ANNUAL TOWN MEETING March 3, 1941


Pursuant to a warrant duly issued the annual meeting of the inhabitants of the Town of Weymouth represented by its duly elected and qualified town meeting members was held at the hall of the Weymouth High School, East Weymouth on Monday, March 3rd, 1941. 229 town meeting members being checked by the police stationed at the doors for that purpose.


The meeting was called to order at 7:52 o'clock in the evening by Daniel L. O'Donnell, Annual Moderator.


The attested copy of the warrant for the meeting was read by the Town Clerk. Mr. Cate moved that the reading of the articles be dispensed with. So voted. The Rev. William G. Sewell, Pastor of the Pilgrim Congregational Church of North Weymouth was called upon to invoke the Blessing of the Ruler of the Universe upon the deliberation of the meeting.


19 Town meeting members not previously sworn in to the duties of their office were at this time sworn by the Moderator.


At this time Mr. Field presented to the meeting a resolution on the death of Mr. Daniel P. Cummings, former member of tshe Appropriation Com- mittee, and moved that such resolution be spread upon the records of the Town. So voted.


RESOLUTIONS ON THE DEATH OF DANIEL P. CUMMINGS ADOPTED BY THE APPROPRIATION COMMITTEE OCTOBER 18, 1940


Whereas, Almighty God in his infinite wisdom, has seen fit to call our esteemed fellow member and former chairman, Daniel P. Cummings, to his

carly but well-earned reward, therefore, be it


Resolved: That we bow in reverence to the mandate of our Creator, and recognize that in the passing of Daniel P. Cummings we have lost a worthy colleague and valued friend; and the community a most capable representa- tive and generous benefactor, possessed of a genial disposition, ever willing to aid the less fortunate, comfort and encourage the distressed and disheart- ened, endeavoring always to smooth life's road for all with whom he came in contact. And be it further


Resolved: That we cherish his memory and in token of our high honor and esteem these resolutions be spread on the records of the Town of Wey- mouth.


The Moderator referred to Mr. Cummings' past record as an outstanding citizen of our community and requested the assembly to rise in a moment of silent tribute to the memory of Daniel P. Cummings.


Mr. Frederick Humphrey at this time presented to the Moderator a gavel for the conducting of such meetings which was appropriately accepted by the Moderator.


The Moderator then called for consideration of the articles in the warrant.


BUDGET


ARTICLE 1. Mr. Field, for the Appropriation Committee, moved: To provide for the salaries, operation and expenses for the fiscal year of the town's several departments and activities, for certain improvements, and to meet certain requirements of the law, the several sums hereinafter set forth are hereby appropriated for the several purposes and subject to the conditions hereinafter specified, all such sums to be raised by taxation in the levy of the current year unless some other source of revenue is specified.


Item 1. For all expenses of the Appropriation Committee $ 650.00 Of this sum $100. is reserved for use only in case of a Special Town Meeting.


Selectman Callahan moved an amendment to Item 1 as follows: That an amount not to exceed 2/3 of the amount spent shall be for the compensation of the secretary of the Appropriation Committee.


Mr. Callahan's amendment was lost.


Mr. Sands moved: That the officials responsible shall have the Town Reports and recommenda- tions of the Appropriation Committee , delivered to Town Meeting members at least ten days prior to the date of the town meeting. Motion of the Appropriation Committee, offered by Mr. Field, and amended by Mr. Sands was unanimously and tentatively adopted.

2. Mr. Field for the Appropriation Committee $ moved. For the salaries and all expenses of the Selectmen's Department.


Of this sum $2,700. shall be for the salaries and all expenses of the Selectmen and not exceeding $500. shall be for the services of a clerk who may be a Selectman.

Mr. Field, for the Appropriation Committee, moved: For the compensation of the Tax Collector and all expenses of the Tax Collector's Department. $ The compensation of the Tax Collector shall be five and one-half mills on each dollar of taxes col- lected and the Selectmen shall be authorized and instructed to insure the Tax Collector in the sum of $15,000. Robbery insurance.

Item 6. Mr. Field, for the Appropriation Committee. moved: For the salaries and all expenses of the Assessors' Dept. In this sum provision is made for increasing the salary of a clerk to a rate of pay not exceeding $780. per year.

Item 8. Mr. Field, for the Appropriation Committee. moved : For the Payment of Damages. Of this sum $4,101.20 is appropriated solely for the purpose of paying such unpaid bills as may be determined as proper obligations of the Town. Selectman Callahan moved an amendment to Item

Provided the Board of Selectmen be requested to designate as a permanent polling place in Precinct 9 the Nevin School Gymnasium Hall.

Item 11. Mr. Field, for the Appropriation Committee, moved: For all expenses of the Engineering De- partment. $ 5,500.00

Of this sum $600. shall be for the placing of bound stones on existing Town Ways and the remainder shall be for the town survey, the making of street surveys and such engineering work as may be authorized by the Board of Selectmen.

In this sum provision is made for the disposition of motor vehicles and the purchase of others by the Chief. Provision is also made herein for two-way radio equipment to be purchased and installed under the direction of the Chief of Police.

Of this sum $300. shall be for the rental of church bells as heretofore; and $550 for the renewal of old fire alarm boxes.


Provision is made herein for the purchase of com- plete equipment for a new forest fire fighting motor truck.


Provision is also made herein for increasing the wages of the permanent members of the Fire Dept. "personnel to a rate of pay per year not to exceed the following schedule :


For Chief $2,650., Deputy Chief $2,400; Captain $2,242.86, Lieutenant $2,077.68; Private $1,912.50, Supt. of Fire Alarm $2 242 86.

17. Mr. Field, for the Appropriation Committee, moved: For the salary and all other expenses of the Building Inspector's Department.

Of this sum $180. shall be for all expenses of the Board of Appeal. Provision is also made for in- creasing the salary of the Building Inspector to a rate of pay not exceeding $1,800. per year.

Item 19. Mr. Field, for the Appropriation Committee, moved : For all services and expenses of the Gypsy Moth and all other insect pest extermination, to be expended under the direction of the Board of Selectmen.

Of this sum $2,000. shall be used for spraying on Private property for which the Town shall be reimbursed. Provided further that the Town shall direct the Board of Selectmen to obtain bids and contract for elm tree beetle and gypsy moth spray- ing by a private concern.

Item 20. Mr. Field, for the Appropriation Committee, moved : For the salary of the Tree Warden and for all expenses incurred in the care of shade trees. Of this sum $250. is allocated for special emergency work.

Mr. Hebert moved an amendment to Item 20 as follows: That Tree climbers be paid at the rate of $6 per day while climbing.

Item 21. Mr. Field, for the Appropriation Committee, moved: For Street Lighting. The Electric Lighting Committee, is hereby in- structed to contract with the Weymouth Light and Power Company for street lighting.

Item 23. Mr. Field moved: For the salaries and all other expenses of the Board of Health 1 Of this sum the following specific appropriations are made :


$ 18,719.00


$1,000.00 Shall be for the supplies and services of dentists;


450.00 shall be for the salaries of the elested members of the Board;


5,500.00 shall be for payments as required to the 1.124.00 Norfolk County Tuberculosis Hospital : and not exceeding this sum, shall be for the services of a dental hygienist and $200. additional for her expenses;


1,800.00 shall be for the maintenance of the Town dumps including the services of an attendant whose wages shall not exceed 621/2c per hour;


2,500.00 shall be for plumbing inspections but the services and all expenses of the

plumbing inspector shall not exceed an amount equal to that collected for all plumbing permits plus $250 .;


250.00 shall be for all expenses of conducting the diphtheria clinic;


50.00 shall be for all expenses for the protec- tion of the public from rabies;


ยท 100.00 shall be for returns to undertakers;


On and after December 15th any unexpended bal- ances in the above accounts may be treated as one fund.

Item 24. Mr. Field, for the Appropriation Committee, moved: For the employment of Nurses.

The Board of Selectmen are hereby authorized to contract with the Weymouth Visiting Nurse Asso- ciation to furnish the services of one or more nurses in case such services are a proper charge against the Town.


Motion of the Appropriation Committee, as offered by Mr. Field, was unanimously and tentatively adopted.


Item 25. Mr. Field, for the Appropriation Committee, moved : For the maintenance of the Norfolk County Tuberculosis Hospital. $ 16,001.46

Item 26. Mr. Field, for the Appropriation Committee, moved: For Garbage Removal.


$ 5,000.00


The Board of Selectmen is authorized to contract for the disposal of garbage from April 1, 1941 to April 1, 1942. And in addition to this sum the Board of Selectmen may use whatever unexpended balance remains in the existing appropriation from prior years for the same purpose.


Motion of the Appropriation Committee, as offered by Mr. Field, was unanimously and tentatively adopted.

Item 27. Mr. Field, for the Appropriation Committee, moved: For Public Welfare. Of this entire appropriation the sum to be used for all salaries and expenses of administration under this item, excepting the Town Infirmary, shall not exceed $8,523. of which $1,842. shall be charged against Aid to Dependent Children administration. $2,000. of this administration sum and $1,000. of the appropriation for administration under item 28 aggregating and not exceeding $3,000. shall be for the salary and all expenses of the Welfare Agent appointed under the provision of Chapter 7, Acts of 1938.


Provision is also made for increasing salaries to be paid from the administration sum under this item as follows :


One clerk at a rate of pay not exceeding $988. per year, an investigator to a rate of pay not exceeding $1,430. per year, another investigator to a rate of

pay not exceeding $1,430. per year; and from the sum for administration the Town Accountant shall transfer to the Town's general fund an amount equal to whatever monies are made available by the State or Federal Government for any adminis- trative expense for the fiscal year under this item.


$ 47,000. shall be for Aid to Dependent Children. 6,300. shall be for administration and all cx- penses of the Town Infirmary.


3,000. shall be for compensation to doctors and other medical services rendered.


10,000. shall be for reimbursement to other cities and towns for relief provided by them to persons having a legal settlement in this Town.


95,000. shall be for relief of persons having a legal settlement in the Town or the relief of persons not having a legal set- tlement in the Town.


3,000. shall be for use of the Weymouth Com- munity Service Inc. to be expended under the direction of the Welfare Agent.


Provided that any portion of the total appropria- tion for Public Welfare under this Item may be made available for any Welfare items if and when approved by the Appropriation Committee.

Rev. William G. Sewell reported for the Committee studying Relief as follows:


REPORT OF COMMITTEE ON STUDY OF RELIEF


To the Town Meeting Members of Weymouth


Gentlemen :


At a special town meeting called on October 14, 1938, it was voted that the Town Moderator appoint a committee to make a survey of our system of Public Relief and its administration, said committee to report to the annual town meeting.


In March 1939 a comprehensive report was made, giving a review of the entire survey, and making certain suggestions which would lead to creating better relations between the department and each individual case.


A new system of bookkeeping was established which has been in opera- tion for three years, a period long enough to enable us to say that it has proven to be most satisfactory.


On March 4, 1940, your committee was asked to continue its work for another year. At that time we made our annual report, and suggested that all orders issued by the Department of Public Welfare be dated and bills presented within a limited length of time, so that payment might be made as near to the month of issuance as possible. -


During the past year we were notified of the resignation of Mr. Harry

J. Dowd and of the appointment of Timothy G. Osborne, to fill his unexpired term.


Regular weekly visits have been made to the department offices, which have afforded us an opportunity to keep in close touch with the work at all times.


Your committee recommends that this committee or its successor make a study of the policies of administration in the Departments of Public Welfare in several other Massachusetts municipalities the size of Weymouth in order that we may improve (if possible) our present system.


We are unanimous in expressing our appreciation to the Board of Public Welfare, its agent and office personnel for their constant co-operation in our work.

Item 28. Mr. Field moved, for the Appropriation Commit- tee: For Old Age Assistance under General Laws, (Ter. Ed.) Chapter 118A as amended.

Of this sum $1,000. is allocated to and appropriated under Item 27 for salary and expenses of the Wel- fare Agent set up under Chapter 7 of the Acts of 1938. Not exceeding $6,818. shall be for all salaries and expenses of administration and from this ad- ministration figure the Town Accountant shall transfer to the Town's General fund an amount equal to whatever monies are made available by the State or Federal Government for any adminis- trative expense for the fiscal year under this item. Provision is also made for increasing salaries under this item as follows: One clerk to a rate of pay not exceeding $1,144. per year, another clerk to a rate of pay not exceeding $936. per year, one visitor to a rate of pay not exceeding $1,274. per year, another visitor to a rate of pay not exceeding $1,430. per year.


Motion of the Appropriation Committee, as offered by Mr. Field, was unanimously and tentatively adopted.


Item 29. Mr. Field moved, for the Appropriation Commit- tee: For Pensions. Motion of the Appropriation Committee, as offered by Mr. Field, was unanimously and tentatively adopted.

Item 30. Mr. Field, for the Appropriation Committee, moved: For Soldiers benefits, including State and Military Aid, Soldiers' Relief and the burying of Indigent Soldiers and Sailors. $ 26,150.00


Of this sum not exceeding $150. is for all adminis- trative expenses.


Motion of the Appropriation Committee, as offered by Mr. Field, was unanimously and tentatively adopted.

31. Mr. Field, for the Appropriation Committee, moved: For the Highway Department. $ 129.000.00

This sum is to be used for salaries, general main- tenance, removal of snow, highway and sidewalk construction and repair, and the purchase and maintenance of equipment.


Of this aggregate amount $19,000. shall be for the purchase of new equipment and $6,850. for the collection of rubbish; provided further that a com- mittee of three (3) one of whom shall be the Superintendent of Streets shall be appointed by the Moderator for the purpose of purchasing sup- plies, materials and equipment and the disposal of old equipment.


Mr. George Cunniff offered an amendment to Item : 31 as follows: That the Supt. of Streets be instruct- ed to plow gas stations or any other business con- cerns for which the town shall be reimbursed at a fee to be determined by the Supt. of Streets.


Mr. Shaftoe moved to amend Mr. Cunniff's amend- ment so as to include "all private property".


Mr. Hoffman moved an amendment: That any , damage done in the processing of plowing on private property be assumed by the property owner, thus releasing the Town of all damages.


The amendment of Mr. Cunniff as thus amended by Mr. Shaftoe and Mr. Hoffman was lost.


Supt. of Streets Kelly moved to amend Article, 1, Item 3 as follows: That permission is hereby given to purchase a new or reconditioned Barber Green snow loader and that its cost be taken from the appropriation made available for the Highway Department.


Motion of the Appropriation Committee, offered by Mr. Field, and thus amended by Mr. Kelly, was tentatively adopted.

Item 32. Mr. Field, for the Appropriation Committee, moved: For the support of the Public Schools. Of this sum $454.122.17 shall be raised by taxation in the levy of the current year and $3,502.83, being the sum received from the County by way of Statutory Distribution of the Dog Tax, is hereby appropriated for the support of the Public schools. Authorization is granted for salary adjustments in accordance with a schedule submitted by the School Committee to the Appropriation Committee.

33. Mr. Field, for the Appropriation Committee, moved: For the maintenance of the Tufts Library and its Branches and other Library purposes. Of this sum $2,050. is appropriated for the Reading Room at the Fogg Library. The income from the several trust funds of the Town are hereby made available for Library Purposes. The salary schedule is approved and not more than $50. of this total appropriation may be expended for the expense of any employee incurred in travel outside the Com- monwealth securing information that may tend to improve the service of the Library. Mr. Park moves: an amendment to Article 1 Item 33 as follows: That the additional sum of $350.00
