REPORT OF THE SCHOOL PHYSICIAN
To the School Committee of Scituate:
The regular physical examination of the pupils has been carried out, and home football games attended that injured players might receive prompt treatment.
Outstanding, as one reviews the health record of the schools this past year, is the flare-up of poliomyelitis in October after a lapse of several years. There were two cases, one of these a pre- school child. There were no fatalities. As is usual at such times, rumor and anxiety falsely increased the number of cases. Health authorities throughout the nation are agreed that the closing of schools tends to increase the number of cases because of closer contacts of children at play and at the movies. During the spring there was an epidemic of measles, which is all but inevitable at intervals of five years or so.
In the interests of furthering the health of the children during epidemics as well as for the rest of the year, I would welcome the organization of key members of the school staff to co-ordinate all our efforts in the direction of better school health.

It is desirable to increase transportation facilities for handi- capped children needing to go to various clinics, such as those for speech defects and "problem children."
Again I wish to thank cordially all the members of the school staff for their cooperation, and in particular for their very effective help at the onset of the polio outbreak which came while I was away on vacation.

REPORT OF THE SCHOOL NURSE

Dear Sir:
Once again the opportunity is given to many employees of the town to render an account of their stewardship. Again, too, comes the request that the "Reports be brief."
To give a fairly comprehensive analysis of the work done during the year and keep within the prescribed classification, is not as simple as one would naturally suppose. However, in an effort to comply, it must be assumed that the average parent is quite familiar with the School Health Service Program. If parents are not familiar with the program, it is hoped that they will have access to detailed reports which have been printed from time to time.
As in previous years, the general policies adopted for the promotion of health and the prevention of disease in our schools and in the community, were those recommended by the Massa- chusetts Department of Public Health, Division of Child Hygiene. Also the recent guide, "Suggested School Health Policies" com- piled by the National Committee on School Health Policies, of the National Conference for Cooperation in Health Education.
Parents have the primary responsibility for the health of their children. In a few rare instances this responsibility has been shirked.
The school accepts the responsibility of providing an envi- ronment in which pupils may live healthfully, from a physical,

social, and emotional standpoint. It is, however, up to the par- ents to assist in bringing about measures to provide adequate ac- commodations for the elementary school pupils. The sooner this problem is met, the sooner the community will reap the benefits of good school housing.
The school health program may be divided into three phases of activity. 1. Provision for healthful school living. 2. Health and safety instruction. 3. Services for health protection. These phases need no interpretation at this time.
Outstanding features of the program were: 1. The wonder- ful response of teachers and pupils who availed themselves of the opportunity for a test and x-ray check-up for possible signs of tuberculosis. Reports were all negative. 2. The marked im- provement in the children who received help in the Child Guid- ance Clinics. 3. The use of fluorine by the dentist in the school clinic as a helpful means of preventing dental caries. 4. The splen- did cooperation of parents and pupils in keeping my duties as attendance officer down to a minimum.
The school personnel made the usual fine contribution toward the prevention and control of communicable diseases.
I still contend that there is a definite need for concerted action on the part of School and Health Officers to provide a pro- gram of Parental Health Education. This need was greatly mani- fested when a case of poliomyelitis was reported in the com- munity. It is my sincere hope that in the very near future, plans will be made to meet this need.

REPORT OF THE BOARD OF SELECTMEN
To the Citizens of Scituate:
Your Board of Selectmen were in hopes to be able to give you an over-all financial statement in our report this year, but inasmuch as we go to press today, January 15th, (in order that your Town Report will be in your hands as prescribed by law) we will be unable to give you in detail Scituate's financial standing.
Please be advised that we have just computed Article 4, the general budget article, and we are amazed to learn the total of this Article is $130,000 more than last year.
The agenda for Scituate is a very expensive one, calling for a new school and additions, new town hall, new commuting roads, harbor improvements, another stand pipe, etc.
Our Chairman . will further advise you at the Annual Town Meeting to be held March 1, 1948.

ANNUAL TOWN MEETING
March 3, 1947
At a legal meeting of the inhabitants of the Town of Scituate, qualified to vote in Elections and Town Affairs, held at the High School Auditorium in said Scituate on Monday, the 3rd day of March, 1947, at 7 o'clock P. M .; order was called by the Moderator, Nathaniel Tilden.
The warrant was read by Town Clerk William M. Wade.
Tellers appointed by the Moderator and sworn by the Town Clerk were: William H. McDonald, James Finnie, John H. Mc- Pherson, John H. Young, Jackson E. Bailey and John T. Barry.
ARTICLE 1
To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Pound Keeper.

ARTICLE 3
Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon.
VOTED: To establish salaries and compensation of all elected Town Officers as follows:
Selectmen: Chairman $2,600.00 and legitimate expenses. Other members $660.00 each and legitimate expenses.
Board of Public Welfare: Chairman $440.00 and legitimate ex- penses. Other members $165.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them.

Assessors: Chairman $2,200.00 and legitimate expenses. Other members $550.00 each and legitimate expenses.
Highway Surveyor: $3,120.00.
Town Collector: $2,662.00 and legitimate expenses. All de- mand fees to accrue to the Town.
Town Treasurer: $2,420.00 and legitimate expenses.
Tree Warden: $330.00.
Town Clerk: $1,452.00 and legitimate expenses.
Board of Health: Divided as follows: Secretary $550.00 and legitimate expenses. Other two members $385.00 each and legiti- mate expenses. This sum shall include their charges for all serv- ices performed by them or either of them, other than the inspec- tion of meat, plumbing or cattle.
Park Commissioners: Each member shall be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.
Water Commissioners: $594.00.
Moderator: $110.00 per annum.
