In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in the Town at the close of registra- tion on February 13, 1951, was forwarded to the Secretary of State.
The result of the count of the votes cast at the Town Election was forwarded to the Secretary of State.
In accordance wih Section 132 of Chapter 54 of the General Laws, the total number of names of voters checked on the voting lists in each precinct was forwarded to the Secretary of State.
In connection with the work of the Department of Corpporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.
RECOUNT, MARCH 17, 1951
Pursuant to the petitions filed with the Town Clerk, in accordance with the law, a recount of the votes cast for the Board of Public Works in each precinct at the Annual Town Election was made by the Registrars of Voters, assisted by duly appointed clerks, in the Hearing Room of the Town Hall on Saturday, March 17, 1951, at 9:30 o'clock in the forenoon.
The result of the recount, which becomes the official record, was as follows:

The ballots, when the recount was completed, were enclosed in their proper envelopes, and sealed and certified by the Registrars of Voters in conformity to law, and were returned to the Town Clerk.

ANNUAL TOWN MEETING, MARCH 19, 1951
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 19, 1951, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-two (252) town meeting members qualified to participate in and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meet- ing showed that two hundred sixteen (216) members and nine (9) mem- bers-at-large attended the meeting.
Philip H. Burt, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.
The meeting was called to order at 8:13 o'clock P.M. by the Modera- tor, Mr. Harold E. Magnuson, who declared a quorum present.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca, trumpeter and Mr. Walter E. Russell, pianist, both of the School Depart- ment, and prayer offered by Rev. Joseph M. Fitzgibbons, Pastor of St. Jerome's Church.
The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.
There being no objection to the request of Selectman Sorensen. permission was granted to Messrs. Frost and Kenney of the Board of Selectmen; Mr. Nicksay, Secretary of the Board of Selectmen, Messrs. Rawson and Greeley of the Board of Public Works; Messrs. Cooledge and Sampson of the Board of Assessors; Mr. Hurd of the Board of Park Com-

missioners; Mr. McFadden, Director of Civil Defense; Messrs. Flynn and Mansfield of the Personnel Board; Mr. Morris, Executive Secretary of the Personnel Board; Messrs. Bretscher, Potts, Daniels, Halpin, Farrow and Driscoll of the Finance Committee; Mr. Smith, Executive Secretary of the Finance Committee; Mr. Hamlet, Town Counsel, and Mr. Abbott of the Planning Board, to sit within the town meeting enclosure.
The Town Clerk read the call of the meeting and the Constable's return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.
On motion of Selectmen Sorensen, duly seconded, it was
VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday, March 26, 1951, at 8 o'clock.

Article 2. (Choice of other Town Officers.)

VOTED: That the remaining articles in the Warrant be now taken up separately in the order in which they appear in said Warrant, unless otherwise voted as to any particular article, and that the recommenda- tions of the Finance Committee under said articles as presented in their printed report be considered as now before the meeting, to be voted upon without further motion, separately, under the respective articles as they appear in said report.
Article 4. (Assessment for County Hospital.)
On motion duly made and seconded, it was
VOTED: That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943 for: (A) the Town's share of the care, maintenance and repair of Middlesex County Tuberculosis Hospital during the last pre- ceding calendar year, including interest on temporary notes issued there- for, in accordance with sections of Chapter 111 of the General Laws ap- plicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; be and hereby is authorized, ratified and confirmed.
There being no further business under Article 4, the Moderator declared it disposed of.
Article 5. (Civil Defense.)
On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was
VOTED: That the Finance Committee, be given leave to withdraw the motion as printed in its report under Article 5.
On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was
VOTED: That the sum of ten thousand (10,000) dollars be and hereby is appropriated for the development of a Civil Defense program and for the purchase of equipment and supplies necessary to carry on these defense activities; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.
