To the Constables of the Town of Arlington, in said County : GREETINGS:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said town on


MONDAY, THE FIFTH DAY OF MARCH, 1951


at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Officers: A Town Clerk for three years; a Treasurer for three years; a Selectman for three years; a member of the Board of Public Works for three years; one As- sessor for three years; three members of the School Committee for three years; one member of the Board of Health for three years; two Trustees of the Robbins Library for three years; one Park Commissioner for three years; one member of the Planning Board for three years; one Cemetery Commissioner for three years; one Tree Warden for three years; one member of the Arlington Housing Authority for five years; one member of the Arlington Housing Authority for two years; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. For these purposes, the polls will be opened at seven o'clock A.M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massa- chusetts Avenue; Precinct Thirteen, in the Peirce School Building; en- trance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the nineteenth day of March, 1951, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined ex- clusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the permanent com- mittee under vote of the Town passed March 24, 1919, on the Town Yard; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing department; of the committee under vote of the Town passed March 12, 1947, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 15. 1946, to investigate, consider and recom- mend alterations, additions or other changes to the Building Code; of the committee under vote of the Town passed March 12, 1947, to procure plans and estimates for the construction of an elementary school building in the Mystic Street area; of the committee under

votes of the Town passed March 19, 1948, and March 23, 1949, on the Junior High School West Building; of the committee under vote of the Town passed March 25, 1949, to arrange a suitable way to memor- alize the name of Daniel P. Barry; of the committee under vote of the Town passed March 23, 1949, on the Hardy School Building; of the committee under vote of the Town passed March 22, 1950, to study, consider and make recommendations relative to a Branch Li- brary in East Arlington; of the committee under votes of the Town passed March 23, 1949, and March 27, 1950, to study, consider and make recommendations relative to salaries of elected town officials; of the committee under vote of the Town passed October 4, 1950, on the Town Manager form of government; and of other Town Boards and officers and of the Finance and other committees heretofore ap- pointed.


Article 4. To see if the town will authorize, ratify and confirm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, opera- tion and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the town's share of any and all other expenses in connection with said hospital including expenses under section 25G (6) (a) of Chapter 32 of the General Laws insert- ed by Chapter 400 of the Acts of 1936; or take any action relating to said hospital or any other thing therein mentioned.


Article 5. To see if the Town will appropriate a sum or sums of money for the development of a Civil Defense program and for the purchase of equipment and supplies necessary to carry on these de- fense activities; said sum to be expended under the direction of the Board of Selectmen; determine in what manner the money shall be raised; or take any action relating thereto.


Article 6. To see if the Town will amend the Classification Plan known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by adding the following classifications:

To see if the Town will authorize the various depart- ments of the Town to increase by approximately five percentum (5%), the basic salaries or wages of all employees not covered by Table I of Schedule A of the Classification Plan and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws of the Town, including part-time employees, employees now receiving salaries or wages in excess of maximums as now established by said Classification and Pay Plan; will appropriate a sum or sums of money therefor to be expended by the various departments effected; determine in what manner the money shall be raised; or take any action relating thereto.

Article 11. To see if the Town will adopt a plan as presented by the Committee For Special Compensation for Town Officers and Em- ployees relative to providing Special Compensation, to enable employ- ees, including school teachers and full time elected officials of the Town, to meet changes in the cost of living; will appropriate a sum or sums of money therefor; determine in what manner such money shall be raised and expended; or take any action relative thereto.

Article 12. To see if the Town will vote to accept the provisions of Chapter 783 of the Acts of 1950, which amends Section 25 of Chap- ter 32 of the General Laws, which act is entitled "AN ACT MAKING APPLICABLE INCREASES IN RETIREMENT ALLOWANCES TO THOSE PERSONS RETIRED AFTER JANUARY FIRST, NINETEEN HUNDRED AND FORTY-SIX WITH A MINIMUM ALLOWANCE"; or take any action relating thereto.


Article 13. To see if the Town will vote to accept the provisions of Chapter 820 of the Acts of 1950, which Act is entitled "AN ACT

Article 14. To make appropriations to defray Town obligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter men- tioned, and to provide for the disposal of motor vehicles or other per- sonal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.
