for the enactment of legislation which shall provide for representative town meetings, town meeting mem- bers, a referendum and an annual Moderator in the Town of Wey- mouth, and such establishment or authorization of voting precincts therein as shall best meet the necessities of such legislation, and that generally the Selectmen be advised in drafting the proposed legislation, to follow the plan set forth in Special Act of 1919, Chapter 205, relating to the Town of Watertown, which makes pro- visions for a general referendum."


The question on this substitute motion was put before the voters and was declared "a vote."


Voted, "To take up Article 8."


Voted, "To appropriate the sum of ten thousand dollars ($10,000) from any money in the treasury not otherwise appropriated, for the purpose of reconstructing a portion of Union Street, said amount to be expended under the direction of the Superintendent of Streets."


Article 3. Voted, "That the subject of this article be indefin- itely postponed."


Article 4. Voted, "That the report of the Selectmen under this article be postponed."


Article 5. Voted, "That no action be taken under this article."


Article 6. Voted, "To appropriate from any money in the treas- ury not otherwise appropriated the sum of $350 for the purpose of installing a fire alarm box to be placed at a convenient point in Lakewood Grove, so called, said amount to be expended under the direction of the fire department."


Article. Voted, "That no action be taken under this article."


Article 9. Voted, "That the subject matter of this article be indefinitely postponed."


Article 10. Voted, "To appropriate from any money in the treasury not otherwise appropriated, the sum of $6,460 in addition to the amount heretofore appropriated for the support of the public schools."


Article 11. Voted, "To appropriate from any money in the treasury not otherwise appropriated the sum of $6,500 in addition to the amount heretofore appropriated for highway repairs."

Article 12. Voted, "To appropriate from any money in the treasury, not otherwise appropriated, the sum of $4,500 in addition to the amount heretofore appropriated for the relief and support of the poor.".


Article 13. Voted, "To appropriate from any money in the treasury not otherwise appropriated, the sum of $800 in addition to the amount heretofore appropriated for police service."


Article 14. Voted, "To . appropriate from any money in the treasury not otherwise appropriated, the sum of $5,000 in addition to the sum heretofore appropriated for the payment of interest and discount."


Voted, "That William J. Holbrook and George L. Barnes be a committee to draft resolutions upon the death of Albert P. Worthen, Esq."


Voted "to adjourn."
