Seven thousand, three hundred and thirty six feet of new water mans were laid during the year and connected with the Metropolitan System. One thousand, three hundred and sixty three feet of mains were re-laid during the year. Details of regular water main construction will be found in Table VIII.

On the Metropolitan water supply there are 74 services for municipal purposes, 33 sprinkler services, and 44 for sewer flushing purposes included in the above. On January 1, 1952, 268 services were temporarily out of use.

REPORT OF JOINT BOARD


Report of the Joint Board of Selectmen and Public Works


The Forty-Eighth Annual Report of the Joint Board of Selectmen and Board of Public Works for the year ending December 31, 1951, is herewith submitted in accordance with the Town's By-Laws.


At the Annual Town Election held in March, Mr. Walter T. Kenney was elected as a member of the Board of Selectmen and Mr. Joseph P. Greeley was elected a member of the Board of Public Works, both to serve for a period of three years and by virtue of their election became members of the Joint Board.


The Board organized at the first meeting held thereafter with Mr. Marcus L. Sorensen elected as Chairman and Mr. Thomas J. O'Neill as Vice-Chairman.


Regular semi-monthly meetings were held throughout the year with the exception of July and August in accordance with established policy. Special meetings were held whenever deemed advisable with a total of twenty regular and twenty-one special meetings held during the year.


Detailed departmental activities under jurisdiction of the Joint Board, being covered elsewhere in the Town Report, the following in- formative facts are offered to supplement such reports.


STREETS


The street construction program was continued again this year, in accordance with the policy adopted in 1950 and although fewer streets were recommended for acceptance, their number approximated substantially one half of the total number of applications received.


Following the usual hearings, as required by law, the recommenda- tions of the Board were submitted to the Annual Town Meeting in March of 1950, where by unanimous vote the Town Meeting appropri- ated the sum of $241,408.16, for the acceptance and construction of a total of thirteen streets as public ways.


The Board of Public Works subsequently undertook the entire construction of these ways with none of them being let out to private contract.


Contracts were awarded under the provisions of Chapter 90 of the General Laws for the repair and reconstruction of Broadway, from Bates Road to the Somerville line, the widening of a section of Mystic Street at Beverly Road and the resurfacing of Park Avenue, from the Concord Turnpike to Cedar Avenue. The State and County par- ticipated in these improvements with an allotment of $20,000. from the State, the County and Town each contributing $10,000. as their pro- portionate share.

Request has again been made of the State and County by the Joint Board for projects to be considered under Chapter 90 for 1952, for the following locations and allotments:


Widening of Pleasant Street from opposite Gray Street to Peabody Road $ 18,968.00 Bituminous concrete surfacing of Pleasant Street, from the


Concord Turnpike 700' (more or less) northeasterly .. $ 3,300.00 Bituminous concrete surfacing of Medford Street, from

setts Avenue, from Lake Street to the Cambridge Line $ 28,950.00


Due to the limited time which has been hitherto allotted for the acceptance and processing of street applications, the Board adopted a new policy whereby the final date for filing street applications has been set for the first Monday preceding the second Tuesday in Sep- ember. This ruling will allow the Board to devote approximately five ad- ditional weeks for the consideration of a street construction program for the following year.


SIDEWALKS AND EDGESTONES


The program constituting the installation of granolithic sidewalks and granite edgestones, under the provisions of law authorizing the assessment of betterments, has been continued as in previous years. An appropriation of $20,000. was made at the Annual Town Meeting to further this program and the Board of Public Works has again under- taken this construction with the use of town labor.


STREET LIGHTING


The street lighting schedule was continued as in previous years and additional lighting provided where deemed necessary on public and private ways.


After several public hearings held by the Department of Public Utilities on the application of the Boston Edison Company for an in- crease in rates for street lighting, such increase was granted to be- come effective on January 1, 1952, and will substantially raise the cost for this service by $3,400. per year.

The Board, sitting as the Board of Survey, held public hearings and approved the following streets and subdivisions, in accordance with the provisions of the General Laws:

ITEMS OF GENERAL INTEREST


Petitions were received during the year from the Boston Edison Company, the New England Telephone and Telegraph Company and the Metropolitan Transit Authority for the removal of overhead lines, the location and relocation of poles, underground cables, conduits and manholes upon or beneath the surface of public ways of the Town. The required hearings were held when required and the Board adopted the necessary orders.


Permission was given to the Arlington Gas Light Company and the Algonquin Gas Transmission Company to install mains in the public ways for the transmission of natural gas to this area. When the final conversion is made from manufactured gas to this new medium it should result in a substantial saving to the users of this commodity.


The Board takes this opportunity to extend its appreciation for the cooperation and assistance given by other Boards, appointed commit- tees and heads of departments and personnel under its jurisdiction throughout the year, with special commendation to its immediate staff for the loyal and efficient services rendered.

Report of the Town Engineer


To the Honorable Joint Board of Selectmen and Board of Public Works Town Hall Arlington, Mass.


Gentlemen:


The following is the annual report of the operations in the Engineer- ing Department for the year ending December 31, 1951.


This department was taxed beyond capacity in 1951 because of the construction of thirteen newly accepted streets, the large number of sewer, water and storm drain main extensions, building applications, lien requests, several takings, benefited area, acceptance and construc- tion plans in addition to an unusual amount of miscellaneous work.


It has been impossible to keep the records and plans of installation of underground structures up to date and we have been delayed in the levying of assessments for various projects because of lack of employees which is due primarily to the low wage scale now in force.


It was necessary for the employees of this department to work over- time in order to keep pace with plans and calculations that were ab- solutely necessary and that could not be delayed until some future date.


The time thus spent amounted on an average of sixty hour per week for the entire year.


Private Engineering Concerns were engaged to assist in carrying on the work and this helped materially but it is a practice that should be avoided because of the heavy expense involved.


I wish to take this opportunity to express my appreciation of the cooperation of the various Board members, Town officials and employees of the Department.


Annexed to this report is a table of general statistics pertaining to the Town and a list of public and private steets as of January 1, 1952.
