To the Constables of the Town of Arlington, in said County :


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the sixth day of March, 1944 at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Offi- cers : a Moderator for three years; a Selectman for three years; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; two Trustees of the Robbins Library for three years; one Trustee of the Rob- bins Library for one year; one member of the Board of Health for three years; one Park Commissioner for three years; two members of the Planning Board for three years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years ; one Trustee of the Pratt Fund for three years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer for Needy Persons for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz; Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, en- trance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street ; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, en- trance on Medford Street; Precinct Nine, entrance on Mys- tic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Ave- nue; Precinct Thirteen, in the Peirce School Building, en-

You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Wednesday, the fifteenth day of March, 1944, at eight o'clock in the evening, at which time and place the follow- ing articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the Gen- eral Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the per- manent committee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recommendations for their development and improvement; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central pur- chasing department; of the committee under vote of the Town passed March 19, 1941, to study the advisability of constructing a plant to generate electricity ; of the commit- tee under vote of the Town passed March 15, 1943, for the purpose of investigating the advisability of insuring all or part of the Town's property with mutual insurance com- panies; of the committee under vote of the Town passed March 15, 1943, to investigate and study the advisability of establishing a classification of positions and a plan for a standardization of wages and salaries for all departments of the Town; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To see if the Town will make an appropria- tion or appropriations for the payment to the County of

Middlesex of amounts assessed upon or otherwise payable by the Town for: (a) the Town's share of the care, main- tenance and repair of Middlesex County Tuberculosis Hospi- tal during the last preceding calendar year, including in- terest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (b) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or take any action relating to said hospital or any other thing herein mentioned.


Article 5. To see if the Town will make an appropria- tion to provide funds to enable the heads of departments to increase the rate of compensation for services rendered and labor performed by elected and appointed officers and em- ployees of the Town, in order to meet the increased living costs; determine in what manner such funds shall be raised and expended; or take any action relating thereto.

Article 6. To see if the Town will take any action relative to providing special compensation for elected and appointed officers and employees of the Town; determine in what manner such compensation, if any, shall be raised and expended; or take any action relating thereto.


Article 7. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, pur- poses and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 10. To see if the Town will make an appropria- tion for the Extension of Water Mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 11. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 12. To see if the Town will make an appropria- tion for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 13. To see if the Town will make an appropria- tion for the construction of permanent sidewalks and for the installing of edgestones ; determine in what manner the money shall be raised; or take any action relating thereto.


Article 14. To see if the Town will make an appropria- tion for maintaining, repairing and improving all or any part of the ways within the town; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or the County of Middlesex or both for such purpose or purposes ; determine in what manner the money shall be raised' and expended; or take any action in any way relative to all or any of the foregoing.


Article 15. To see if the Town will abandon the laying out of a town way as accepted under Article 14 of the Annual Town Meeting held March 1941, from Sutherland Road to Dundee Road, substantially in the location of the private way known as Aberdeen Road, as made and filed in the office of the Town Clerk by the Joint Board of Select- men and Board of Public Works, under the provisions of law authorizing the assessment of betterments; abandon said way; make an appropriation for abandonment of said way; determine in what manner the money shall be raised; or take any action relating thereto.

Article 17. To see if the Town will vote to abandon the exterior lines of Prospect Avenue from Hillside Avenue to the junction of Wachusett and Oakland Avenues as laid out by the Town Engineer January 12, 1932, and approved by the Board of Survey January 18, 1932, and accepted by the Town Meeting of March, 1932; make any appropriation therefor or take any other action relative thereto.

Article 18. To see if the Town will make an appropria- tion or appropriations to pay the claims or charges of Sym- mes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1944, to persons falling into distress and standing in need of im- mediate relief; determine in what manner the money shall be raised and expended ; or take any action relative thereto.
