The cover must be provided with a washer so that no liquid will escape if the bottle should be broken.
When in a metal container the weight limit of the parcel is the same as for other fourth-class matter. The container must be securely sealed and inclosed in a strong box
All packages containing liquid must be marked "Fragile."
Where Mallable .- Parcels must be mailed at a post office, branch post office, named or lettered station, or such numbered stations as may be designated by the postmaster, or delivered to a rural or other carrier duly authorized to receive such matter. Parcels weighing four ounces or less may be mailed in the same manner as matter of other classes.
Parcels collected on star routes must be de- posited in the next post office at which the carrier arrives and postage charged at the rate from that office.
Insurance on Parcels .- A mailable parcel on which the postage is fully prepaid may be insured against loss upon payment of a fee of 3 cents for value not exceeding $5, or 5 cents for value not exceeding $25, or 10 cents for value not exceeding $50, or 25 cents for value not exceed- ing $100, in addition to the postage, both to be prepaid with stamps affixed. It may not be registered.
Return Receipt for Insured Parcels, may be obtained by indorsing the parcels "Return receipt desired."
C. O. D. Collections, not exceeding $100, made for fee of 10 cents in addition to postage, which also insures package. This is done only at Money Order Offices. A "C. O. D." tag fur- nished by the postmaster must be filled in by the sender and attached to the parcel. A receipt is given to the sender at the time of mailing, but no return receipt is furnished, as the remittance shows that delivery has been made.

Unmailable Matter .- The following matter is declared unmailable by law (see secs. 211, 212 and 217 of the Criminal Code of the United States, approved Mar. 4, 1909) :
1. Matter manifestly obscene, lewd, or las- civious: articles intended for preventing con- ception or for procuring abortion; articles in- tended for indecent or immoral purposes; all matter otherwise mailable by law, the outside cover or wrapper of which bears any delineations or language of a libelous, scurrilous, defamatory. threatening or dunning character.
Spirituous, vinous, malted, fermented, or other intoxicating liquors of any kind; poisons of every kind, and articles and compositions containing poison (except as prescribed in sec. 19); poison- ous animals, insects and reptiles; explosives of every kind; inflammable materials (which are held to include matches, kerosene oil, gasoline, naphtha, benzine, turpentine, denatured alcohol, etc.): infernal machines, and mechanical, chemi- cal, or other devices or compositions which may ignite or explode; disease germs or scabs (except as prescribed in sec. 36); and other natural or artificial articles, compositions, or materials of whatever kind which may kill or in any wise injure another or damage the mail or other prop- erty
Live or dead (and not stuffed) animals, birds, or poultry (except as prescribed in secs. 29 and 34) raw hides or pelts, guano, or any article having a bad odor shall not be admitted to the mails.
A parcel post map and guide for determining postage rates may be obtained by remitting 75 cents by money order to the Third Ass't Post- master General, Division of Finance, Wash., D. O.

A red flag with a black center indicates that a storm of marked violence is expected.
The pennants displayed with the flags indicate the direction of the wind; red, easterly (from northeast to south); white, westerly (from south- west to north). The pennant above the flag indicates that the wind is expected to blow from the northerly quadrant; below from the souther- ly quadrant.
By night a red light will indicate easterly winds and a white light below a red light will indicate westerly winds.
The Hurricane Warning consists of two red flags with black centers, displayed one above the other. It is used to announce the expected ap- proach of tropical hurricanes, and also of those extremely severe and dangerous storms which occasionally move across the great lakes and the Northern Atlantic Coast. The flags are the same as the one now used for the distinctive signal, the pennants being omitted.
Small craft warning .-- A red pennant indicates that moderately strong winds are expected. No night small craft or hurricane warnings are displayed.
