and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under General Laws (Ter. Ed.) Chapter 40, Section 5, Clause 34; to determine what, if any, sums so appropriated shall remain availa- ble after December 31, 1942; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.


ARTICLE 2. (By Direction of Selectmen). To see what sum of money the Town will vote to raise or borrow and appropriate for providing projects of direct or indirect benefit to the Town or its inhabitants, or take co-operation with the Federal Government in unemployment relief and other any other action in relation thereto.

ARTICLE 3. (By Direction of Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Commit- tees and to appoint or change any Committee that the Town may think proper.


TOWN FINANCES


ARTICLE 4. (By Direction of Selectmen). To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1942, and to to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with General Laws (Ter. Ed.) Chapter 44, Section 17.


ARTICLE 5. To see if the Town will vote to authorize its Treasurer with the approval of the Selectmen, on and after January 1, 1943, to borrow in anticipation of the revenue of the year 1943.


ARTICLE 6. To see what sum of money the Town will vote from sur- plus for the use of the Assessors in determining the tax rate for the year 1942 or take any other action in relation thereto.

To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, includ- ing all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to determine the manner or conditions of such sales, or take any other action in relation thereto.


ARTICLE 8. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal proper- ty belonging to persons receiving relief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they con- sider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.


STREETS AND SIDEWALKS


ARTICLE 9. (By Direction of Selectmen). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the fol- lowing designated private ways and parts of ways or any of them, to wit :-


(a) Arcadia Road. 1


(b) Morningside Path from Lambert Avenue to its easterly end.


(c) Brae Road.


(d) Weyham Road.


(e) Fuller Road.


(f) Greenwood Avenue.


(g) Southern Avenue.


(h) Clark Road.


(i) Fort Point Road from River Street to and including property of Bessie Vigneau.


(j) Lantern Lane from 509 to 523 Commercial Street.


(k) Clematis Avenue from Pleasant View Avenue easterly to Idlewell Boulevard.


(1) Sachem Street between Weybosset and Birchbrow Streets.


(m) Burton Terrace to Torrey Street.


(n) Seaver Road.


(o) Whitcomb Terrace. .


(p) Brewster Road.


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or other- wise for all purposes of a public street and highway in and over each said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any of said streets, or take any other action in re- lation thereto.


ARTICLE 10. To see what sum of money the Town will vote to raise and appropriate to extend, reconstruct, resurface, widen, straighten, relocate

or work the following streets, to wit :-

(a) Pleasant Street from the Police Station to the junction of Pleasant and Water Streets.


(By Selectmen)


(b) Neck Street.


(c) Derby Street.


(d) White Street


(e) Gibbons Street.


(f) Browning Street.


(g) Carson Street.


(h) Astor Circle.


(i) Worthen Avenue.


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise any land including buildings thereon for all purposes of a public street and highway in and over said street, and to see what sum of money the Town will vote to raise and appropriate for the working of the above named street including the acquisition of the fee above referred to and for the build- ing of any bridges, drains and conduits or securing easements which may be necessary in connection therewith, and to see whether the Town will author- ize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said street or take any other action in relation thereto.


ARTICLE 11. (At Request of Planning Board). To see if the Town will take any action upon the report of the committee on the widening of Broad Street made in the Town Report of the year 1931, and to see what sum of money the Town will vote to raise and appropriate for the purpose of widening Broad Street or any portion thereof.


ARTICLE 12. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen, straighten, relocate or work Norton, Pearl and Evans Streets, or any portion of said ways either by the Street Department or with the state, county, or both, as a General Laws (Ter. Ed.) Chapter 90 project, and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets, including the acquisition of the fee above referred to and for the building of any bridges, drains, culverts and conduits, or secure easements which may be necessary in connection there- with, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any of said streets, or take any other action in relation thereto.


ARTICLE 13. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for surfacing or recon- struction by the Street Department or under the provisions of General Laws (Ter. Ed.) Chapter 90 for maintaining, repairing and improving the following streets :-


(a) North Street-from Bridge to East Street.


(b) West Street.


(c) White Street.


(d) Commercial Street-from Hingham line to Commercial Square.


(e) Front Street-from Broad Street to Federal Street. or take any other action in relation thereto.

ARTICLE 14. (On petition of David N. Crawford and others). To see what sum of money the Town will vote to raise and appropriate for the pur- pose of constructing a sidewalk and curbing on Columbian Street between the Fogg Library and Burton Terrace or take any other action in relation thereto.


DRAINAGE


ARTICLE 15. (By Direction of Selectmen). To see if the Town will vote to authorize the Board of Selectmen to accept two easements on its be- half for drainage purposes from Domenick M. and Assumta Petrell in Oak- wood Manor, so called, in accordance with plans of Russell H. Whiting, Town Engineer, dated December 24, 1941, or take any other action in relation there- to.


ARTICLE 16. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of acquir- ing an easement for drainage purposes across the land of Savino Pizzi at 317 Middle Street or take any other action in relation thereto.


ARTICLE 17. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of improving the drainage facilities at Washington Square, Weymouth Landing, or take any other action in relation thereto.


GOVERNMENTAL AND ADMINISTRATION CHANGES


ARTICLE 18. (At Request of Planning Board). To see if the Town will vote to amend, alter or revise Article X of the By-Laws, the so-called Zoning Laws, by striking out Item 4 of Section VI and inserting the following


"Lot Size-In a residence district no dwelling shall be erected or maintained except on lots containing 7,500 sq. ft. each and having a frontage of not less than 75 ft., and not more than one dwelling shall be erected on each such lot except that (a) a lot of less than 15,000 sq. ft. and more than 12,000 sq. ft. may be divided into lots containing not less than 6,000 sq. ft. each and having a frontage of not less than 60 ft. and (b) if a lot contains more than 15,000 sq. ft. and if after division into as many 75,00 sq. ft. lots as practicable there remains a lot of 6,000 sq. ft. or more, one dwelling may be erected on such remaining lot provided the same has a frontage of not less than 60 ft. One dwelling may be erected on a lot containing less than 7,500 sq. ft. or having a frontage of less than 75 ft., if such lot was recorded at the time of the adoption of this By-Law, either if separately owned, and con- tains 3,200 sq. ft., and did not at the time of such adoption adjoin other land of the same owner available for use in connection with said lot. Any recorded lot size may be increased subject to ap- proval of Board of Appeals."
