ARLINGTON TOWN REPORT


ANNUAL MEETING


Arlington, March 15, 1944.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and advertised in two local papers, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Wednesday, March 15, 1944 at eight o'clock in the evening.


Lists containing the names of two hundred and fifty- one qualified Town Meeting Members were used at the entrance to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting, and showed that two hundred and two members attended.


The Moderator called the meeting to order at 8:15 P. M.


At the suggestion of the Moderator, the Assembly stood and sang one verse of the National Anthem.


Town Meeting Members not previously sworn were sworn by the Moderator.


There being no objection to the request of Chairman Adams, permission was granted to Mr. Davis of the Board of Selectmen; Mr. Golden, the Secretary of the Board of Selectmen; Mr. Marsh and Mr. Wallace of the Board of Public Works, and Mr. Broderick, Mr. Elliott, Mr. Hines, Mr. Phinney, Mr. Rutherford, Mr. Tufts and Mr. Young of the Finance Committee to sit with him during the meeting.


The Town Clerk read the Call and the Constable's Re- turn of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

Voted: That the sum of seventeen thousand seven hundred eighty-one and 23/100 ($17,781.23) dollars be and hereby is appropriated for the Town's share of the net cost of care, maintenance and repair of the Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued thereof, in accordance with sections of Chapter 111 of the General Laws, applicable thereto, and expenses under Section 25 G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 4 the Moderator declared it disposed of.


Article 5 taken up (Increase - Salary and Wages for Town Officers and Employees).


The Finance Committee recommended


That no appropriation be made under Article 5 of the Warrant.


Mr. George Harris offered the following substitute motion :


That the sum of One Hundred Twenty-two Thousand Eight Hundred Dollars, to be raised by general tax, be and hereby is appropriated to enable the School Committee and other Boards and Departments of the Town to increase by Two Hundred Dollars the base pay of appointed officers and regular employees of the Town whose principal source of income is salary or wages paid by the Town and who were regularly employed by the Town on Jan. 1, 1944; and elected officers of the Town who devote all their time exclu- sively to the service of the Town.

The Finance Committee recommended the following:


That there be paid to the employees of the Town a sum equal to twenty percent (20%) of their basic wages or salary, excluding extras or overtime, subject to the fol- lowing conditions ; payments shall be based upon the basic wage or salary in effect on January 1, 1944; payments shall be made quarterly but not to exceed seventy-eight ($78.00) dollars in any quarter, except as hereinafter provided, nor to exceed three hundred twelve ($312.00) dollars for the calendar year; where wages or salary payments are custo- marily made on a ten month or other irregular basis the quarterly limitation may be exceeded but the total pay- ments shall not exceed said three hundred twelve ($312.00) dollars; all elected officials are hereby specifically excluded from receiving any payments hereunder except the Town Clerk; this action shall not be construed as permanently increasing salaries or wages, nor shall payments hereunder be deemed to be part of the regular compensation of any town employee.


That the sum of one hundred eighty seven thousand ($187,000) dollars be and hereby is appropriated for the purpose of this article, said sum to be raised by general tax and expended under the direction of the various boards and heads of departments and charged to the appropriation made under this article.

Mr. George Harris offered the following substitute mo- tion :


That the sum of sixty-eight thousand seven hundred and sixty-eight dollars to be raised by general tax, be and hereby is appropriated to pay a bonus of one hundred and twelve dollars to each regular employee of the Town whose principal source of income is salary or wages paid by the Town, and who was regularly employed by the Town on January 1, 1944, and to elected officers of the Town who devote all their time exclusively to the service of the Town; said payments to be made quarterly but not to exceed twenty-eight dollars in any one quarter. Any officer or employee who is employed for less than thirteen weeks in any one quarter shall receive such proportion of twenty- eight dollars as the number of weeks worked by him bears to thirteen weeks. Said sums shall not be construed as permanently increasing salaries or wages nor shall pay- ments hereunder be deemed to be part of the regular com- pensation of any Town employee or officer. Said sums shall be expended under the direction of the various Boards and Heads of Departments, and charged to the appropriation made under this Article.


Chairman Ring stated he thought certain changes were necessary and suggested the Article be laid on the table to give proper time for the purpose; and on motion, duly made and seconded, it was unanimously


Voted: That Article 6 be laid on the table.

Chairman Ring explained that his motion clarified portions of the Harris Motion and that Mr. Harris was agreeable that it replace his motion.
