Article 19. Article 22. To see if the Town will vote to ratify, ap- prove and confirm the action of the Board of Selectmen on December 27, 1943, in establishing a Local Advisory Com- mittee for the rehabilitation of returned servicemen; ap- propriate a sum of money to be expended by or under said Board of Selectmen for the necessary expenses of such Committee; determine in what manner the money shall be raised; or take any action relating thereto.
Article 23. To see if the Town will vote to authorize the Board of Selectmen to sell, convey or otherwise dispose of any or all of the radio equipment now used by the Police and Fire Departments; or take any action relating thereto.
Article 24. Avenue and land of the Town of Arlington (known as the Highland Fire Station Lot), thence northeasterly by said land of the Town of Arlington, a distance of 183.0 feet to land now or formerly of Mary E. Kelly et al, thence southeasterly about 80 feet to an angle point, thence southwesterly by land now or formerly of Mary E. Kelly and/or Mary E. Laffee, a distance of 187.0 feet more or less to a point on the northeasterly side line of Mass. Avenue, thence northwesterly on said northeasterly side line of Mass. Article 26. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treas- ury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a postwar rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 27. To see if the Town will vote to establish a committee to be known as the "Committee on Advanced Programming and Budgeting" whose duty shall be to in- vestigate and study and make recommendations as to the needs of the town relative to capital expenditures for a period of years in advance and make reports relative there- to; determine in what manner such committee shall be elected or appointed ; make an appropriation for the use of such committee, determine in what manner the money shall be raised and expended ; or take any action relating thereto.

services and their lives in answer to their country's call in the Second World War, said committee to be composed of one member of the United Spanish War Veterans, one mem- ber of the Arlington Post 39 American Legion, one member of Arlington Post 1775 Veterans of Foreign Wars of U. S., one member of the Arlington Chapter of Disabled American Veterans of the World War, one member, who is a father of an Arlington citizen now participating, or who has partici- pated in the armed forces in this war and one member, who is a mother of an Arlington citizen now participating, or who has participated in the armed forces in this war; said committee to report its recommendations to the town at the annual town meeting of 1945; make an appropriation for the use of said committee ; determine in what manner the money shall be raised; or take any action relating thereto.

Article 39. To see if the Town, through its Town Meeting Members, will take any action relating to the adoption of the following resolution:
RESOLVED, that it is the sense of the Town Meeting to recommend to the Board of Selectmen that they accept the provisions of sections 56 to 59 inclusive of chapter 32 of the General Laws, Tercentenary Edition, and amend- ments thereto, which provide for the retirement of vete- rans of the Spanish War and veterans of the first World War who were in the service of the town on or before June 30, 1939, in accordance with the requirements and condi- tions set forth in said statutes.

Article 40. To see if the Town will accept section 3A of Chapter 115 of the General Laws, Tercentenary Edition, which reads as follows:
SECTION 3A. In a city or town which has duly accept- ed this section, no almoner or member of the board of public welfare, or officer performing similar duties, or any agent of any of them, shall directly or indirectly act as agent or

disbursing officer of the alderman or selectmen for the pay- ment of state or military aid or soldiers' relief; provided, that this section shall not operate to prevent selectmen in towns who are also members of boards of public welfare from acting in their capacity as selectmen or through an agent acting for the selectmen.

Arlington, March 4, 1944
By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday the sixth day of March in the year of our Lord one thousand nine hundred and forty- four at seven o'clock in the forenoon.
The following places were designated as the voting places for the various precincts.
Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine,

entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.
The election officers, having been duly appointed by the Selectmen, and sworn to the faithful performance of their duties, were assigned for duty at the various precincts.
The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the elec- tion was supplied by the Town Clerk and turned over to the officers of the various precincts.
The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening at which time, after due notice, they were declared closed.
The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a peti- tion for recount might be filed.
The returns and keys to the ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters and Mr. Clarence Needham the returns were canvassed and the result an- nounced.
