ARTICLE 11. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen, straighten, relocate or work the following streets, to wit :-


(a) Pleasant Street from the Police Station to the junction of Pleasant and Water Streets.

(d) Pleasant Street from No. 400 to No. 560.


(e) Broad Street from Lincoln Square to Central Square.


(f) Columbian Street from Main Street to Braintree Town Line.

ARTICLE 15. (By Direction of the Selectmen). To see what sum of money the Town will vote to raise and appropriate for the construction of highways in accordance with the provisions of General Laws (Ter. Ed.) Chapter 90 or take any other action in relation thereto.

DRAINAGE


ARTICLE 18. (By Direction of the Selectmen). To see if the Town will vote to authorize the Board of Selectmen to accept two easements on its behalf for drainage purposes from River Street to Weymouth Back River, from Robert S. Bradley and Bradley Estates, Inc., in accordance with plans of Russell H. Whiting, Town Engineer, dated October 19, 1940, or take any other action in relation thereto.


ARTICLE 19. (By Direction of the Selectmen). To see if the Town will vote to authorize the Board of Selectmen to accept two easements on its behalf for drainage purposes from Domenick M. and Assumta Petrell in Oakwood Manor, so called, in accordance with plans of Russell H. Whiting, Town Engineer, dated December 26, 1940 and December 27, 1940 or take any other action in relation thereto.


ARTICLE 20. (On Petition of Margaret T. Connell and others). To see what sum of money the Town will vote to raise and appropriate for the purpose of providing adequate drainage at the intersection of Richmond and Phillips Streets or take ony other action in relation thereto.


GOVERNMENTAL AND ADMINISTRATION CHANGES


ARTICLE 21. (By request of Tree Warden). To see if the town will vote to elect a tree warden for the term of three years in accordance with General Laws (Ter. Ed.) Chapter 41, Section 1 as amended or take any other action in relation thereto.


ARTICLE 22. (On Petition of Selectman Everett E. Callahan). To see if the Town will vote to establish a purchasing department in accordance with the provisions of General Laws, Chapter 41 (Ter. Ed.) Section 103 or take any other action in relation thereto.


ARTICLE 23. (On Petition of a Town Committee). To see if the Town will vote to amend the Town By-Laws by adding a new section to read as follows or take any other action in relation thereto :-


Section 512: Any provision of the Town By-Laws having to do with the acceptance of streets, except Section 504 may be suspended by a three-fourths vote of those present and voting at any annual Town Meeting.


ARTICLE 24. (On Petition of Selectman Everett E. Callahan). To see what action the Town will take to amend Section 3 of Chapter 61, Acts of 1921, by inserting the following :-


"All Ex-Officiis members shall be without vote".


ARTICLE 25. (On Petition of Selectman Everett E. Callahan). To see what action the Town will take to amend Section 8 of Chapter 61, Acts of 1921 by inserting the words "Voted upon" in place of the word "Passed".


ARTICLE 26. (On Petition of Selectman Everett E. Callahan). To see if the Town will petition the legislature for an act that will combine the positions of Town Clerk and Town Accountant or take any other action that will accomplish the same result.


ARTICLE 27. (On Petition of Selectman Everett E. Callahan). To see if the Town will vote to petition the legislature of an act that will combine the positions of Superintendent of Streets and Superintendent of Water Works or take any other action that will accomplish the same result.


ARTICLE 28. (On Petition of Selectman Everett E. Callahan). To see if the Town will vote to petition the legislature for an act that will combine the two positions of Tax Collector and Treasurer or take any other action that will accomplish the same result.


ARTICLE 29. (On Petition of Selectman Evertt E. Callahan). To see

if the Town will instruct the Selectmen to appoint a full time engineer and to appropriate a sum sufficient for the salary of said engineer and such assistants as the Town may deem necessary.


ARTICLE 30. (On Petition of Selectman Everett E. Callahan). To see if the Town will vote to amend Article X, Section 7, Item 3 of the By-Laws by adding at the end thereof the following paragraph :-


If any application is disapproved by any one of the Board of Appeals then the application, with the dissenting official's reason shall be submitted to the Board of Selectmen, which body by majority vote of its members present and voting shall approve or disapprove the application; or take any other action in relation thereto.


ARTICLE 31. (At Request of Planning Board). To see what action the Town will take to amend, alter or revise the Building Laws, or take any other action in relation thereto.


ARTICLE 32. (At Request of Planning Board). To see if the Town will vote to amend, alter or revise Article X of the By-Laws-the Zoning Laws so called-or take any other action in relation thereto.


ARTICLE 33. (At Request of Planning Board). To see if the Town will vote to adopt Chapter 211 of the Acts of 1936, now General Laws (Ter. Ed.) Chapter 41, Section 81-A to 81-J inclusive which is entitled "an act providing an improved method of Municipal Planning" and which re- establishes the Planning Board, or take any other action in relation thereto.


SCHOOLS


ARTICLE 34. (At Request of School Committee). To see what suni of money the Town will vote to raise, by taxation or otherwise, and appro- priate for the purpose of purchasing or taking either or both of two parcels of land, one lying westerly and the other lying southerly of the High School premises and to purchase or take such land or any portion thereof for school purposes; or to take any other action in relation thereto.


ARTICLE 35. (At Request of School Committee). To see if the Town will vote to appoint and designate a committee to study needs of vocational education in the Town of Weymouth consistent with the program of national defense and with such extensions and inclusions as the community may want to continue permanently with the purpose that such a committee shall make its report to the Town at a Special Town Meeting or the next annual Town Meeting, or take any other action in relation thereto.


ARTICLE 36. (On Petition of Beatrice L. Billings and others). To see if the Town will vote to name the newly created Girl's Athletic Field and Playground, situated opposite the Weymouth High School, the "Annie J. Libby Girl's Athletic Field and Playground" and erect a suitable tablet to so designate or take any other action in relation thereto.


PARKS AND PLAYGROUNDS


ARTICLE 37. On Petition of Harold M. Allen and others). To see what sum of money the Town will vote to raise or borrow and appropriate to secure a suitable parcel of land in or near Nash's Corner for park and playground purposes and to see if the Town will vote to authorize the Board of Selectmen to take by purchase, gift or eminent domain in fee whatever land may be necessary for this purpose or take any other action in relation thereto.


ARTICLE 38. (On Petition of John W. French and others). To see if the Town will vote to raise and appropriate the sum of $150 to be expended under the direction of the Park Department for providing and maintaining facilities of a skating pond in what is known as Mrs. Perry's Meadow at

Lovell's Corner or take any other action in relation thereto.


ARTICLE 39. (On Petition of John W. French and others). To see what sum of money the Town will vote to raise and appropriate for the purpose of acquiring for park purposes the land abutting Bradford Hawes Park, belonging to Mr. David Wescott and containing about 77,800 square feet and to see if the Town will vote to authorize the Board of Selectmen to take by purchase, gift or eminent domain in fee whatever land may be necessary for this purpose or take any other action in relation thereto.


ARTICLE 40: (By Direction of the Selectmen). To see if the Town will vote to name "Overlook Park" so-called, "G. A. R. Memorial' Field", or take any other action in relation thereto.


ARTICLE 41. (On Petition of John W. French and others). To see if the Town will vote to raise and appropriate the sum of $200 to be expended under the direction of the Park Commissioners in cooperation with the Lovell's Corner Men's Social Club for the celebration of the fourth of July at Bradford Hawes Park or take any other action in relation thereto.


WATER DEPARTMENT


ARTICLE 42. (On Petition of John S. McGovern and others). To see if the Town will vote to instruct the Board of Water Commissioners to open the shores of Weymouth Great Pond or any section thereof to the citizens of Weymouth for fishing or take any other action in relation thereto.


MISCELLANEOUS


ARTICLE 43. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface or alter or work a certain parcel of land in Weymouth Landing for a public parking area on any portion of said land and authorize the Board of Select- men to acquire by gift or purchase or take by eminent domain in fee for all ·purposes of a public parking area such land as may be necessary or take any other action in relation thereto.


ARTICLE 44. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface or alter or work for a parking area the land in East Weymouth now owned by the Town and known as "Bicknell Meadow" or any portion thereof and authorize the Board of Selectmen to acquire by gift or purchase or take by eminent domain in fee for the purpose of a public entrance or exit thereto any land that may be necessary for this purpose and to see what sum of money the Town will vote to raise and appropriate for the working of said above named land including the acquisition of the fee above referred to and for the building of any drains or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said land, or take any other action in relation thereto.


ARTICLE 45. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate for the installation of a two-way radio system linking together the Police and Fire Departments of the Town of Weymouth or take any other action in relation thereto.


ARTICLE 46. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate for the erection or con- struction of a fish-way in East Weymouth or take any other action in relation thereto.


ARTICLE 47. (On Petition of Weymouth Post No. 79 of American Legion). To see what sum of money the Town will vote to raise and appro- priate for the observance of Armistice Day or take any other action in relation thereto.

ARTICLE 48. (On Petition of Raymond M. Rodger and others). To see if the Town will assume liability in the manner provided by Section 29- of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of rivers, harbors, tide waters and foreshores, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth and to see what sum of money the Town will vote to raise and appropriate for the purpose of this article or take any other, action in relation thereto.


ARTICLE 49. (By Direction of the Selectmen). To see if the Town will vote to raise and appropriate the sum of $550 for the purpose of main- taining during the ensuing year the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931 or take any other action in relation thereto.


ARTICLE 50. (By the Airport Committee). To see what action the Town will take to construct and maintain an airport in that section of South Weymouth known as "the Old City".


ARTICLE 51. (At Request of Planning Board). To see what sum of money the Town will vote to raise and appropriate for the erection off a seawall along Wessagusset Beach between Station 7 plus 0 and 11 plus 0 as shown on a plan by Russell H. Whiting, C. E. and dated September 28, 1935 entitled "Plan and Profile for proposed Sea and Retaining Wall" or take any other action in relation thereto.


ARTICLE 52. (By Direction of the Selectmen). To see if the Town will vote to raise and appropriate the sum of .$250 for the printing of the Town's By-Laws and all amendments thereto or take any other action in relation thereto.


ARTICLE 53. (By Direction of the Selectmen). To see if the Town will vote to raise and appropriate the sum of $150 for Memorial Observances in honor of its Firemen to be expended under the direction of the Veteran Firemen's Association or take any other action in relation thereto.


ARTICLE 54. (By Direction of the Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept a plot of ground from the Elmwood Cemetery Association for the burial of veterans or take any other action in relation thereto.


ARTICLE 55. (By Direction of the Selectmen). To see if the Town will vote to authorize its Board of Selectmen to release a strip of land lying easterly of the Elmwood Cemetery, Union Street, to the Elmwood Cemetery Association or take any other action in relation thereto.


ARTICLE 56. (By Direction of the Selectmen). To see what action the Town will take relative to the construction of the Laban Pratt Hospital.


ARTICLE 57. (By Direction of the Selectmen). To see if the Town will vote to instruct the Board of Assessors to furnish the Board of Selectmen with a list of all assessed valuations of real estate for publication in the annual Town Report or take any other action in relation thereto.


ARTICLE 58. (By Direction of the Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept as a gift from Mary Fifield King various pieces of furniture and household furnishings or take any other action in relation thereto.


ARTICLE 59. (By Direction of the Selectmen). To see if the Town will vote to authorize its Board of Selectmen by sufficient deed to release lots 263-280 incorporated and 210-218 incorporated off Phillips Street, now

Prescott Street, South Weymouth, to Cleveland and Mattie Jewell or take any other action thereto.


ARTICLE 60. (By Direction of the Selectmen). To see if the Town will vote to raise and appropriate the sum of $10,000 to be expended when other funds to be appropriated by other persons or agencies become available for the purpose of dredging the Weymouth Back River or take any other action in relation thereto.


ARTICLE 61. (By Petition of Wessagusset Post No. 1,399). To see if the Town will vote to instruct its Board of Selectmen to contract with Wes- sagusset Post, No. 1,399, Veterans of Foreign Wars of the United States for the care and maintenance of certain cemeteries in the Town; namely Old Cemetery off Park Avenue; Old Cemetery opposite Fairmount Cemetery on Pleasant Street; Old Cemetery on Pleasant Street at Pine Street; and one located off Randolph Street-and that the sum of $400 be raised and appro- priated to be paid to Wessagusset Post, No. 1,399, V. F. W. for the care of these cemeteries.


You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town affairs, in, case all the articles in the fore- going Warrant shall not have been acted upon at the meeting called for the third day of March, to meet in adjourned session at the hall of the Wey- mouth School on


WEDNESDAY, THE FIFTH DAY OF MARCH, 1941


at seven o'clock and forty-five minutes in the evening then and there to act upon such of the foregoing articles as shall not have been acted upon on March third or action upon which may at said meeting of March third have been deferred until said adjourned session.


You are further required to notify and warn the inhabitants of Weymouth qualified to vote in elections to meet at the polling places of their respective precincts, to wit :-


In Precinct 1 in the Bicknell School Hall;


In Precinct 2 in the G. A. R. Hall on Commercial Street;


In Precinct 3 in the Hunt School Gymnasium Hall, Broad Street;


In Precinct 4 in the building of the Citizens' Association, Inc., on Front Street ;


In Precinct 5 in the building of the Pond School, Pond Street ;


In Precinct 6 in the building of the Veterans of Foreign Wars, Wessagusset Post, No. 1,399, southerly side of Broad Street;


In Precinct 7 in the Lovell's Corner Improvement Association Building on Washington Street;


In Precinct 8 in the Weymouth Heights Club Building on North Street;
