Report of Northern Franklin Welfare District
To: Leyden Board of Public Welfare

During the year 1961 the District Welfare Office in Bernardston continued to administer Public Assistance for Leyden under the direc- tion of the Leyden Board of Public Welfare. This work included investigation of applications for assistance, periodical investigations of continuing need, determination of the amount of needs, preparation of payrolls and reports and related matters. Leyden's share of this cost was $247.
During the year there were no cost of living increases in the regular grants. Cost of hospitalization increased during the year as did some other items of medical care. Old Age Assistance recipients received a $1.50 per month increase in travel allowance and Disability Assistance recipients received for the first time $4.00 per month for leisure time activities and $2.50 per month travel allowance beginning January 1, 1961. Federal participation in Old Age Assistance was increased to $49.80 monthly per case during the year and $42.30 in Disability Assistance while it remained at $20.50 per person in Aid to Dependent Children. In Medical Assistance for the Aged, a new category of public assistance, the federal participation is 50% of the cost. The state reimburses a part of the cost in all categories. In General Relief state participation is limited to cases with no legal settlement. Medical care payments now are being paid to the vendors for all types of medical services in all categories of assistance.
Six cases were being aided at the beginning of 1961, and six were also on the rolls at the end of December.
Total assistance payments were about the same as in 1960. Aid to Dependent Children and Old Age Assistance were lower but Medical Assistance for the Aged was higher.
OLD AGE ASSISTANCE
Minimum grants were increased to $63.00 per month for recipients living with relatives and $83.00 per month for all others without other resources. The highest regular payment during the year was $76.10 per month plus medical needs.

At the beginning of the year three cases were being aided at a cost of $215. per month exclusive of medical needs. At the end of the year there were four on the rolls with a regular monthly payment of $284. Additional payments for medical needs averaged about $178. per month during 1961. Assistance payments were about $700. less than last year.
Three new applications were received and approved for aid during the year. One case was closed because of death of the recipient, and one case was transferred to another town.
Five Old Age Assistance real estate liens were in force at the beginning of the year. None were released and one new lien was filed. No recoveries were made.
There were no appeals during the year.
AID TO DEPENDENT CHILDREN
Two cases with four children were being aided at the start of the year at a cost of about $108. per month. No new applications were received leaving two cases with three children at the end of the year with a monthly cost of $112. plus medical needs. Total assistance in this category was about $250. less than last year.
DISABILITY ASSISTANCE
No assistance in this category was given during the year. No applications were received.
MEDICAL ASSISTANCE FOR THE AGED
This category of assistance was put into effect October 1, 1960, making persons over sixty-five eligible for assistance on medical costs only when their resources are high enough for their regular needs but not sufficient to cover medical needs. All Old Age Assistance recipients in licensed nursing homes were automatically transferred to this category as licensed nursing home care is not now ordinarily available to Old Age Assistance recipients. There was one nursing home case being aided under this program at the beginning of the year, but during the year the patient left the nursing home and the case was transferred to another town. No new applications were received so none were being aided in this category at the end of 1961. Costs for the year were some $950. higher than the previous year.
GENERAL RELIEF
No assistance was given in this category during 1961, and no applications were received.

Gentlemen :
This is to certify that the books and accounts of the town of Leyden were audited by the Bureau of Accounts, Department of Cor- porations and Taxation, as of September 9, 1961, at which time they were found to be correct with all funds properly accounted for.
A detailed report of the audit will be forwarded as soon as possible.
The detailed audit report will contain a recommendation that the collector obtain a complete settlement of the delinquent tax accounts.
