ARTICLE 22 To see if the town will vote to purchase a new truck for the highway department, raise and appropriate money for same, or pass any vote or votes in relation thereto.

ARTICLE 25 To see if the town will vote to accept the amend- ment to the Regional School District agreement providing for the with- drawal of the Town of Leverett from the Regional School District.


"The agreement dated February 16, 1965, for the regional voca- tional school district now consisting of the towns of Ashfield, Athol, Bernardston, Buckland, Charlemont, Colrain, Deerfield, Erving, Green- field, Leyden, Leverett, New Salem, Northfield, Petersham, Shelburne, Shutesbury, Sunderland, and Warwick is hereby amended by striking out the word "Leverett" in the caption and paragraph preceding Sec- tion 1 and by striking out the word "Leverett" in subsection (C) of Section 1.


This agreement shall be further amended by setting forth the terms by which Leverett may withdraw from the District which are as fol- lows:


The Town of Leverett shall remain liable for any unpaid operat- ing costs which have been certified by the district treasurer to the Town of Leverett, including the full amount so certified for the year in which such withdrawal takes effect, all as provided in Section IX (A) of the agreement dated February 16, 1965."


ARTICLE 26 To see if the town will vote to join other county towns in hiring a firm to survey the possibility of a regional dump and raise and appropriate the sum of $2,750.00 for the survey.


The polls will be open at eleven o'clock in the forenoon and will be closed at 6:30 in the afternoon.

And you are directed to serve this warrant by posting an attested copy thereof on the Town House seven days at least before the time of said meeting as directed by vote of the town.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

I submit herewith my report of an audit of the books and accounts of the town of Leyden for the period from July 21, 1963 to October 26, 1965, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Chief of Bureau.

As directed by you, I have made an audit of the books and accounts of the town of Leyden for the period from July 21, 1963, the date of the previous examination, to October 26, 1965, the following report being submitted thereon:


The financial transactions, as recorded on the books of the several departments collecting or disbursing money for the town, or sending out bills for collection, were examined, checked and verified.


Ledger accounts were compiled, and a balance sheet, which is appended to this report, was prepared showing the financial condition

of the town on October 26, 1965.


The books and accounts of the town treasurer were examined and checked in detail. The receipts, as recorded, were analyzed and checked with the records of the departments making payments to the treasurer and with other sources from which money was paid into the town treasury, while the expenditures were compared with the select- men's warrants. The cash balance on October 26, 1965, was proved by reconcilation of the bank balance with a statement received from the depository and by actual count of the cash on hand.


ยท The records of payroll deductions on . account of Federal and State taxes, and the county retirement system were examined and checked. The deductions were listed, the payments to the proper agen- cies were verified, and the balances in the general treasury on October 26, 1965 were proved.


The records pertaining to funded debt and temporary loans were examined and checked. The loans issued were compared with the treasurer's recorded receipts, while the payments on account of matur- ing debt, temporary loans, and interest were proved by comparison with the amounts falling due and checked with the cancelled securities on file.


The records of tax titles were examined and checked. The amounts transferred to the tax title account were checked with the collector's books, and the reported redemptions were compared with the treas- urer's recorded receipts.


The savings bank books representing the investment of the several trust funds in the custody of the town treasurer were examined and listed. The income was proved and the amounts transferred to the town were compared with the treasurer's recorded receipts.


The books and accounts of the tax collector were examined and checked in detail. The tax and excise accounts outstanding according to the previous examination, as well as all subsequent commitment lists, were audited and proved with the warrants issued by the board of assessors. The recorded collections were checked with the payments to the treasurer as shown by the treasurer's books, the abatements, as entered, were compared with the assessors' records of abatements granted, the transfers to the tax title account were checked, the out- standing accounts were listed and proved, and the cash balance on October 26, 1965 was proved by actual count of the cash in the office.


The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.


It is again recommended that the tax collector make a determined

effort to obtain a prompt settlement of all past due taxes and excise which date back to 1960.


The appropriations were listed from the town clerk's record of town meetings, and the amounts voted were compared with the aggre- gate appropriations raised by the assessors in the computation of the 1964 and 1965 tax rates.


The receipts of the town clerk for dog and sporting licenses were checked with the records of licenses issued. The payments to the Division of Fisheries and Game and to the town treasurer were veri- fied, and the cash on hand October 26, 1965 was proved by actual count.


The surety bonds of the treasurer, town clerk, and tax collector, filed for the faithful performance of their duties, were examined and found to be in proper form.


The records of receipts of the board of selectmen and the sealer of weights and measures, and of the public welfare, veterans' services, school, and library departments, as well as of all other departments collecting money for the town or committing bills for collection, were examined and checked with the treasurer's receipts. The outstanding accounts were listed and proved, and the cash on hand in the several departments was proved by actual count.
