BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- tlent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians.


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re- questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which · it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

TOWN MEETING MARCH 11, 1918


Meeting called to order at 7.40 o'clock p.m., by Moderator Eaton, who read call for meeting.


On Motion of F. H. Emerson.


Voted: That further reading of the warrant with the exception of the Constable's Return be omitted.


Constable's Return then read.


Article 35. To see if the town will vote that it is advisable to change the present form of municipal government and adopt a city form and take any appropriate action therefor .- M. E. S. Clemons.


The Motion by M. Low that Article 35 be taken up was lost.


Article I. To act upon the reports of town officers as published.


Voted : That the reports of town officers as printed be accepted.


Article 2. To choose all town officers not required to be chosen by ballot. On Motion of J. A. Meloney.


Voted: That a committee of five be appointed by the Moderator to prepare and bring in a list of all town officers not required to be chosen by ballot.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1918, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.


On Motion of A. H. Boardman.


Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1918, in anticipation of the revenue of the financial year, beginning January 1, 1918, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year, beginning January 1, 1918.


At this point the Moderator read an appeal from the Liberty Loan Committee of New England, calling for the subscription of the portion of the Third Liberty Loan allotted to this town.

At this point Mr. Thomas G. O'Connell offered a Proclamation by Governor McCall regarding War Savings and Thrift Stamps, which wasread by the Moderator.


After speaking to the subject Mr. O'Connell offered the following Reso- lution which was unanimously adopted.


Resolved: That we, the citizens of this town in town meeting assembled, having before us the Proclamation of the Governor of this Commonwealth issued February 22, 1918, will aid in carrying through by all means in our power, the War Savings plan put before the country by the Secretary of the Treasury.


Article 5. To see if the town will authorize the Selectmen to expend the sum of $6,000.00 in the permanent rebuilding of highways, or what they will do about it .- Board of Selectmen.


Voted: That the town authorize the Selectmen to expend the sum of $6,000.00 in the permanent rebuilding of highways.


Article 6. To see if the town will raise and appropriate the sum of $6,000.00 for the purpose outlined in the preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue the bonds, notes or scrip of the town to an amount not exceeding $6,000, - to provide necessary funds for carrying out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.


Voted: That the town raise and appropriate the sum of $6,000.00 for the purpose of permanent rebuilding of highways.


Article 7. To see if the town will raise and appropriate the sum of $2,000.00 to be spent in rebuilding Lowell Street as ordered by the County Commissioners provided that both the State and County each appropriate an equal amount for the same purpose.


Voted: That the town raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners, provided, that only an amount equal to the amount contributed for said purpose by each the State and County shall be expended from said $2,000.00.

Article 8. To see if the town will authorize the Selectmen to expend the sum of $4,000 in the permanent rebuilding of Lowell Street, or what they will do about it .- Board of Selectmen.


Voted: That the town expend the sum of $4,000.00 for the Macadam Construction of Lowell Street under the specifications approved by the Massachusetts Highway Commission.


Article 9. To see if the town will raise and appropriate the sum of $4,000.00 for the purpose outlined in the last preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selecmo en, to issue bonds, notes or scrip of the town to an amount not exceeding $4,000.00 to provide necessary funds for carrying out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.


Voted: That the sum of $4,000.00 is hereby appropriated for the purpose mnetioned in Article 8, and that, for the purpose of providing for the payment for the Macadam Construction of Lowell Street, as authorized by vote of the town under Article 8 of the Warrant for the Town Meeting of March 11, 1918, the Treasurer be and is hereby authorized, with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $4,000; said bonds or notes to be payable within one year from date of issue and to bear interest payable semi-annually; all particulars as to form, date of issue and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen. Article 10. To see if the town will authorize the Board of Selectmen to sell the land known as Old Franklin Schoolhouse lot on Franklin Street .- Board of Selectmen.


Voted: That the town authorize the Board of Selectmen to sell the land known as Old Franklin Schoolhouse lot on Franklin Street.


Article II. To see if the town will authorize the Selectmen to sell any standing wood owned by the town .- M. E. S. Clemons.

Voted: That the Selectmen be given the authority asked for in Article 11.


Article 12. To see if the town will authorize the sale of the horses used by the street department .- Board of Selectmen.

Voted: That the town authorize the Board of Selectmen to sell the horses used by the Street Department.


Article 13. To see if the town will vote to establish $3.00 per day as the minimum wage for town employees, as recommended by the Selectmen, Water and Light Commissioners.

Article 14. To see if the town will vote to increase the minimum wage from $2.75 to $3.25 per day in the Water, Sewer, Highway, Light and Moth Departments, or what they will do about it .- Michael J. Kelley and others. On Motion of C. E. Montague.


Voted: That Article 14 be taken up in connection with Article 13.


On Motion of Finance Committee.


Voted: That subject matter of Articles 13 and 14 be indefinitely postponed.


Article 15. To see if the town will raise and appropriate the sum of $1,500.00 to be expended under the supervision of the Selectmen, as provided by Chapter 264, Acts 1917, being an act entitled "An Act to authorize Cities and Towns to make certain emergency appropriations in time of war." -- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $1.500.00 for the purpose outlined in article.

Article 18. To see if the town will raise and appropriate the sum of $50.00 for the use of Corp. Charles F. Parker Camp, U. S. W. V., for Memorial Day services or what they will do about it .- William F. Barrett and others. On Motion of Finance Committee.

Article 19. To see if the town will raise and appropriate the sum of $50.00 for a children's entertainment, in observance of Independence Day, July 4, 1918 .- Harry A. Simonds and others.

TOWN OF WAKEFIELD


Article 20. To see if the town will vote to exchange with Charles C. Cox a triangular lot of land, being a part of the lot on Lowell Street, pur- chased for the Montrose School from George H. Stowell et al, in 1917, and bounded and described as follows: beginning at a point in the westerly line - of said school lot at land of said Cox, thence running southwesterly by said Cox's land 175.57 feet; thence easterly 66.26 feet and thence northerly 162.05 to the point of beginning, containing 5,575 square feet, for a lot bounded and described as follows: Beginning at the southwestern corner of the Mont- rose School lot, thence westerly by land of James Hillsgrove 46.28 feet to Wharton Park, a public way, thence northerly by said Wharton Park 30.14 feet and thence easterly 57.73 feet to the southwesterly corner of the first above described lot said last course being a continuation or projection of the southerly bound of said first described lot, and thence southerly to the point of beginning 31.61 feet containing 1,560 feet, this exchange being to provide a passage or way from said Montrose School lot at its southwestern corner, to said Wharton Park, 30 feet wide. A plan showing the said lots is on file with the Town Clerk .- J. Richard Lunt.

Voted: That the town exchange the land in accordance with subject matter in Article and that the Treasurer be authorized to execute a deed in behalf of the town therefor.


Article 21. To see if the town will vote to purchase or erect, and equip a portable school building to be used in connection with the Lincoln School, and raise and appropriate money therefor, and issue notes or bonds of the town for the purposes of this article, or see what the town will do about. it .- Arthur H. Boardman and others.
