Be It Ordained By The City Council of Newburyport That :


Chapter Twenty A of the Revised Ordinances of the City of Newburyport entitled: "Regulations of the Fire Department" be amended to read :


Section 1. The fire department shall consist of a call chief, call deputy chief, two permanent captains, three permanent lieutenants and not more than sixteen permanent privates, and as many call men as the Mayor and City Council may from time to time determine.


Section 2. No permanent fireman shall act as chief or assist- ant chief unless said chief or assistant chief is incapacita- ted by illness or injury.

It shall be unlawful for the driver of any vehicle other than one acting in an emergency to park said vehicle on any street for a period of time longer than one (1) hour between the hours of 1 A.M. and 7 A.M. of any day from December Ist to April 1st.

CHAPTER 399 THE COMMONWEALTH OF MASSACHUSETTS


In the Year One Thousand Nine Hundred and Fifty-Three An Act Authorizing The City of Newburyport to Pension George H. Lawler, a Patrolman in the Police Department of said City.


Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:


Section 1. For the purpose of promoting the public good, the Mayor of the City of Newburyport, with the approval of the City Council of said City, shall forthwith retire, at an annual pension to be paid by said City in monthly instalments,


GEORGE H. LAWLER


a patrolman in the police department of said city who is totally dis- abled by reason of excruciating injuries sustained by him when shot while in the performance of duty. Such pension shall be at the same annual rate as the compensation payable to him at the time of his re- tirement.


Section 2. Upon the retirement of said George H. Lawler, under this act, the retirement board of said City shall forthwith pay to him all amounts standing to his credit in the annuity savings fund of the retirement system of said City.


Section 3. This act shall take full effect upon its accept ance by vote of the City Council of said City, subject to the provisions of its charter, but not otherwise.

An Ordinance concerning the digging of sea worms on the Newburyport Clam Flats.


Be it ordained by the City Council of the City of Newburyport as follows:


No person or persons shall be allowed to dig any seaworms on the Newburyport Clam Flats unless they are legal residents of the City of Newburyport or have been residents of said City for six months. This ordinance is within the provisions of Chapter 130 of the General Laws, Tercentenary Edition, Section 52, and amend- ments thereto.

An Ordinance Regulating The Digging of Clams In The Clam Flats Within The Limits Of the City of Newburyport


Be it ordained by the City Council of the City of Newburyport as follows : No person shall dig clams in the Clam Flats within the limits of the City of Newburyport unless he is a citizen of the City of Newburyport or unless he has obtained a permit from the City Clerk, said permit to have the approval of a member of the City Council. Whoever violates any of the provisions of this ordinance shall be punished by a find not exceeding twenty dollars for each violation.

An Ordinance Regulating The Control of Cattle Or Other . Grazing Animals Within The City of Newburyport


Be It Ordained By The City Council of the City of Newburyport as follows:


Section 1. No owner, or person having the charge of any horse, cow, swine, goat or other grazing animal shall permit the same to go at large on any street or upon any private or public prop- erty within the City of Newburyport.


Section 2. Whoever violates any provision of this ordinance shall be punished by a fine not exceeding $20.00 for each offense.
