Mr. John Field, Secretary of the Appropriation Committee moved: That the report of the Appropriation Committee, containing its motions to be offered at this meeting, as shown in printed form, be now recorded as received. Selectman Callahan offered a substitute motion to that of the Appropria- tion Committee as follows: That the sum of $44,000 be appropriated for the purpose of paying a bonus to town employees who have rendered faithful service in 1941, to be paid at the following rates and at the following times:
1. All employees described below who have worked 1280 hours (or more) for the Town of Weymouth in 1941 and who will be in the employ of the town on the first day of July, 1942 and the twenty-second day of December 1942 the amount of $75 on each date for those who combined salary in 1941 was $1480 or less and not more than $2480 in 1941.
2. The above bonus shall be paid the following employees and shall in no case include any elected official, however employed :

Item 2. Mr. Field for the Appropriation Committee moved: For the Selectmen's Department. $ Of this sum not exceeding $500. shall be for per- sonal services of the Clerk who may be a Selectman. Selectman Callahan offered an amendment to the recommendations of the Ap ropriation Commit- tee as follows: That a committee of three (3) be appointed to take whatever action necessary to reduce the number of Selectmen from five (5) to Three (3) and increase the term of office from one (1) to three (3) years. For the Tax Collector's Department : $ 9,059.00
The compensation of the Tax Collector shall be five and one-half mills on each dollar of taxes col- lected and the Selectmen are authorized and in- structed to insure the Tax Collector in the sum of $15,000. robbery insurance. Motion of the Appro- priation Committee as offered by Mr. Field Un- animously and tentatively adopted.
Item 6. Mr. Field for the Appropriation Committee moved: For the Assessor's Department : $10,909. $ Of this sum not exceeding $9,035. shall be for per- sonal services of the department and for transpor- tation of the Board.

Of this sum $3,380.47 is appropriated solely for the purpose of paying such unpaid bills as may be determined as proper obligations of the Town.
Mr. Field then offered an amendment to the above motion as follows: the additional sum of $121.75 be added to the original amount.
Selectman Callahan further amended the original motion by adding the sum of $2.25. thus making the total amount, $ 6,504.00

For the salaries of the elected members of the Board the sum of $450. For payments as required to the Norfolk County Tuberculosis Hospital the sum of $5,500. For the maintenance of the Town Dumps, provided not exceeding $1,560. of this amount shall be for personal services, a sum not exceeding $1,800. For plumbing inspections pro- vided the services and all expenses of the plumbing inspector shall not exceed an amount equal to that collected for all plumbing permits plus $250.00 the sum of $250,000. For the supplies and services of dentists a sum not exceeding $1,000. For the ser- vices and auto expenses of a dental hygienist a sum not exceeding $1,300. For conducting the diptheria clinic a sum not exceeding $250. For the protection of the public from rabies, a sum not ex- ceeding $50. For returns to undertakers the sum of $100. For all other expenses of the Department a sum not exceeding $5,695. $ 18,645.00

Item 27. Mr. Field for the Appropriation Committee . moved: For Public Welfare: $148,294.00. Of this entire appropriation the sum to be used for all ex- penses of administration including automobile allowances for investigators, but excepting the Town Infirmary, shall not exceed $7,294.00 of which $1,967 shall be charged against Aid to Dependent Children administration. $1,000.00 for this adminis- tration sum and $2,000.00 of the appropriation for administration under item 28 aggregating and not exceeding $3,000.00 shall be for the salary of the Welfare Agent appointed under the provisions of Chapter 7, Acts of 1938 and from the sum for ad- ministration the Town Accountant shall transfer to the Town's general fund an amount equal to whatever monies are made available by the State or Federal Government for any administrative ex- pense for the fiscal year under this item.

Mr. Field for the Appropriation Committee moved an amendment to the original motion as follows: That the sum of $153.30 be added to the amount for administration and allocated to Aid for De- pendent Children administration, making the total for the Department $148,447.30.
At this time the Rev. William G. Sewell for the Committee for investigation of Public Relief read the following report:
REPORT OF COMMITTEE FOR INVESTIGATION OF PUBLIC WELFARE
Your committee has carried on the general investigation of the conduct of Public Relief within the Town of Weymouth. Members of the Commit- tee have observed the conduct of the office and the work of the personnel. The treatment of cases from the standpoint of the office and of the individual have been considered, and it is our opinion that the treat- ment of these cases is worthy of the high traditions of our Town. Your agent

and his staff have been most co-operative in giving information and following suggestions.
During the past year there has been an extensive turnover of clerical help because of marriage. This of course slowed up the work of the office until suitable girls could be found and trained for the work.
While it is recognized that our case load has been reduced, we must also accept the fact that those who are still recipients of relief are either the aged, infirm, or in other ways unemployable. This fact should come as a challenge which brings us to the understanding that right now we should be doing better case work. These folks are human beings and should receive, not only the necessities of life, but also friendly and intelligent direction toward the happiest and most satisfying life possible under their condition.
We should recognize the statement of the late Dr. Richard Cabot who said, "Training in Social Work is necessary, but a love for humanity must be in the heart of every social worker." Their day is not over at five o'clock. It is not sufficient for them to simply write out the Food Slip, or the Rent Check, or pay the fuel bill. Their job is to serve whenever the need arises. This is the ideal that your committee is trying to hold before your depart- ment, and we are pleased to say that it is carefully followed.
