and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under Clause (34) of Section 5 of Chapter 40 of the General Laws as amended by Chap- ter 36 of the Acts of 1928; to determine what, if any, sums so appro- priated shall remain available after December 31, 1933; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in refer- ence to any of the foregoing subjects.

COMMITTEE REPORTS


(By direction of the Selectmen)


ARTICLE 2. To take any action that the Town may think proper upon the reports of the several Town Boards and Committees and appoint or change any committee that the Town may think proper.


TOWN FINANCES (By direction of the Selectmen)


ARTICLE 3. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, to borrow money in anticipa- tion of the revenue of the current financial year.


ARTICLE 4. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, on and after January 1, 1934 to borrow in anticipation of the revenue of the year 1934.


ARTICLE 5. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1933


ARTICLE 6. To determine in what manner taxes shall be col- lected during the current year, and fix the rate of interest on all taxes remaining unpaid after the time fixed for payment.


ARTICLE 7. To see if the Town will vote to authorize the Select- men to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to au- thorize any other department to sell or otherwise dispose of any per- sonal property in its possession and to determine the manner or condi- tions of such sales, or take any other action in reference thereto.


ARTICLE 8. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or per- sonal property belonging to persons receiving poor relief from the Town and to dispose of said property in the manner they may adjudge for the Town's best interest, and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.


ARTICLE 9. To see what disposition the Town will make of any insurance money which may be recovered from the loss or damage by fire of any Town property and to see what action the Town will take in reference to paying from the Municipal Building Insurance Fund any such losses on property not covered by insurance.


GOVERNMENTAL AND ADMINISTRATIVE CHANGES


ARTICLE 10. To see if the Town will authorize the Board of Se- lectmen to execute agreements with certain abutters on Broad Street to waive damages in case of a widening in all future cases where public

improvements are under consideration, or take any other action in ref- erence thereto.


WATER DEPARTMENT


ARTICLE 11. To see if the Town will authorize the appropria- tion of not to exceed $10,000 from the General Fund of the Water De- partment for carrying on necessary work for private parties, payment for such work to revert to said General Fund, or take any other action in relation thereto.


ARTICLE 12. To see if the Town will vote to reaffirm the action taken under Article 35 of the warrant of 1928, authorizing the Board of Water Commissioners to acquire by gift or purchase, or take by right of eminent domain for the purpose of protecting the Town's water supply, certain land lying within the water shed of Great Pond and not already owned by the Town, and will authorize the appropriation of not to exceed $15,000 from the General Fund of the Water Depart- ment, for said purpose, or take any other action in relation thereto.


STREETS AND SIDEWALKS


ARTICLE 13. (By direction of the Selectmen and on petition of abutters on the several streets hereinafter named). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways, or any of them, to wit:


Interval Road from Glen Road to Lake Shore Drive.


Glen Road from Lake Shore Drive near Middle St., to Lake Shore Drive near Mill River.


Pine Ridge Road from Glen Road to Lake Shore Drive. Lake Shore Drive from Middle St. to land of Howe & · · French Inc., including branch to Mill River.


Westminster Road from end of 1932 layout to a point near division line between land of Bater and land of Klosson.


Robinswood Road from Pine Circle to Lakewood Road and from Lakewood Road to land of Sargent.


Canacum Road from Cliff St., easterly to land of Amer- ican Agricultural Chemical Co. and from Cliff St. westerly to land of Bradley.


Upland Road from Circuit Ave. near Middle St. run- ning northwesterly to another part of Circuit Ave.


Circuit Ave. from Middle St. to swamp at end of pro- posed layout as shown on plan filed at town office.


Seminole Ave. from Pleasantview Ave. easterly to Tref- ton Ave. and from Idlewell Boulevard westerly a distance of 140 feet.


Hibiscus Avenue from Idlewell Boulevard westerly a distance of 290 feet.

or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain an easement for all purposes of a public street and highway in and over each of said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the casements above referred to and for the building of any bridges, drains and conduits which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any of said streets, or to take any other action in reference thereto.

ARTICLE 14. To see what sum of money the Town will raise and appropriate to relocate the street lines of Pleasant Street in East Weymouth between the location of the Weymouth Police Headquar- ters and the junction of Water and Pleasant Streets, or take any other action thereto.


ARTICLE 15. To see if the Town will accept the report of the Selectmen relocating the following streets and portions of streets in the Town or any portions of said relocations, to wit:


Forest Street between Randolph Street and Columbian Street.


North Street lying north of Pilgrim Road and not relo- cated by the vote passed at the annual town meeting in March 1932 but as shown on a Plan of Proposed Relocation of a part of North Street from Weymouth Fore River to Bridge Street (North) Weymouth, Mass. made by Russell H. Whiting, Civil Engineer, dated Jan. 15, 1932


and to see if the Town will authorize the Board of Selectmen to ac- quire by gift or purchase or take by right of eminent domain an ease- ment for all purposes of a public street and highway in and over the portion of said streets as so relocated and accepted; to see if the Town will vote to abandon any portion of said streets as formerly laid out which are not within the lines of said streets as so relocated; and to see what sum or sums of money the Town will vote to raise and ap- propriate for the working of each of the above streets as so relocated including the acquisition of the easements above referred to and for the building of any bridges, drains and conduits which may be neces- sary in connection therewith, or take any other action in reference thereto.


ARTICLE 16. (On petitions as hereinafter specified). To see what sum or sums of money the Town will vote to raise and appro- priate for the construction of permanent sidewalks and curbing on the streets of the Town as hereinafter set forth, or take any action in ref- erence thereto:

ARTICLE 17. (On petition of Guiseppe Valicente and others). To see what sum of money the Town will vote to raise and appropri- ate for the continuation of the widening of Iron Hill Street, or take any other action in reference thereto.


ARTICLE 18. (On petition of Marion F. French and others). To see if the Town will take any action upon the report of the Commit- tee on the widening of Broad Street made in the Town Report of the year 1931 and to see what sum the Town will raise and appropriate for the purpose of widening Broad Street or any portion thereof.


ARTICLE 19. (On petition of Louis H. Ells and others). To see what sum of money the Town will vote to raise and appropriate for the grading and drainage of Ells Avenue, South Weymouth.


ARTICLE 20. (On petition of John M. and Gertrude L. Sulli- van). To see if the Town will accept sufficient land on Broad Street to complete a sidewalk on Broad Street between Lincoln Square and Stetson Street.


VETERANS' ORGANIZATIONS

ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of fifty dollars, or any other amount, for the purpose of purchasing and installing a bronze tablet on the rear of westerly side of the Memorial Wall, the tablet to be inscribed "Ralph Talbot Am- phi-theatre". The expenditure of the amount to be raised and appro- priated to be under the direction of the school committee.


ARTICLE 22. To see if the Town will accept the recommenda- tions of the Committee which at the last Annual Town Meeting was instructed to prepare plans for the permanent preservation of the his- toric relics and other Mementos of Reynolds Post 58, Grand Army of the Republic, and to see what sum of money the Town will vote to raise and appropriate for the purpose of carrying out said recommen- dation, or take any other action in reference thereto.

ARTICLE 23. That the Selectmen be instructed to contract with Wessagusset Post No. 1399 of the Veterans of Foreign Wars of the United States for the care and maintenance of certain cemeteries in the Town; namely Old Cemetery off Park Ave .; Old Cemetery on Pleasant Street opposite Fairmount Cemetery; Old Cemetery opposite Pine Street on Pleasant Street and one located off Randolph Street, and that the sum of $600.00 be raised and appropriated to be paid to Wessagusset Post V. F. W. No. 1399 for the care of said cemeteries during the current year.


ARTICLE 24. (On petition of Joseph A. Fern and others). To see if the Town will vote to raise and appropriate a sum of money for the purpose of conducting exercises befitting "Armistice Day" or take any other action in regards to perpetuating the termination of the World War.


ARTICLE 25. At the request of the Town Treasurer to see if the Town will vote to convey to Robert W. Jones of Roxbury or James W. Thomson of South Weymouth, the four lots of land on Main St., Pine Grove Park off Union St., numbered 356, 357, 358 and 359, also four lots on Curtis St., Pine Grove Park, numbered 364, 365, 366 and 367; also four lots of land on Curtis St., Pine Grove Park, numbered 441, 442, 443 and 444 for which lots the above-mentioned Jones and Thomson hold receipts, and will authorize the Town Treasurer, with the approval of the Selectmen, to execute and deliver the deeds for the same.
