Report of Sales of Tax Possession Land


In the past year quite a few lots have been sold as the table shows. Many of these buyers intend to build as soon as conditions will permit.


In the Nauset Lighthouse area the lots are very small and sales are not made until there are two or more lots together, on single lots the adjoining owner is urged to buy for the protection of all.


In these tranactions there is not only a profit realized, but lots are being returned and included in taxable property.


There are still some lots to be sold which were staked from this year's appropriation.

To Harvey T. Moore, Constable of the Town of East- ham, in the County of Barnstable :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and town affairs, to meet at the Town Hall in said Town on Monday, the 3rd day of February next at ten o'clock in the forenoon, then and there to act on the following articles in this war- rant and to meet in the Town Hall in said Eastham at 12:00 noon on Tuesday, the 4th day of February next then and there to elect all necessary town officers. Polls to be opened at 12:00 noon and may be closed at 5:30 P.M.

The recommendations of the Committee on all items were unanimous, with the following exceptions : Town Treas- urer, Collector, Clerk, 4 to 3, Welfare expenses 5 to 1, Treasurer, Collector, Clerk expenses 4 to 1.


Article 2. To see if the Town will vote to elect a Town Director to the Cape Cod Extension Service.


So recommended. Unanimous vote.


Article 3. To see in what manner the Town will dispose of its refunded dog tax.


Recommended that dog tax refunded, be made avail- able to the Public Library. Unanimous vote.


Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time, in anticipation of revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefore, payable in one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.

Recommended that the Treasurer be so authorized. Unanimous vote.


Article 5. To see if the Town will vote to raise and appropriate a sum of money for the Public Library or take any action relative thereto.


Recommended an appropriation of $100.00. Unanimous vote.


Article 6. To see if the Town will vote to raise and appropriate a sum of money not to exceed $1,000.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment in accordance with Chapter 111, Section 74, General Laws, or take any action thereto, and act fully thereon.


Recommended the appropriation of $400.00. Unanimous vote.


Article 7. To see if the Town will vote to raise and appropriate a sum of money for the protection and propaga- tion of Shellfish, or take any action relative thereto, and act fully thereon.


Recommended an appropriation for the following pur- poses : Constable salary $100.00, Shellfish Protection $100.00, and Propagation $100.00. Unanimous vote.


Article 8. To see if the Town will vote to authorize the Selectmen to sell property taken by the Town, under Tax Title procedure, and raise and appropriate a sum of money for this purpose, or take any action relative thereto.


Recommended that the Selectmen be so authorized, and the sum of $700.00 be appropriated.


Article 9. To see if the Town will vote to pay a bounty

of fifty cents each for woodchucks killed within its boundar- ies during the ensuing year, and raise and appropriate a sum of money for this purpose or take any action relative thereto.


Recommended an appropriation of $30.00 for this pur- pose. Unanimous vote.


Article 10. To see if the Town will vote to raise and appropriate a sum of money to pay 1946 bills under the provisions of Chapter 179, Acts of 1941.


Recommended an appropriation as needed for this pur- pose.


Article 11. To see if the Town will vote to raise and appropriate a sum of money to be used for the supression of tent caterpillars under direction of local 4-H Club lead- ers or take any action relative thereto.


Recommended an appropriation of $50.00.


Article 12. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Road Machinery Operations Account, or take any action relative thereto. Recommended that a transfer of $200.00 be made.


Article 13. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 81, Highways, or take any action relative thereto.


Recommended that an appropriation of $3,225.00 be made as the Town's share and that $9,675.00 be transferred from unappropriated available funds in the Treasury, which will be reimbursed to the Town later.


Article 14. To see if the Town will vote to raise and

appropriate the sum of $150 for the free band concerts to be given by the Junior Community Band, during the en- suing year, or do or act anything thereon (By request.)


Recommended the appropriation of $150.00 4 to 3 vote.


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the care and improvement of the Windmill lot, and purchase of a World War Mem- orial, or take any action relative thereto.


No recommendation. 6 to 1 vote.


Article 16. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Highways, Chap- ter 90, Construction, or take any action relative thereto.


Recommended the appropriation of $1,000.00 as the Town's share and $3,000.00 to be transferred from unappro- priated available funds in the Treasury to cover State and County shares which will be reimbursed to the Town later. Unanimous vote.


Article 17. To see if the Town will vote to transfer from unappropriated available funds in the Treasury, the sum of $2,100.00 for the purchase and maintenance of an ambulance jointly with Orleans and Brewster, and authorize the Selectmen to enter into an agreement with the Select- men of said Town for such joint ownership and mainten- ance provided by Chapter 438, Acts of 1945 or take any action relative thereto.


Recommend that the Town so vote. Unanimous vote.


Article 18. To see if the Town will accept as a gift, land for road purposes from the abutters, within the layout accepted under Article 25 at the last Annual Town Meet-

ing, and vote to raise and appropriate $25.00 for construc- tion of said layout, or take any action relative thereto.


Recommended the Town so vote. Unanimous vote.


Article 19. To see if the Town will vote to accept the layout for the extension of Horton Road, so-called, from its present terminus to the Bay as made out by the Select- men and filed with the Town Clerk, and to see if the Town will vote to take by eminent domain, gift or purchase, land for said road and raise and appropriate a sum of money for such purposes and construction or take any action relative thereto.


Recommended the Town so vote and appropriate $400.00. Unanimous vote.


Article 20. To see if the Town will authorize the Select- men to revise the reported value of the Timothy Smith Fund by writing off notes held as security for educational loans which are considered to be uncollectable or worthless.


Recommend the Town so vote. Unanimous vote.


Article 21. To see if the Town will vote to authorize the moderator to appoint a World War Memorial Commit- tee of three (3) to investigate suitable Memorial Squares with monuments and plaques for the two men who were lost in the line of active duty for their country in the World War II, and bring in a report at a Special Town Meeting.
