Street Letter-box Collections.
CENTRAL OFFICE .- Boxes collected hourly from 8.00 A.M. to 12.00 noon, and half-hourly from 12.00 noon to 8.00 P.M., and at midnight. Sun- days, 7.30 P.M. and at midnight.
Holidays: 4, 8 P.M. and at midnight.
BRANCH OFFICES .- At every Carriers' deliv- ery, with above exceptions (see "Carriers' De- livery" for names and time) on week days. Sun- day and Holiday collections at all Stations are made after 5 P.M.
Domestic Postage Hates.
1ST CLASS .- Letters, and all matter sealed so that it cannot be examined without breaking the seal, except proprietary articles of merchandise, in simplest mercantile form, not in themselves unmailable. Postage 2 cents per ounce or frac- tion, for United States (including Hawaii, Porto Rico, Guam, Shanghai (China) (U. S. Postal Agency), Canal Zone and the Philippine Archi- pelago or Tutuila, Mexico, Canada, Cuba and Republic of Panama.) At least one rate (2 cents) must be prepaid to insure forwarding, except to Cuba and Republic of Panama. Limit of weight 4 pounds. Postal cards, United States, Cuba, Mexico, Canada and Republic of Panama, I cent.
Letters and postal cards can be forwarded from one post-office to another without additional pre- payment of postage. All other matter can be forwarded only by prepayment of additional postage.
2D CLABS .- Unsealed .- Rate, 1 cent for each 4 ounces or fraction thereof. Full prepayment re- quired. No limit of weight.
This rate applies to newspapers and other peri- odical publications bearing notice of entry as second-class matter, etc., when they are mailed by the public.
3D CLABS .- Circulars, labels, photographs, proofsheets and corrected proof sheets with MS. copy accompanying the same, blank checks and receipt books, mainly in print, drafts, insurance policies and other legal papers, hand-bills, pos- ters, and all matter of the same general charac- ter, mainly in print. Rate, 1 cent for each two ounces or fraction; full prepayment of postage compulsory. Books, seeds, cuttings, roots, bulbs, etc., up to 8 ounces, may be transmitted in the mails for the U. S. with postage prepaid at 3d class rate, but matter of this nature for Canada, excepting printed books, must be prepaid at 4th class rates. The limit of weight of packages of this class is 4 pounds, except in the case of a single volume of a book, to which there is no limit of weight, and miscellaneous printed matter which is subject to parcel post rates and conditions when in excess of 4 pounds.

Foreign Postage.
Prepayment optional, except for registered articles and parcel-post packages; but on printed matter, commercial paper and samples, postage must be at least partially prepaid.
Letters To England, Ireland, Scotland, Wales. Newfoundland, Bahama Isles, Barbados, Dutch West Indies, British Honduras, British Guiana and Leeward Islands 2 cents per ounce or fraction thereof.
To other foreign countries, 5 cents for_first ounce, every additional ounce, 3 cents. There are sold "Reply; Coupons" at all post offices for 6 cents each. Upon presentation of such a cou- pon at a post office in any one of the countries subscribing to the arrangement the holder will receive, without charge, a postage stamp of

that country equivalent in value to a 5-cent stamp. By this arrangement a person in the United States can furnish his correspondents in foreign countries with postage stamps with which to prepay on replies to his letters.
To Canada, Cuba, Mexico and Republic of Panama, the postage for letters, printed matter, merchandise, etc., is the same as in the United States, except that on seeds, cuttings, bulbs, roots and scions to Canada the rate is 1 cent for each ounce or fraction up to 4 ounces; over 4 ounces, Parcels Post. All matter must be fully prepaid, except letters, which must be prepaid at least 2 cents. Sealed packages other than letters are unmailable.
Commercial Papers-The same for printed matter, but the lowest charge is 5 cents. Limit of weight, 4 pounds, 6 ounces.
Parcels Post-Merchandise not exceeding one pound, 12 cents; each additional pound or frac- tion, 12 cents. Limit of weight, 11 pounds, ex- cept to some offices in Mexico where limit of weight is 4 pounds, 6 ounces. Packages must be accompanied by a Customs Declaration, blanks for which will be furnished at Post Office. Pack- ages may be registered except to Barbados, Ar- gentina, Gibraltar, Curacao, Great Britain and Ireland, The Netherlands, Uruguay, France, French West Indies, French and Dutch Guiana and Greece. Special Delivery-Any letter, package or arti- cle of mail-matter, to which a 10 cent Special De- livery Stamp or ordinary postage to the amount of 10 cents is attached. in addition to regular postage, will be delivered immediately on its arrival at destination, by special messenger, at post-offices where Carrier Delivery system is in operation, and at all other post offices within a radius of One mile from post-office. If Special Delivery fee is paid in ordinary stamps the ar- ticle must be plainly marked "Special Delivery" or its equivalent. Registry fee 10 cents.
Fourth class mail matter embraces all other matter, including farm and factory products, not embraced by law in either the first, second, or third class, not exceeding 50 pounds in weight to points in the first and second zones, and 20 pounds to other zones nor greater in size than 84 inches in length and girth combined, nor in form or kind likely to injure the person of any postal em- ployee or damage the mail equipment or other mail matter, and not of a character perishable within a period reasonably required for transpor- tation and delivery.

. POST OFFICE, ETC.
Preparation for Malling .- Parcels must be prepared for mailing in such manner that the contents can be easily examined. (See secs. 19 to 33, inclusive.)
A parcel must not be accepted for malling un- less it bears the name and address of the sender, preceded by the word "From."
Postmasters will refuse to receive for mailing parcels not properly indorsed or packed for safe shipment.
Admissible liquids and oils, pastes, salves, or other articles easily liqueflable will be accepted for mailing regardless of distance when they conform to the following conditions :-
When in glass bottles holding four ounces or less, the total quantity sent in one parcel shall not exceed twenty-four ounces, liquid measure. Each bottle shall be wrapped in paper or other absorbent substance and placed in a box made of cardboard or other suitable material and then placed in a box and packed in a container made of double-faced corrugated paste-board of good quality. The corners of the container must fit tightly and be re-inforced with tape so as to prevent the escape of any liquid, if the contents should be broken, and the whole parcel shall be securely wrapped with strong paper and tied with twine. Single bottles of liquid holding four ounces or less may also be packed as prescribed In the following paragraph:
When in glass bottles holding more than four ounces. the total quantity sent in one parcel shall not exceed sixteen ounces, liquid measure. The bottle must be very strong and must be inclosed in a block or tube of metal, wood, papier mache, or similar material: and there must be provided between the bottle and the block or tube a cush- lon of cotton, felt or other absorbent.
The block or tube must be at least one eighth of an inch thick in its thinnest part for bottles holding eight ounces or less and at least three- sixteenths of an inch thick for bottles holding more than eight ounces. The block or tube must be rendered watertight by an application on the inside of paraffin or other suitable substance and must be closed by a screwtop cover with sufficient screw threads to require at least one and one-half complete turns before it will come off.
