To Spencer C. Howes, Constable of the Town of Leyden


Greeting :


In the name of the Commonwealth you are hereby directed to notify and warn the inhabitants of said Town, who are qualified to vote in elections and in town affairs, to meet in the Town Hall Satur- day, the seventh day of March next at eleven o'clock in the forenoon, then and there to act on the following articles :


ARTICLE 1. To choose all necessary town officers for the year ensuing :


One Moderator for one year


One Town Clerk for one year


One Town Treasurer for one year


One Selectman for three years


One Assessor for three years


One School Committee for three years


One Auditor for one year


One Tree Warden for one year


One Collector of Taxes for one year


One Trustee Robertson Memorial Library for three years


One Trustee Robertson Memorial Library for one year


One Pioneer Valley Regional School Committee for three years and fill any vacancies that may occur.


ARTICLE 2. To see if the town will vote to authorize the treas- urer with the approval of the selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning


January 1, 1964 and to issue a note or notes therefor, payable within one year and renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 3. To see if the town will vote to accept the report of the Town Officers for 1963, or pass any vote or votes in relation thereto.


ARTICLE 4. To act on the list of jurors as posted by the select- men.


ARTICLE 5. To see if the town will vote to raise money for the necessary expenses of the town and appropriate same, or pass any vote or votes in relation thereto.


ARTICLE 6. To see if the town will appropriate from the Quin- tus Allen money the sum of $800.00 and raise and appropriate a sum of money for the maintenance of schools during the current year.


ARTICLE 7. To see if the town will vote to raise and appro- priate the sum of $24,327.56 as Leyden's share of the Pioneer Valley Regional School District budget for 1964.


ARTICLE 8. To see if the town will vote to appropriate the income from the Barstow Fund in the sum of $179.62 and raise and appropriate the sum of $320.38 for the Welfare Account.


ARTICLE 9. To see if the town will vote to raise and appro- priate a sum of money for the payment of compensation under pro- visions of Chapter 152 of the General Laws.


ARTICLE 10. To see if the town will vote to appropriate from the overlay surplus the sum of $450.00 for a reserve fund as provided in Section 6, Chapter 40 of the General Laws.


ARTICLE 11. To see if the town will vote to fix the salary and compensation of all elective officers of the town as provided by Section 108, Chapter 40 of the General Laws as amended :

ARTICLE 14. To see if the town will vote to appropriate the sum of one cent, the balance unexpended in Chapter 718, Acts of 1956, to the 1964 Chapter 90 Construction project.


ARTICLE 15. To see if the town will vote to raise and appro- priate the sum of $1,000.00 to be used with State and County funds for Chapter 90 highway maintenance, or pass any vote or votes in relation thereto.

ARTICLE 17. To see if the town will appropriate $2,000.00 from the free cash in the treasury to install running water in the Town Hall, Fire Station, and Methodist Church.

ARTICLE 19. To see if the town wishes to remain in the State Assessment System, or pass any vote or votes in relation thereto.


ARTICLE 20. To see if the town will vote to raise and appro- priate the sum of $50.00 for the care of the East Hill Cemetery and $100.00 for the care of the Beaver Meadow Cemetery, or pass any vote or votes in relation thereto.


ARTICLE 21. To see if the town will vote to raise and appro- priate the sum of $195.00 for administration of the Northern Franklin Welfare District.


ARTICLE 22. To see if the town will vote to appropriate from the Machinery Fund the sum of $1,500.00 and raise and appropriate the sum of $2,100.00 for notes and interest, or pass any vote or votes in relation thereto.


ARTICLE 23. To see if the town will vote to appropriate $1,300.00 from the Machinery Fund and raise and appropriate $3,700.00 for the machinery account, or pass any vote or votes in relation thereto.


ARTICLE 24. To see if the town will vote to purchase any high- way equipment, raise and appropriate money for same, or pass any vote or votes in relation thereto.


ARTICLE 25. To see if the town will vote to authorize the Assessors to use from free cash any sum of money to reduce the 1964 tax rate.

ARTICLE 26. To see if the town will vote to create a special unpaid committee to be known as the Regional Vocational School Dis- trict Planning Committee, to consist of three members, including one member of the School Committee, all to be appointed by the Moderator, which committee may join with a comparable committee or committees from one or more neighboring towns, to form a Regional Vocational School District Planning Board for the purpose of studying the ad- visability of establishing a Regional Vocational School District, and making recommendations, relative thereto, pursuant to Chapter 71, of the General Laws, Section 41 to 161 inclusive.


ARTICLE 27. To see if the town will vote to raise and appro- priate the sum of $500.00 for Veterans' Aid.

ARTICLE 28. To see if the town will vote to appropriate the sum of $689.48 from Chapter 822, Acts of 1963 for blasting and grad- ing on the Keats Brook Road, or pass any vote or votes in relation thereto.


The polls will be open at eleven o'clock in the forenoon and will be closed at 6:30 o'clock in the afternoon.


And you are directed to serve this warrant by posting an attested copy thereof on the Town House seven days at least before the time of said meeting as directed by vote of the town.
