Be it ordained by the City Council of City of Newburyport, Section 10, Chapter 31, of the Revised Ordinances of the City of Newburyport en- titled quote "Off Street Parking Lots" is hereby amended as follows:
Section 2c By adding at the end thereof the following: Except that no person shall park a motor vehicle for a period longer than (2) hours on any day on the Inn Street and Bartlett Street Parking Lot.
Section 3. By adding at the end thereof the following: Inn Street and Bartlett Street Municipal Parking Lot, being that area bounded by Inn Street and Bartlett Street.
Section 7. Area designated to be posted with signs stating Parking Time Limit.

Section 1, Channelization of Traffic
Upon the following Streets and Squares, vehicular traffic shall move only in the direction as indicated below:
Market Square, including traffic ingressing and egressing from Inn Street, State Street, Liberty Street, Water Street and Merrimac Street shall move in a direction according to a plan entitled: "Market Square Intersection Design" and attached hereto.

Whereas, the deferment of the following Ordinance would defeat its purpose namely, the safety of pedestrian and for safe access of fire and other emergency vehicles, over and upon Temple Street is hereby declared to be an emergency ordinance for the immediate protection of the public safety and protection of the property and its vicinity.
