NEW STREETS
Owing to the uncertainty of obtaining the labor and materials necessary for the resumption of the program of constructing new streets, the Board was again obliged to

suspend this activity in 1944. A continuation of these con- ditions on account of the war has resulted in a suspension of the program for the coming year.
STREET LIGHTING
The street lighting schedule was continued as in pre- vious years. Additional lighting was provided on public and private ways where it was deemed necessary.
All dimout shields and cones were removed from our street lights by the Boston Edison Company, on the Board's order, during the early part of the month of April.
Orders have been issued for the improvement of the street lighting on Park Avenue, from Paul Revere Road to Park Circle; Chestnut Street; Medford Street, at the junc- tion of Chestnut Street, and Massachusetts Avenue, from Central Street to Lockeland Avenue, that was approved by the Board in 1942, but deferred because of the regulations governing the control of seacoast lighting.
At the Board's request, the Boston Edison Company completed a survey to ascertain the proper lighting require- ments of the Concord Turnpike, particularly the area be- tween Pleasant Street and Park Avenue. Following the receipt of the report, a joint meeting was arranged with the Selectmen of the Town of Belmont for a discussion of the matter and study of the plan. Recognizing that the accident record on this highway clearly indicated the neces- sity for the recommended action, the officials of Belmont gave assurance that they were in full agreement with the Town of Arlington in its endeavor to obtain a complete and uniformly lighted highway to provide safer night driving for motorists and furnish added protection for pedestrians. The installation of poles and lights within the area from Pleasant Street to Park Avenue has been completed on the Belmont side of the highway and will be completed on the Arlington side early in the coming year.

SIDEWALKS AND EDGESTONES
The program of reconstructing sidewalks and instal- ling granite edgestones was continued in 1944 by the Public Works Department as in the previous year, under the pro- visions of law authorizing the assessment of betterments.
BOARD OF SURVEY PLANS
The Board, sitting as the Board of Survey, held public hearings and approval was given to plans and profiles of the following streets :
Golden Avenue-from Forest Street easterly Kent Lane from Summer Street to Golden Avenue
Ryder Street-from Summer Street to B. & M. R.R. Margaret Street-from its present end to Thorndike Street Thorndike Street-from its present end to Margaret Street
ITEMS OF GENERAL INTEREST
The State, County and Town each allotted the sums of $1,000 for the maintenance, repair and improvement of ways within the Town during the year. The details thereof appear in the Report of the Board of Public Works.
Only four petitions were received during the past year from the Boston Edison Company and the New England Tel. & Tel. Company for the location, removal and reloca- tion of poles, and for attachment privileges for wires and fixtures. Hearings were held when required by law and the necessary orders adopted.
A petition from the Colonial Beacon Oil Company for permission and consent to lay, construct, maintain and operate a 6-inch steel pipe line for the transportation of refined petroleum products in the bed of Alewife Brook, under the bridge supporting Broadway, was granted by the Board, upon the condition that said Company execute and deliver to the Town, prior to any installation thereof, an agreement, together with a surety bond or a continuing

policy of insurance in the amount of $25,000, binding itself to forever indemnify and save harmless the Town, from any and all costs, charges, liability or expense which it may incur, or to which it may become liable, by reason of the · locations and privileges therein contained.
A group representing this Board and the Selectmen of the Town of Belmont, including Representatives to the General Court from both Towns, is to meet with the Com- missioner of the State Department of Public Works with relation to the extension of the center strip on the Concord Turnpike, from its present end at Pleasant Street to a point westerly of Park Avenue. The construction of such a cen- ter strip by the State Department of Public Works would eliminate the condition responsible for the large number of traffic accidents, which has been relieved in part by the in- stallation of street lights. In the Board's opinion, it would be far more effective and far cheaper to build safety into this section of the highway than to continue the process of education and enforcement to avoid hazards which that de- partment should never have permitted in the first instance.
CONCLUSION
Our appreciation is expressed for the whole-hearted support and cooperation extended to us during the past year by the heads and personnel of departments under the Board's jurisdiction and by the members of other Boards and appointed committees, and very genuine thanks is given to the members of our staff for their faithful and commendable services that have added notably to the work of the Board and the promotion of the public welfare.

· Gentlemen :
· The following is the annual report of the operation of the Engineering Department for the year ending December 31, 1944 :
Six sewer taking plans, 4 water taking plans and 1 storm drain taking plan were drawn up, approved and filed at East Cambridge; 7 lines and grades were given on public ways, 3 plans drawn, data compiled, and court attended in 3 cases ; 15 claims for personal injuries and property dam- age were investigated, pictures and measurements being taken; 2 hearings were attended at the County Commis- sioners and State Department of Public Works; 1124.5 feet of water main, 1417.2 of sewer main, 232.2 feet of storm drain were laid out, final surveys made and record plans completed; 3 street grades were checked for sewer and water extensions; elevation was established for 4 build- ings, and grade of 4 buildings were checked, 18 sketches were made for particular sewer locations, 525 lien requests were checked for the Tax Collector; 3 releases for property changes were drawn up and signed by abutters; studies were made for the extension of the sewer, water, and storm drain systems; surveys and plans were made for 3 fatal ac- cidents caused by automobiles, 8 special sewer assessments were calculated and levied; 9 plans were received from Middlesex South District Registry of Deeds, and 4 from the Land Court, these being filed for future reference; 241 pictures were taken in connection with personal injuries and property damage claims; 233.85 cu. yd. of ledge were measured ; 23 water service box location cards and 20 par- ticular sewer location cards were completed; 841.5 feet of granolithic walks and 1052.3 feet of granite curbing were

staked out and measured for betterment assessments; 2293 plans were printed on Pease Ozalid Machine; 1 request for abatement of assessments were investigated and reports made; new area in Mt. Pleasant Cemetery was surveyed; and study made for development; 200 lots were marked out and prints made of plots H, I, K, M, N, O, P, Q, R, S, T, U, X and Y ; 3 changes in street numbers were approved ; 19 precinct maps and 9 sets of individual precinct maps were made, Block plan corrections were completed ; 4 new build- ings were plotted on all plans; 1 description was drawn for proposed changes in zoning; 3 Land Court layouts were checked; description was drawn for enlargement of High- land Fire Station site; lines and grades were given at Lin- wood Street, North Union Street and Florence Avenue play- grounds ; 20 estimates of cost of installing granolithic side- walks and granite edgestones were made and betterment assessments levied on all walks and curbs installed ; 2 Board of survey plans were made and data on 3 Board of Survey plans was checked; survey and plans was completed for sale of land on Lantern Lane; estimates of cost for recon- structing tar sidewalks in various locations for reconstruct- ing drives at Central Fire Station, for reconstructing Lake Street from Concord Turnpike to Cross Street, for installa- tion of storm drain in Aerial Street, for installation of water system and construction of masonry wall at North Union Street Playground, for fence at Wellington Park, for curb and granolithic walks at Eastern Avenue, Florence Avenue and North Union Street Playground, for installa- tion of sewer connection and reconstruction of drive at Police Station and for construction of Linwood Street from present end to Spy Pond were all completed.
Contract plans and specifications were drawn for com- pletion of North Union Street, Linwood Street, Thorndike Street Playgrounds, for reconstruction of tar walks, for grading 18 Medford Street, for painting chain like fence at Russell Park and for painting grandstands at Warren A. Peirce Playground.
Surveys, studies and plans were completed for the fol- lowing: Sewer and Water extensions in Morningside Drive

and adjacent streets, Sewer in Forest Street from present end of the Winchester line, Sewer to 46-48 Mystic Valley Parkway, storm drains Warren Street and vicinity, Forest Street and Cemetern Street, proposed school sites on Broad- way and on Spurrcliff Road, for busway and shelter at Park Circle and for widening of Concord Turnpike from Pleasant Street to Cedar Avenue.
Plans were completed for addition to Police Station, for design of Special Service Truck for the Fire Depart- ment, for stop signs at 9 locations, 12 safety posters, for 3 applications to State Department of Public Works for sewer extensions and for underground structures at Hillside and Oakland Avenues.
Property line was staked out at Meadow Brook Park, 1 advertising sign was checked for location, Victory Gar- dens were marked out on Pheasant Avenue and on Damon properties, study and plans made for changes in Precinct lines, prints made of all Park areas and considerable work was done in connection with the study of underground water conditions being made by the State.
I wish to take this opportunity to express my appre- ciation of the cooperation of the various Board members, Town officials, and employees of the department.
Annexed to this report is a table of general statistics pertaining to the Town and a list of public and private streets as of January 1, 1945.
