M. Norcross Stratton of the Personnel Board moved, and it was duly seconded.


To amend the motion of the Finance Committee by substituting in place thereof the following motion:


"That the Classification Plan known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, be amended by adding the following classifications:

VOTED: That the Finance Committee be given leave to withdraw the motion recommended in its report under Article 9.

"That the Classification Plan known as Schedule A under Table I of Article 7C of the By-Laws, be and hereby is amended by increasing any or all money figures contained therein by five percentum (5%) to the nearest dollar; and that the sum of eighty-four thousand four hundred sixteen and 50/100 (84,416.50) dollars, be and hereby is ap- propriated for said purpose; said sum to be raised by general tax and expended under the direction of the various departments affected."


George A. Harris moved, and it was duly seconded,


That the motion of the Finance Committee as made by Mr. Hayes be amended to insert the word "half" between the word "nearest" and the word "dollar", so that the motion will read, "to the nearest half dollar".


On being put to a vote, the Moderator declared the motion to amend carried.


Thereupon, it was unanimously


VOTED: That the Classification Plan known as Schedule A under Table I of Article 7C of the By-Laws, be and hereby is amended by increasing any or all money figures contained therein by five per- centum (5%) to the nearest half dollar; and that the sum of eighty-four thousand four hundred sixteen and 50/100 (84,416.50) dollars, be and hereby is appropriated for said purpose; said sum to be raised by general tax and expended under the direction of the various departments affected.


There being no further business under Article 9, the Moderator declared it disposed of.


Article 10. (Increase-Salaries or Wages.)


On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was


VOTED: That the Finance Committee be given leave to withdraw the motion appearing in its report under Article 10.


On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was unanimously


VOTED: That the Departments of the Town be and hereby are authorized to increase by five percentum (5%), to the nearest half dollar, the basic salaries or wages of all employees not covered by Table I of Schedule A of the Classification Plan and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws of the Town, including part time employees, employees now receiving salaries

Article 11. (Special Compensation for Town Officers and Em- ployees.)


Wallace Gorton moved, and it was duly seconded,


To amend the motion of the Finance Committee by striking out the third paragraph and substituting in place thereof the following para- graph:


"The Cost of Living Index as shown for January 1951, and declared to be 167.1, subject to any subsequent adjustment of this figure by the said Department of Labor and Industries, and the basic salary of each employee as set forth in the Pay Plan Schedule in effect at the close of the Annual Town Meeting of March 1951, are declared the norms from which changes are calculated";


by inserting the following paragraph between the sixth and seventh paragraphs:


"The Town Accountant shall file with the Personnel Board a schedule of the base salaries of all employees not covered by Table I of the Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan, as established under Article 7-C of the By-Laws of

the Town, including full time elected officials, in effect at the close of the Annual Town Meeting of March 1951",


and by striking out the eleventh paragraph and substituting in place thereof the following paragraph:


"In no event shall the compensation be decreased below the Pay Plan Schedule and the schedule filed by the Town Accountant in effect at the close of the Town Meeting March 1951, and the schedules filed by the School Committee as of April 1, 1951, except by vote of a Town Meeting."


Following discussion, on motion of George A. Harris, duly seconded, it was


VOTED: That the motion made by Mr. Gorton be amended by adding to the paragraph to be inserted between the sixth and seventh paragraphs the words "and such schedule of base salaries shall be the norm for such employees and elected officials."


A vote wa then taken on the motion of Mr. Gorton, as amended,. to amend the motion of the Finance Committee, and the Moderator declared the motion, as amended, carried.


Thereupon, it was


VOTED: That a system of adjusted compensation, the purpose of which is to adjust the compensation of each employee, including school teachers and full time elected Town officials, of the Town of Arlington, in accordance with the change in the cost of living is here- by established.


The cost of Living Index as issued by the Department of Labor and Industries of the Commonwealth of Massachusetts shall be the basis of any change in compensation.


The Cost of Living Index as shown for January 1951, and declared to be 167.1, subject to any subsequent adjustment of this figure by the said Department of Labor and Industries, and the basic salary of each employee as set forth in the Pay Plan Schedule in effect at the close of the Annual Town Meeting of March 1951, are declared the norms from which changes are calculated.


The norm of pay shall be changed in individual cases as individuals are changed in grades or steps within a grade.


The School Committee shall file with the Personnel Board and the Town Accountant a schedule of base salaries in effect in the School Department as of April 1, 1951, for all those employees of the School Department not covered by the Pay Plan, and such schedule shall be the norm for calculating change adjustments for such employees.

The School Committee shall inform the Personnel Board and the Town Accountant of any change in basic compensation in such list at the time such changes occur.


The Town Account shall file with the Personnel Board a schedule of the base salaries of all employees not covered by Table I of the Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan, as established under Article 7-C of the By-Laws of the Town, including full time elected officials, in effect at the close of the Annual Town Meeting of March 1951, and such schedule of base sala- ries shall be the norm for such employees and elected officials.


The norm for each new employee shall be determined for each new employee by the Department Head, within the classification grade for such new employee at the time of employment.


On the second pay day succeeding any increased change in the cost of living index, amounting to 5 points


(160 to 165=3%) (165 to 170 ) (170 to 175 ) (175 to 180, etc.)


the compensation of each employee shall be increased 3%, which in- creased amount shall continue to be the base rate of compensation until variation in the index requires further change.


If the index has required increased compensation and then decreases 5 points to the previous basic index figure


(180 to 175 ) (175 to 170 ) (170 to 165 ) (165 to 160, etc.)


on the second pay day succeeding such decrease the compensation of each employee shall be reduced by an amount equal to the increased amount because of the particular bracket index change, which de- creased amount shall continue as the base rate of compensation until variation of the index requires further change.


The School Committee shall make no additional cost of living adjust- ments.


In no event shall the compensation be decreased below the Pay Plan Schedule and the schedule filed by the Town Accountant in effect at the close of the Town Meeting March 1951, and the schedules filed

by the School Committee as of April 1, 1951, except by vote of a Town Meeting.


No action increasing or decreasing the rate of compensation taken hereunder shall be construed as permanently changing salaries or wages nor shall payments hereunder be deemed to be part of the reg- ular compensation of any town employee.


That the sum of one hundred thousand (100,000) dollars be and here- by is appropriated for the purpose of this Article, said sum to be raised by General Tax and expended under the direction of the several Boards and the Heads of Departments, when notified of appropriated adjustments by the Town Accountant, such expenditures to be charged to the appropriation made under this Article or similar Articles in subsequent Town Meetings.


Any unexependd balance remaining in the fund at the close of any year shall remain in such fund; the Finance Committee shall recom- mend at each Annual Meeting such changes, if any, which they shall consider necessary, in this fund.


This Article, if adopted, shall become effective March 1, 1951.


There being no further business under Article 11, the Moderator declared it disposed of.


On motion of Francis J. Higgins, duly seconded, it was


VOTED: That Article 8 be taken from the table.


This vote was taken by count, 116 voting in the affirmative and 66 in the negative.

ARLINGTON TOWN REPORT


ADJOURNED ANNUAL TOWN MEETING, MARCH 26, 1951


Pursuant to the vote of adjournment of March 19, 1951, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Monday evening, March 26, 1951, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.


Lists of he duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-three (253) town meeting members.


The check lists filed with the Town Clerk at the close of the meeting showed that two hundred twenty-one (221) members and ten (10) mem- bers-at-large attended the meeting.


The meeting was called to order by the Moderator, Mr. Harold E. Magnuson, at 8:10 o'clock P. M.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca and Mr. Walter E. Russell of the School Department, and prayer offered by Rev. Halsey I. Andrews, Pastor of St. John's Episcopal Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.


On motion of Selectman Sorensen, duly seconded, it was


VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting ad- journs, it adjourn to Wednesday evening, March 28, 1951, at 8 o'clock.


Article 8. (Amendment of Town By-Laws-Classification Plan and Pay Plan. ) (Resumed)


The Moderator declared that the motion of the Finance Committee and the substitute motion of Mr. Stratton under Article 8 were removed from the meeting as a result of the adjournment of the town meeting, and, therefore, Article 8 itself was before the meeting with no motion pending.
