GREETING
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on
Tuesday, THE ELEVENTH DAY of FEBRUARY, 1941 at 7:00 o'clock and forty-five minutes in the evening and there to act on the following article :-
"To see what sum of money the town will vote to raise and appropriate for the purpose of establishing a municipal airport or landing field for aircraft and to see if the town will vote to accept any legislation providing for the leasing of any such property to the Federal Government or take any other action in relation thereto."
You are hereby required to notify and warn said inhabitants of Weymouth qualified to vote in Town affairs in case said article shall not be acted upon at the meeting called for the Eleventh Day of February to meet in adjourned session at the hall of the Weymouth High School on Wednesday The Twelfth Day of February at 7:00 o'clock and forty-five minutes in the evening.
You are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town, seven days at least before the time for holding the first meeting called for in this warrant.
Hereof fail not, make due return of this warrant with your doings thereon to the Town Clerk of said Town on or before the Third Day of February, 1941.

SPECIAL TOWN MEETING
February 11, 1941
Pursuant to the within warrant a special meeting of the inhabitants of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Weymouth High School, this eleventh day of February, 1941, 172 Town Meeting Members names being checked by police stationed at the doors for that purpose, out of 351 members eligible.
The meeting was called to order at 7:58 o'clock in the evening by Daniel L. O'Donnell, Annual Moderator, who requested the Town Clerk to read the warrant for the meeting. He also read the attestation of the constable who served the warrant.
The Moderator requested Rev. Albert C. Niles, pastor of the First and Second Universalist Churches of Weymouth to invoke the blessing of the Ruler of the Universe upon the deliberations of this meeting.
26 Town Meeting Members were sworn as such by the Moderator.
Article I of Warrant
Mr. Field (for the Appropriation Committec) moved: No action on the article in the Warrant for the Special Town Meeting of February 11, 1941.
Mr. Fern (for the Committee. on National Defense) moved a substitute motion as follows: That the town instruct its Board of Selectmen to take by right of eminent domain in fee a certain parcel of land bounded and described as follows:
Begining at a point on Union Street at the town boundary line of the towns of Weymouth and Rockland; thence extending along Union Street in a northwesterly direction to the intersection of said street and Central Street; thence along Central Street in a northwesterly direction to its intersection with Pleasant Street thence southwesterly along Pleasant Street to its intersection with Main Street; thence southerly along Main Street to the point where the location of the New York, New Haven and Hartford Railroad intersects said Main Street; thence southerly along the location of said railroad to a point in the boundary line of the towns of Weymouth and 'Abington; thence northeasterly along the town line of said Weymouth to Union Street; thence along said Union Street to the point of beginning-
for use as a municipal airport or landing field but no action shall be taken hereunder until the proper authorities of the United States Government have given the Board of Selectmen satisfactory assurances of their desires to use and occupy such airport or landing field for lighter than aircraft and the

Board of Selectmen are further instructed to lease or convey such property by an instrument in form to be approved by the attorney general to the United States of America for the purposes of national defense and for this purpose the sum of $35,000.00 dollars is hereby appropriated and the town counsel is authorized to obtain such assistance as, in his opinion, may be necessary to effectuate the purposes of this vote and upon his approval accounts rendered for such services shall be a direct charge upon this appro- priation.
The following tellers were apointed by the Moderator, it being necessary to obtain a two-thirds vote on the substitute motion as presented by Mr. Fern: 1st division, Merton Loud; 2nd division, Ralph P. Burrell; 3rd division, Timothy Osborne.
The tellers reported 10 members voting in the affirmative and 138 in the negative.
The Moderator declared the motion lost.
Mr. Prince Tirrell moved: In the event that the Federal Government takes any portion included within the area described in the previous motion that the Board of Selectmen offer the Federal Government the use of the plans and surveys belonging to the town which may assist in determining the area that is to be taken.
Motion seconded by Mr. Irving Johnson.
So voted. Unanimously.
Motion of the Appropriation Committee as made by Mr. Field was unani- mously adopted.

and to determine in each case how and under whose directions the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under Gen'l Laws (Ter. Ed.) Ch. 40, Sec. 5, Cl.34; to determine what, if any, sums so appropriated shall remain available after December 31, 1941; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and to fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.
ARTICLE 2. (By Direction of the Selectmen). To see what sum of money the Town will vote to raise or borrow and appropriate for providing co-operation with the Federal Government in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants, or take any other action in relation thereto.

ARTICLE 3. (By Direction of the Selectmen). To see if the Town will vote that of the sum appropriated under Article 2 of this Warrant a definite amount be set apart for the purpose of resurfacing, constructing, alter- ing or repairing sidewalks and curbings throughout the Town or take any other action in relation thereto.
COMMITTEE REPORTS
ARTICLE 4. (By Direction of the Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Com- mittees and to appoint or change any committee that the town may think proper.
TOWN FINANCES
ARTICLE 5. (By Direction of the Selectmen). To see if the Town will vote to authorize the town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with General Laws (Ter. Ed.) Chapter 44, Section 17.
ARTICLE 6. To see if the Town will vote to authorize its Treasurer with the approval of the Selectmen, on and after January 1, 1942, to borrow in anticipation of the revenue of the year 1942.
ARTICLE 7. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1941 or take any other action in relation thereto.
ARTICLE 8. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any real or personal property of which the town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to deter- mine the manner or conditions of such sales, or take any other action in relation thereto.
ARTICLE 9. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons receiving relief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.
