REPORT OF VISITOR FOR BOARD OF PUBLIC WELFARE


To the Honorable Board of Selectmen:


The demand upon the Public Welfare Department throughout the country has, during the past few years, exceeded those of any like period in this generation. Weymouth has been obliged to share in this excessive requirement.


It has been my duty to interview all applicants seeking relief who are capable of coming to the Town Office, to visit others at their homes, to receive many at my home, and to answer numerous tele- phone calls. Most of the applicants make reasonable requests, while others insist on making demands out of reason and regardless of jus- tice.


Welfare has become a problem somewhat difficult of solution just to know how to deal humanely and at the same time economically with the worthy poor. If some of our good citizens, before criticising, would take pains to make thorough personal investigations of reported cases, or would confer with the Board of Public Welfare, a clearer perspective would result with regard to what ought to be done, and what may have been done to relieve the destitution and suffering.


Many good citizens, having used up their life savings, mortgaged their real estate to the full extent, and those who were obliged to cash in their insurance policies, plea for an opportunity to earn by honest labor, and not be obliged to accept charity. With the government's assistance an earnest effort has been made to give work to these good citizens. In order to afford this means, it has necessitated that those, who in normal years received continuous employment, have had to be content with part time work, but it has enabled them to receive some- thing, and with those reduced resources they have carried on. Very stringent investigations have been made in all cases, and the deserving ones have been cared for.


With the assistance of the Committee of Six, Chief of Police, In- vestigator, and the additional office help, I have been able to carry on this work in the most satisfactory way, and at the same time to do so in a humane manner, sincerely believing that the utmost efficiency and consideration is being given to this work, and that the Town of Wey- mouth will continue to maintain its attitude of benevolence to the worthy Townspeople who are in need.


I wish to thank the Board of Public Welfare, the Committee of Six. the Chief of Police and his assistants, for their exemplification of their confidence in me, and their hearty co-operation and support.
