I submit herewith my report of an audit of the books and accounts of the town of Leyden for the period from September 10, 1961 to July 20, 1963, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Leyden for the period from September 10, 1961, the date of the previous audit, to July 20, 1963, and submit the following report thereon:


The records of financial transactions of the several departments receiving or disbursing town funds or sending out bills for collection were examined and checked in detail.


The surety bonds of the several town officials required by law to furnish them for the faithful performance of their duties were ex- amined and found to be in proper form.


Ledger accounts were compiled, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on July 20, 1963.


The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records of the departments collecting money for the town and with other sources from which money was paid into the town

treasury, while the payments were checked with the selectmen's war- rants authorizing the disbursement of town funds. The cash book additions were verified, and the cash balance on July 20, 1963 was proved by actual count of the cash on hand and by reconciliation of the bank balance with a statement received from the bank of deposit.


The records pertaining to temporary loans and maturing debt were examined and checked. The loans issued were compared with the treasurer's recorded receipts, while the payments on account of temporary loans, maturing debt, and interest were compared with the amounts falling due and were checked with the cancelled securities on file.


The records of payroll deductions on account of Federal and State taxes and the county retirement system were examined and checked. The payments to the proper agencies were certified, and the amounts on hand to the credit of the town employees were listed and proved with the treasurer's records.


The taxes transferred to the tax title account were checked with the tax collector's records, and the tax title on hand was listed and compared with the records at the Registry of Deeds.


The savings bank books representing the investment of the trust funds in the custody of the town treasurer were examined and listed. The income and transfers to the town were proved, and the balances in the several funds were verified.


The books and accounts of the tax collector were examined and checked in detail. The tax and excise accounts outstanding at the time of the previous audit, as well as all subsequent commitment lists, were audited and proved with the warrants issued by the board of assessors. The recorded collections were checked, the payments to the treasurer were verified, the recorded abatements were compared with the assessors' records of abatements granted, the transfers to the tax title account were checked, and the outstanding accounts were listed and proved. The cash balance on July 20, 1963 was proved by actual count of the cash on hand and by reconciliation of the bank balance with a statement received from the depository.


Further verification of the outstanding accounts was obtained by mailing notices to all persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.


It is again recommended that prompt action be taken to procure a complete settlement of the delinquent tax and excise accounts of prior years.


The appropriations were listed from the town clerk's records of town meetings, and the amounts voted were compared with the ag- gregate appropriations raised by the assessors in the computation of the tax rates for 1962 and 1963.

The records of transfers from the reserve fund were checked- with the selectmen's records of appropriations.


The financial transactions of the town clerk were examined. The receipts from dog and sporting licenses were checked with the rec- ords of licenses issued. The payments to the town treasurer and the State were verified, and the cash on hand July 20, 1963 was proved by actual count.


The records of receipts of the board of selectmen and of the sealer of weights and measures, as well as of the highway, public welfare, school, and library departments, and of all other depart- ments collecting money for the town or sending out bills for collec- tion, were examined and checked, and the payments to the treasurer were verified.


There are appended to this report, in addition to the balance sheet, tables showing reconciliations of the several cash accounts, summaries of the tax, excise, tax title, and departmental accounts, as well as schedules showing the transactions and condition of the trust funds.


While engaged in making the audit cooperation was received from the several town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

Report of Northern Franklin Welfare District


Bernardston - Gill - Leyden - Northfield - Warwick To: Leyden Board of Public Welfare


From: L. R. Stark, Director, Northern Franklin Welfare District Subject: Annual report on Public Assistance for 1963


During the year 1963 the District Welfare Office in Bernardston continued to administer Public Assistance for the Leyden Board of Public Welfare. Leyden's share of the cost was $320.00.


There was a general cost of living increase in grants during the year and all Old Age Assistance grants were increased $1.00 per month for leisure time activities. Federal participation is $54.00 per month in Old Age Assistance, $46.50 per month in Disability Assistance, $20.50 per person in Aid to Families with Dependent Children and 50% of the cost in Medical Assistance for the Aged. The State also reimburses a part of the cost in all categories. Legislation in 1963 completed elimination of legal settlements in all categories of public assistance beginning January 1, 1964.


Four cases were being aided at the beginning of 1963 and five were on the rolls at the end of December.


Total assistance payments were about $3,000. less than in 1962 with lower payments being made in all categories.


OLD AGE ASSISTANCE


Minimum grants were increased to $65.00 per month for recipi- ents living with relatives and $85.00 per month for all others without other resources. The highest regular payment during the year was $88.00 per month plus medical needs.


There were two cases on the rolls for the entire year with total regular grant payment of $163.00 per month at the end of 1963. Addi- tional payments for medical needs averaged less than $15.00 per month. Assistance payments were about $2,000. less than the previous year.


No new applications were received during the year. No cases were closed.


Five Old Age Assistance real estate liens were in force at the beginning of the year. Two were released during the year after re- covery of $4,335. and no new liens were filed.


There were no appeals during the year.

AID TO FAMILIES WITH DEPENDENT CHILDREN


Two cases with two children were being aided at the start of the year at a cost of about $79.00 per month. No new applications were received. One case was closed leaving one case with one child on the rolls at the end of 1963. Total assistance in this category was about $400.00 less than last year.


DISABILITY ASSISTANCE


No assistance in this category was given during the year. No applications were received.


MEDICAL ASSISTANCE FOR THE AGED


Two applications were received during the year and assistance was given, with aid continuing to both at the end of 1963.


GENERAL RELIEF


No assistance was given in this category in 1963.

REPORT OF THE SUPERINTENDENT OF SCHOOLS


To the School Committee and Citizens of Leyden:


I am pleased to present herewith my sixteenth annual report dealing with the progress made in the public school in the year 1963. This report covers the 192nd year of public education in the Town of Leyden.

SCHOOL PERSONNEL


The year found no changes in our School Personnel. In general, the continuity of staff assures a better integrated program of educa- tion. Again, we can point out that the building has been neatly kept, the extra-curricular activities have been well attended, the lunch pro- gram has continued its popularity and parent interest in our school has been high.


SCHOOL CAFETERIA


During the year 6,683 Type A pupil lunches, 367 adult lunches, and 867 additional bottles of milk were served in the Leyden School Cafeteria. This fine record is a tribute to Mrs. Charlotte Howes. To manage successfully such a small operation is indeed a difficult task.

SUPERVISORS


The vocal and instrumental music programs are prospering nice- ly under the guidance of Miss Phyllis Drew and Mr. Eugene Gancarz. In September Mr. August Mello took over the supervision of our art program, and is showing great promise. These supervisors at the present time are covering the entire Union #18 and Pioneer Valley Regional School. They are fast approaching a limit to the amount of time that they can give to each individual class. This problem should be granted study during the next school year.


A year ago, because of too many commitments at Pioneer Valley Regional School, the physical education instructors were unable to give any time to the elementary grades. Study should be given the possibility of employing a physical education instructor for the ele- mentary grades devoid of commitments to the regional school. Our limited facilities for such endeavors will make the solution doubly hard.
