REPORT OF THE TOWN ACCOUNTANT
East Weymouth, Mass., January 31, 1934.
To the Board of Selectmen,
Gentlemen :
I submit herewith the thirty-second annual report of the Accounting Department, classified to meet the requirements of the State Division of Accounts.
The accounts of the several town officials have been examined at intervals during the year, bank balances reconciled monthly and at all times the records and accounts have been found correct.
The audit of the books and accounts of the town in April, 1933, by the state examiners from the Division of Accounts, Department of Corporations and Taxation, was particularly gratifying. The report sub- mitted by Theodore N. Waddell, Director of Accounts, stated that the financial condition of the town was satisfactory and some of the recom- mendations contained in the report have proved most helpful.
Customary statements relative to the finances of the town are in- corporated in this report and will readily convey, to those who have some knowledge of municipal finances, pertinent facts supporting the contention that the financial condition of the town is very satisfactory.
The past year, with its many diversified demands, has been a most difficult one for municipal governments. It has also been a trying time for most public officials who have been called upon to expend time and energy for the benefit of the people far in excess of the usual demands made upon them.
Some consideration was given during the past year to a program which would provide for a systematic control of municipal activities over a five or ten year period. There are many advantages to a set-up of this nature, if properly controlled, which would tend to secure for the Town of Weymouth progressive development and a fairly stable tax rate.
An analysis of the expenditures for the year 1933 reveals that an enormous amount was expended for public relief. It is hoped that the year 1934 will see a return to more normal conditions with a correspond- ing reduction in the amount necessary for relief purposes.
It is fitting at this time for me to express my appreciation for the efforts of Miss Ford and Miss Oliva whose faithful application to their duties account in large measure for whatever success has attended the work of this department .
