I submit herewith my report of an audit of the books and accounts of the town of Weymouth for the period from May 1, 1938, to May 8, 1941, made in accordance with the provision of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Weymouth for the period from May 1, 1938, the date of the previous audit, to May 8, 1941, the following report being sub- mitted thercon:


The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined, checked, and verified by comparison with the records in the office of the town accountant and the treasurer.


The books and accounts in the town accountant's office were examined. and checked, the recorded receipts being compared with the treasurer's books and with the records in the several departments collecting money for the town.


The general and appropriation accounts were examined, the appropria- tions and loan orders being checked with the amounts voted by the town as. shown by the records of the town clerk and the transfers from the reserve fund being compared with the records of the appropriation committee. A trial balance was taken off, and a balance sheet was prepared showing the financial condition of the town as of May 8, 1941.


An examination of the balance sheet shows that the financial condition of the town is very good.


The books and accounts of the town treasurer were examined and checked. The recorded receipts wore analyzed and checked with the town accountant's books and with the records in the various departments collecting money for the town, as well as with the other sources from which money was paid into the town treasury, while the payments were compared with the approved warrants. The cash balance on May 8, 1941, was proved by verification of the cash in the office, by reconciliation of the bank balances with statements furnished by the banks in which town funds are deposited, and by examina- tion of the savings bank deposits.


The reported payments on account of debt and interest were compared with the amounts falling due and with the cancelled securities on file. . The unpaid interest was listed and reconciled with statements furnished by the banks of deposit.


The savings bank books and securities representing the investments of the trust and retirement funds in the custody of the town treasurer were examined and listed. The transfers to the town were verified, the income was proved, and the other reported transactions were found to be correct.


The records of tax titles held by the town were examined and checked. The amounts added to the tax title account were reconciled with the col- lector's records, the tax titles redeemed were checked with the receipts as recorded on the treasurer's cash book, the foreclosures and disclaimers were verified, and the tax titles on hand were listed ard compared with the records at the Registry of Decds.


The books and accounts of the tax collector were examined and checked. The poll, personal property, real estate, and motor vehicle excise taxes, and special assessments outstanding according to the previous examination were audited, and all subsequent commitments were checked to the warrants for their collection. The payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the assessors' record of abatements granted, and the outstanding accounts were listed and recon- ciled with the respective controlling accounts kept by the town accountant.

The commitments of departmental accounts receivable by the varions departments were proved, the recorded receipts were checked with the treas- urer's cash book, the abatements were compared with the records in the departments authorized to grant them, and the outstanding accounts were listed and reconciled with the controlling account kept by the town accountant.


The books and accounts of the water department were examined and checked. The commitments were proved, the recorded collections were com -- pared with the payments to the treasurer, the abatements were checked, and the outstanding accounts were listed and reconciled with controlling accounts kept by the town accountant.


The records of deposits for the installation of water services were exam- ined, the amounts applied to cover the cost of labor and material, as well as the refunds, were checked, and the cash in the treasury was compared with the lists of deposits on hand.


Verification of the correctness of the outstanding tax, assessment, depart- mental, and water accounts was made by sending notices to a number of persons whose names appeared on the books and records as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The records of licenses and permits issued by the town clerk, the select- men, the building and plumbing inspectors, and the board of health were examined and checked, and the payments to the State and to the town treasurer wore verified.


The surety bonds furnished by the financial officials of the town for the faithful performance of their duties were examined and found to be in proper form.


In addition to the departments and accounts mentioned, the records of all other departments receiving money for the town or committing bills for collection were examined. The recorded collections of these departmnts were verified by checking the records showing the source of receipts, and the pay- ments to the treasurer were compared with the records of the treasurer and the town accountant.


The efficient manner in which the work in the several town departments has been performed is worthy of commendation.


Appended to this report. in addition to the balance sheet, are tables showing a reconciliation of the several cash accounts, summaries of the tax, assessment, tax title, departmental and water accounts, together with tables showing the condition and transactions of the trust and retirement funds.


During the progress of the audit, co-operation was received from the town officials, for which, on behalf of my assistants and for myself. I wish to express appreciation.
