NOW THEREFOR BE IT RESOLVED that this town meeting hereby instructs its representatives to the General Court to vote in favor of the Home Rule proposal (H 1384 of 1963 as revised) when it comes before them.

And you are directed to serve this warrant by posting an at- tested copy thereof on the Town House seven days at least be- fore the time of said meeting as directed by vote of the town.

Report of Northern Franklin Welfare District


To: Leyden Board of Public Welfare

Subject: Annual report on Public Assistance for 1964.


During the year 1964 the District Welfare Office in Bernards- ton continued to administer Public Assistance for the Leyden Board of Public Welfare. Leyden's share of this cost was $215.00.


There was no general cost of living increase in grants during the year but all Old Age Assistance grants were increased $1.00 per month for leisure time activities. Hospital and Nursing Home rates were increased. Federal participation is $54.00 per month in Old Age Assistance, $46.50 per month in Disability Assistance, $20.50 per person in Aid to Families with Dependent Children and 50% of the cost in Medical Assistance for the Aged. The State also reimburses a part of the cost in all categories. Legal settlements were eliminated in all categories of public welfare beginning January 1, 1964.


Five cases were aided throughout the year. There were no new applications. Total assistance payments were about $1150.00 higher than in 1963. Old Age Assistance, Medical Assistance for the Aged and General Relief were higher while Aid to Families with Dependent Children was lower.


There were no appeals during the year.


OLD AGE ASSISTANCE


Minimum grants were increased to $66.00 per month for re- cipients living with relatives and $86.00 per month for all others without other resources. The highest regular payment during the year was $88.00 per month plus medical needs.


There were two persons on the rolls for the entire year with total regular grant payment of $163.00 per month at the end of 1964. Additional payments for medical needs averaged about $15.00 per month. Assistance payments were about $100.00 higher than the previous year.

No new applications were received during the year. No cases were closed.


AID TO FAMILIES WITH DEPENDENT CHILDREN


One case involving one child was aided throughout the year. There were no new applications. Costs were some $350 00 less than the previous year.


DISABILITY ASSISTANCE


No assistance in this category was given during the year.


MEDICAL ASSISTANCE FOR THE AGED


Two persons were aided throughout the year. No additional applications were made. Costs were about $1250.00 higher than the previous year.


GENERAL RELIEF


No assistance was given in this category in 1964 although a payment was made to another town for assistance given in 1963 to Leyden settled persons.
