TOWN HALL


Articles in Town Warrant for the Annual Town Meeting, Monday, February 5, 1945, at 10 A. M., in the Town Hall


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose, all on one ballot, one town clerk, one treasurer, one collector of taxes, three selectmen, three members of the board of public welfare, three members of the board of health, one constable, one auditor, one tree warden-all for one year; one assessor for three years, one member of the school committee for three years and one library trustee for three years.


ART. 3. To hear the reports of the town officers and act thereon.


ART. 4. To see if the town will fix the salaries of all elected officers for the ensuing year.


ART. 5. To see if the town will raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year.

ART. 6. To see if the town will authorize the town treas- urer, with the approval of the selectmen to borrow money, from time to time in anticipation of the revenue of the financial year beginning January 1, 1945 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.


ART. 7. To see if the town will vote to raise and appro- priate a sum of money for the improvement of highways under the provisions of Chapter 90 of the General Laws; said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or act thereon.


ART. 8. To see if the town will vote from the Machinery Earnings Fund the sum of $79.90, or any other sum, for the purpose of purchasing, repairing and operating road machinery.


ART. 9. To see if the town will raise and appropriate, or appropriate from free cash in the treasury, the sum of $1200.00 or any other sum, for the purpose of purchasing, repairing and operating road machinery.


ART. 10. To see if the town will raise and appropriate a sum of money for maintenance of the town hall.


ART. 11. To see if the town will vote to raise and appro- priate a sum of money to defray expenses for the use of the town hall for New Salem Academy gymnasium purposes.


ART. 12. To see if the town will vote from free cash in the treasury the sum of $100.00 for town administration of Old Age Assistance.


ART. 13. To see if the town will vote to raise and appro- priate a sum of money to be used for the installation of showers in the town hall.

ART. 14. To see if the town will vote to pay the Salvage Fund of $30.90 to the Salvage Committee to be used by them.


ART. 15. To see if the town will vote to raise and appro- priate $100.00 for cleaning out water holes, or act thereon.


ART. 16. To see if the town will vote to authorize the Selectmen to sell the Mathews place, at Cooleyville, at public auction, at not less than the assessed valuation, and to execute a deed conveying the same to the purchaser thereof.


ART. 17. To see if the town will vote to raise and appro- priate, or appropriate from free cash in the treasury, the sum of $60.00 to complete the work of dividing the second floor room in the town hall.


ART. 18. To see if the town will vote to raise and appro- priate or appropriate from free cash in the treasury the sum of $24.00 or any other sum, for lighting the Honor Roll.


ART. 19. To see if the town will vote to raise and appro- priate a sum of money for the purpose of insulating, all or a part of the ceilings in the town hall attic (at or near the attic floor level) exclusive of those areas now covered by a hard wood floor.


ART. 20. To see if the town will vote to give the name "Hessian Highway" to that part of State Highway, Route 122 which connects Route 32 in Petersham with Route 202 (the Daniel Shays Highway) in New Salem, provided the Town of Petersham votes to do likewise in regard to the part of said highway that is in that town.


ART. 21. To transact any other business that may legally come before said meeting.


The polls will be open at 10.15 o'clock A. M. and may be closed at 7.30 o'clock P. M.

The past year has been notable for several unusual happenings- there were a number of expensive forest fires-the one in the "Quabbin" area early in May burned over several thousand acres but as it was set by a bomb from an army airplane, a check from the United States Treasury of $533.29 covered the cost to our town. A hard freeze in May did much damage to trees and early crops. In June great numbers of gypsy moths wrought havoc with the foliage that escaped the freeze. The moths will undoubtedly be a big problem the coming year and we are trying to get aid from the state to help control them, as much of the in- festation is on state owned land-the Quabbin area and State highway.


In July came a hail storm, with hail stones literally as large as hen's eggs (by actual measurement stones as large as 25/8 inches in diameter were found) and hundreds of panes of glass were broken and roofs damaged. On the old town hall the roof on the south side had to be renewed-both roof boards and shingles. This hall has also been given a coat of paint. The nearby town horse sheds, too, had to be re-roofed. Also in July a small tornado which came across Lake Wyola in the form of a water spout did some damage in the westerly part of the town, which brought to mind the fact that 50 years before, on September 10, 1894, a more disastrous tornado swept across the town.


The new town hall has been given two coats of white paint, the second floor front room has been divided and the Superin- tendent of Schools has moved his office into the north part. Two closets in a corner of the south room will be used --- one for storing

the voting booths and the other for first aid supplies. A small appropriation will be needed to finish the work on these rooms.


A new Chevrolet dump truck has been purchased and is known as No. 6, it being the sixth truck owned by the town. The Frink (V type) snow plow has been mounted on it, so we now have two trucks for plows and the International (No. 3) truck for sanding in winter.


At North New Salem Cemetery 1000 red pine trees were ยท planted. As the Metropolitan District Water Supply Com- mission sold us these trees for $1.00 and Mr. R. A. Lundgren and his boys of the New Salem Academy Agricultural Depart- ment planted about 900 of them as a school project, the cost to the town was very small. More pines should be planted there this year as other areas have been prepared for them.


New Salem Academy, which was founded in 1795 will celebrate its 150th anniversary in 1945. It is also 50 years since the Aca- demy was, in the spring of 1895, combined with a town High School. It is interesting to note here that about the year 1800 the Academy was given a grant of half a township of land in Maine and that Joseph Houlton and others from this town went there and settled what is now Houlton, Maine, which is famous as the center of a potato growing region.
