The replacements and extensions, gas pipes, poles, wires, meters, trans- formers, etc., in order to take care of this increase in business have been paid for out of the Depreciation fund so called and taxation.


The rate of electricity in 1895 was 18c per KWH net. In 1918 it was 10c The rate for gas in 1895 was $1.80 net. In 1918 for a large part of the. year it was $1.35.

Owing to certain laws governing Federal Reserve Banks which specify among other things, that no person holding a municipal position may be an officer in a Federal Reserve Bank,, it becomes my duty to tender my resigna- tion as a member of your Board, same to take effect January 1, 1919, or as :soon thereafter as my successor may be chosen.

When this letter was received the resignation was laid on the table and on February 4, 1919 it was taken from the table and accepted to take effect on March 1, 1919.


Mr. Sweetser has been a member of the Board since March, 1908. He has been especially faithful in his attention to the work. His judgment has always been conservative and of the best and it is a source of regret that he is obliged to lay down his work for the town as he has knowledge and expe- rience obtained through his long service, that is of great value. The town is under obligations to him for the faithful and conscientious service he nas give during the many years he has been on the Board.

Gentlemen :-


For your consideration I hand you this report showing the conditions of the Light Plant to December 31, 1918, with the financial and operating conditions.


Taking possession January first, I am not in a position to criticise or comment on the management of the past year, but from what I have observed my comment or criticism can only be praise for your Light Board, Manager and other members of the organization. There may be minor details that can be brought into the government that will simplify matters and make the duties of all concerned less arduous and more pleasing, and will give the citizens a little more insight as to the workings of our department, of which they are entitled to know, and I court criticism and ask co-operation from every citizen that we may make your Light Plant a shining light and show that a municipality can manage and operate as well, if not better, than a privately owned plant. This can be accomplished by co-operation.


At the present time we are purchasing current from the Edison Illumin- ating Company, and as I understand, to a limited quantity. I think in the 'near future we can have an unlimited quantity and at a reduced rate, which will benefit all.


As to the price the consumers are paying at the present time, it compares favorably with other cities and towns of near our size.
