Article 25. To see if the town will vote to install a fire alarm box at or near the corner of Fairmount Avenue and Curve Street, and raise and appro- priate money for the same .- J. William O'Connell and others.

Voted: That the town raise and appropriate the sum of $125.00 for the purpose outlined in article and that same be added to the Fire Alarm Account.


Article 26. To see if the town will vote to install a fire alarm box at or near the corner of Summer Street and Birch Hill Avenue and raise and ap- propriate money for the same .- Levi Flanders and others.

Voted: That the town raise and appropriate the sum of $95.00 for the purpose outlined in Article and that same be added to the Fire Alarm Account.


Article 27. To see if the town will instruct the Municipal Light Depart- ment to install a street light on Fitch Court, and raise and appropriate a sufficient sum of money to cover the expense of the same .- Joseph Hollander and others.

Voted: That the town instruct the Light Department to install a street light as called for in article.


Article 28. To see if the town will authorize the Municipal Light Depart- ment to install sufficient street lights on Main street, from Lowell Street to Pine Street to light the same .- Thomas H. Thistle.

Voted: That the town instruct the Light Department to install a ligh on Main street in accordance with article.


Article 29. To see if the town will raise and appropriate a sufficient sum of money to install a street light on Parker Road near Bartlett Avenue, and instruct the Municipal Light Plant to install the same .- Edwin C. Miller and others.

Article 32. To see if the town will raise and appropriate a sum of money for new construction and improvement in street light system .- Edwin C. Miller and others.

Article 33. To see if the town will raise and appropriate the sum of one hundred dollars ($100.00) to purchase a typewriter for the use of the Board of Assessors, or what they will do about it .- Samuel T. Parker and others.

Article 34. To see if the town will vote to increase the salary of the Janitor of the Town Hall to eleven hundred dollars ($1,100.00) per year, and raise and appropriate money for the same, or what they will do about it .- Harvey S. Parker and others.

Voted: That subject matter of this article be referred to the Selectmen.


Article 35


Motion by Michael Lowe.


That when this meeting adjourns, it adjourn to Monday, March 18, at 12 o'clock noon; and that a committee of nine (9) be appointed by the Moderator to prepare a place in the Selectmen's Room for the purpose of allowing the voters to express their preference for a city or town form of government; the ballot to read:


Do you favor a city form of government. "Yes or No"


The polls to remain open until 9 o'clock and the warrant to be taken up at the regular time, 7.30 o'clock on the same evening.

Article 37. To see if the town will authorize any of its boards or agents to collect and dispose of ashes and rubbish, and raise and appropriate a sufficient sum of money therefor, or what they will do about it .- Townsend S. Meriam and others.

· That the town raise and appropriate the sum of $2,000.00 for the collection of ashes and rubbish and that the collection be in charge of the street depart- ment.

Meeting called to order at 7.30 o'clock by Moderator Eaton, Article 37 being the matter before the meeting.


Mr. Taylor for Finance Committee offered the following as a substitute motion :


That the town raise and appropriate the sum of $2,000.00 for the collection of ashes and rubbish and that the matter bereferred to the Board of Selectmen to carry into operation and that the sum so raised be added to the highway appropriation.

Voted : To take up Article 4.


Voted: That the town raise and appropriate the sum of $3,000.00, and that said sum be added to the maintenance account of the Water Department.

Mr. Clemons withdrew his motion to indefinitely postpone.


Moderator ruled that motion by Mr. Lowe could not be acted upon owing to it being impossible to be carried into effect.


After a discussion lasting from eight until ten o'clock and various motions being offered, it was finally voted.

Voted: That the town instruct its Representative to the General Court to obtain the necessary permission to have placed on the ballot for the annual State Election in November 1918, the qusetion "Skall Wakefield become a City" to be answered "Yes" or "No."

Voted: That the committee on town government appointed under vote of March 27, 1916, be discharged.

Voted: That the question be divided, first on acceptance and second on adopting the report.

Voted: That report of committee be accepted,


On Division Two,


Voted: That this report be referred to the Water and Sewer Board with instructions to investigate and report at the next town meeting on the advis- ability of the purchase of land in the Crystal Lake Water Shed for the purpose of conserving and protecting our water supply with authority to employ a competent engineer.


Article 38. To see if the town will vote to change the name of the street between the Reading and Lynnfield town lines, now known as Pine streeet, to Bay State Road .- Board of Selectmen. On Motion of J. J. Round.


Voted: That the name of Pine Street between the Reading and Lynnfield lines be changed to Bay State Road.


Article 39. To see what action if any, the town will take to rid Lake Quannapowitt of weeds, in whole or in part .- Jacob C. Hartshorne.


Voted: That subject matter of this article be indefinitely postponed.


Article 40. To see if the town will adopt the provisions of Chapter 282 of Acts of 1915, relating to the nomination and election of a Board of Trustees of Public Trust Funds, as held by the Town of Wakefield .- Jacob C. Harts- horne.


No Motion was offered and Article was passed.


Article 41. To see if the town will endeavor to secure for the inhabitants of Wakefield, the right to take fish, by rod or hand line, from Crystal Lake in said Wakefield, on Monday and Saturday of each week, and issue licenses therefor at a nominal price, the money to be used to pay for suitable police supervision, or what they will do about it .- Jacob C. Hartshorne.


Voted: The subject matter of this article be indefinitely postponed.


Article 42. To see if the town will accept the provisions of Section 35, Chapter 57 of the Revised Laws, relating to weighers of hay, and scales for weighing hay and other articles .- M. E. S. Clemons.


Voted: That subject matter of this article be indefinitely postponed.

TOWN OF WAKEFIELD


Town Meetings, August 10th, 1918


Meeting called to order at 7.30 o'clock p.m., by Moderator Eaton who read the call for meeting and Constable's Return thereon ..


Article I. To see if the town will vote to transfer a sum not exceeding five thousand dollars from the "Construction Account" of the Water Depart- ment, to the "Maintenance Account" of said Department, Water and Sewer Commissioners.


On Motion of Finance Committee.


Voted: That Five Thousand Dollars be transferred from the Construc tion Account of the Water Department to the Maintenance Account.


Article 2. To see if the town will vote to grant an increase in pay of 50c · per day to the Chief, and the permanent members of the Fire Department, raise and appropriate a sufficient sum of money to take care of the same, or what they will do about it .- William E. Cade and others.


The following motion offered by Finance Committee:


That the town raise and appropriate the sum of Two Hundred Dollars for the purpose called for under Article Two, $67.00 to be added to the Salary of the Chief of the Fire Department and $133.00 to be added to the Fire Department Appropriation.


Amendment: That the pay of the Chief and permanent men of the Fire Department be increased fifty cents per day and that the town raise and appropriate the sum of $200 for the purposes to be added to the Fire De- partment appropriation.


Amendment carried and original motion as amended then voted.


Article 3. To see if the town will vote to grant an increase in pay of 50c per day to the Chief of Police and the members of the Police Department, raise and appropriate a sufficient amount to take care of the same, or what they will do about it .- James J. Pollard and others.


Voted: That the pay of the Chief and the regular men be increased fifty cents per day and that the town raise and appropriate the sum of $660.00, the same to be added to the appropriation of the Police Department.


Article 4. To see if the town will raise and appropriate a sum of money for the School Department for the purpose of increasing the salaries of the janitors of the school buildings .- J. Lowe McMahon and others.


Voted: To indefinitely postpone.


Article 5. To see if the town will vote to have a "First Aid Room" at " police headquarters, raise and appropriate a sufficient amount of money to provide the same, or what they will do about it .- James J. Pollard and others.

That the town raise and appropriate an additional sum of $200 for the purpose of buying a pulmotor or other respiratory device.


Amendment carried and original motion as amended was then carried.


Article 6. To see if the town will raise and appropriate two hundred and thirty-seven dollars and ninety-seven cents, and pay the same to Mary, T. Killorin to reimburse her for taxes paid by her and assessed by mistake for the years 1913 and 1914 .- George W. Killorin and others. On Motion by Finance Committee.


Voted: That the town raise and appropriate the sum of $184.09 to reimburse Mary T. Killorin for over payment of taxes for the years 1913 and 1914.


Voted: That this meeting be dissolved.

Report of Selectmen


To the Citizens of the Town of Wakefield :-


We herewith respectfully submit the annual report of the Board of Selectmen for the year ending December 31, 1918, together with the reports of the several departments under its control or supervision.


ORGANIZATION


The Board, consisting of George H. Taylor, Harry E. Clemons, Wesley S. Goodwin, John J. Round and Frank H. Hackett, held its first meeting March 7, 1918. John J. Round was elected Chairman; Frank H. Hackett, Secretary; and H. A. Simonds was appointed Clerk.
