WILLIAM P. GROVESTEIN Died November 23, 1946 Age: 79 years, 6 days


Dr. Grovestein was a Member of the Board of Health for over 35 years; and was appointed as the first School Physician in Scituate.


Quoting as a befitting testimony to Dr. Grovestein an excerpt from the eulogy pronounced by Rev. Creelman, Pastor, First Bap- tist Church, North Scituate, at Dr. Grovestein's memorial service- "Dr. Grovestein was the much beloved Physician of this town for years. Up and down the countryside he spent himself in the service of his profession for others."


HENRY T. COLE 1872 - 1946


Born in Scituate, and a direct descendant of the Mayflower settlers. He attended the local schools. For many years was active in business; conducted extensive farming activities. Much of his time was given to serving his native town. For several years he was Fire Engineer; and was elected to six terms as Highway Surveyor.


Mr. Cole was a Past Master of the Masonic Order, Satuit Lodge, Scituate.

Mr. Borgarzone was a member of the regular Police Department for many years. He performed his official duties with honesty, courage and understanding. A splendid husband, father, and a good citizen.

SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN FOR 1946


To the Citizens of Scituate:


Scituate is in a sound financial condition in spite of the fact that in the last two years, in order to reduce the taxes the tax payers would have to pay, we have taken over $200,000 from our surplus funds.


Last year you received your tax bills in the amount of $34.40 per thousand; if we had no surplus to help, you would have paid $44.40, which was the real tax rate, based upon appropriations to cover the expenses of operating Scituate, minus our credits.


We will not be able to draw from the surplus account as heavily this year. At this writing it is at least $5.00 per thousand on our tax rate short of what it was last year.


From information we have received, relative to the appro- priations being asked by the various departments, Scituate is head- ed for a very high tax rate and all tax payers and voters should interest themselves to the extent of attending Town Meeting, arriving at the opening of the meeting and remaining until the close of same.


Everything that goes into the operation of a Town costs a great deal more now than it did a few years ago, yet the Select- men feel if all Departments would cooperate to the extent of keep- ing the expenses of their Departments down to the level of com- mon-sense figures, and the tax payers' ability to pay, an improve- ment in budgets might be made.


Article 4, which is the main budget for Town Officials, is the largest in the history of the Town.

ANNUAL TOWN MEETING


March 4, 1946


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the High School Auditorium in said Scituate on Monday, the 4th day of March, 1946, at 7 o'clock P. M .; order was. called by Moderator Nathaniel Tilden.


The warrant was read by Town Clerk William M. Wade.


Tellers appointed by the Moderator and sworn by the Town Clerk were: Thomas W. Macy, William H. McDonald, John T. Barry, John G. Vollmer and Edmund J. Corrigan.


ARTICLE 1


To choose all the necessary Town Officers. other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Pound Keeper.


VOTED: Measurer of Wood and Bark and Suveyor of Lumber, Russell L. Fish.

ARTICLE 2


To hear the report of the Selectmen or other Town Officers and Standing Committees, and act thereon.


VOTED: To accept reports of Town Officers and Standing Committees as printed in Town Report. It was also voted to accept the oral report by Dennis H. Shea, Chairman of Selectmen.


ARTICLE 3


Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon.


VOTED: To establish salaries and compensation of all elected Town Officers as follows:


Selectmen: Chairman $2,600.00 and legitimate expenses. Oth- er members $660.00 each and legitimate expenses.


Board of Public Welfare: Chairman $440.00 and legitimate expenses. Other members $165.00 each and legitimate expenses.

This sum shall include their charges for all services performed by them or either of them.


Assessors: Chairman $2,200.00 and legitimate expenses. Oth- er members $550.00 each and legitimate expenses.


Highway Surveyor: $3,120.00.


Town Collector: $2,662.00 and legitimate expenses. All de- mand fees to accrue to the Town.


Town Treasurer: $2,420.00.


Tree Warden: $330.00.


Town Clerk: $1,452.00 and legitimate expenses.


Board of Health: Divided as follows: Secretary $550.00 and legitimate expenses. Other two members $385.00 each and legi- timate expenses. This sum shall include their charges for all services performed by them or either of them, other than the in- spection of meat, plumbing or cattle.


Park Commissioners: Each member be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.


Water Commissioners: $180.00 each and legitimate expenses, to be taken from the Water Department budget.


Moderator: Per annum $110.00.

To see if the Town will authorize the Board of Public Wel- fare to contract at their discretion for support of the Town's poor, or act thereon.

ARTICLE 7


To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1947 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


VOTED: That the Town do authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, begin- ning January 1, 1947, and to issue a note or notes therefor, pay- able within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. ARTICLE 8


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year?


VOTED: That all the income of the Water Department be turned over to the Town Treasurer to be used as general taxation, and the Assessors be instructed to use the estimated receipts as a basis in fixing the tax rate for the current year. Estimated receipts $57,056.00. Unanimous vote.


ARTICLE 9


Will the Town vote to raise and appropriate the sum of $10.000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon?


VOTED: To transfer the sum of $10,000.00 to the Reserve Fund from Overlay Surplus Fund.

Will the Town raise and appropriate the sum of $75.00 for channel markings and regulations of the usage of the North River from Humarock Beach to the Sea, same to be in conjunction with like control by the Town of Marshfield, or act thereon?

ARTICLE 12


Will the Town raise and appropriate the sum of $60.00 for payment of dues for a yearly membership in the Maritime Divi- sion of the Boston Chamber of Commerce, or act thercon?

ARTICLE 13


To see if the Town will raise and appropriate the sum of $500.00 to cover cost of supervision and control of the clam flats within the Town of Scituate, or act thereon.

ARTICLE 14


To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and sea worms within the borders of the Town of Scit- uate and such other authority as is provided in Sec. 52 of Chapter 130 of the General Laws as inserted therein by Chapter 598 of the Acts of 1941, or take action in relation thereto.


VOTED: To so authorize the Selectmen. Unanimous vote.


ARTICLE 15


To see if the Town will vote to raise and appropriate, or trans- fer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto.

To see if the Town will raise and appropriate the sum of $350.00 for the purpose of providing quarters for the Satuit Post 3169, Veterans of Foreign Wars, in accordance with the provisions of General Laws, Chapter 40 (Ter. Ed.) Section 9, or act thereon.

ARTICLE 20


Will the Town vote to amend the Town's By-Laws for the sale of real estate to read: The Selectmen are authorized to sell after first giving notice of the time and place of sale by publication one of more times at least one week before the sale in a newspaper published in the County of Plymouth and by posting in four public places in the Town fourteen days at least before the sale. property taken by the Town under tax title procedure provided that the Selectmen or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate.

ARTICLE 21


To see if the Town will raise and appropriate $100.00 for County Aid to Agriculture, and choose a Town Director as pro- vided in Sections 41 and 45 of Revised Chapter 128 of the General Laws, or act thereon.

ARTICLE 22


Will the Town vote to authorize the Board of Water Coul- missioners, to take by eminent domain, under G. L. ch. 79 or 80 A, or otherwise acquire and hold as a source of water supply, with the advice and consent of the Department of Public Health, the land owned by Marion E.Brown and Wilson S. Brown, as shown on plan entitled "Brown's Orchard," on file with the Town Clerk, and raise and appropriate $300.00 therefor?


VOTED: To lay on table.


ARTICLE 23


To see if the Town will raise and appropriate the sum of $5,000.00 to be used in conjunction with such sums of money as may be allotted by the Department of Public Works of the Com- monwealth of Massachusetts and County of Plymouth, or either one of them, for the continuation of new construction on Gannett Road under Chapter 90, or act thereon.


VOTED: To raise and appropriate $5,000.00.


ARTICLE 24


To see if the Town will raise and appropriate the sum of $3,200.00 for a new water-proof surface and the installation of proper drainage on the tennis courts at the North Scituate Play- grounds in order that the courts may be flooded in the Winter for skating, or act thereon.


VOTED: To indefinitely postpone.


ARTICLE 25


To see if the Town will raise and appropriate the sum of S775.00 for the purchase of a power cross-cut tree saw, or act thereon.

Will the Town vote to abolish the present Planning Board upon the establishment, election, and taking office of a Planning Board of five members under Section 81 A to J of Chapter 41 of the General Laws, the said new Planning Board being created here- under and to be elected at the next Annual Town Meeting in 1947. One member for one year, one for two years, one for three, one for four and one for five years.


VOTED: To abolish the present Planning Board upon the establishment, election and taking office of a Planning Board of five members, under Section 81 A to J of Chapter 41 of the Gen- eral Laws, the said new Planning Board being created hereunder and to be elected at the next Annual Town Meeting in 1947, one member for one year, one for two years, one for three years, one for four years and one for five years.
