DEDICATION OF NEW ELEMENTARY SCHOOL
Mr. Master of Ceremonies, Reverend Clergy, Members of the City Council, School Committee, Advisory Committee and Building Committee, Guests and Friends : --
Tonight we are participating in the dedication of the first new elementary school building constructed in this community for over a generation. While participating in the opening of this new school with much pride, we can also feel a sense of service in removing our children from two school buildings that have served many genera- tions - School buildings that became outmoded, unsafe, and in- adequate many, many years ago.
With our action here tonight we are giving the school department a truly modern school for the education of the children of this area. There should be ample room in this well co-ordinated structure to elim- inate (for the forseeable future ) all traces of overcrowding of the school population of the North End, and may I point out that the loca- tion of this school provides sufficient land area for expansion of the building if needed and the inherent design of the structure is fully capable of such expansion if dictated by the future demands of the school population.
In the early stages of our planning, we endeavored to have a build- ing so constructed that it would harmonize completely with the colonial atmosphere of Newburyport. As the planning went along, the development of this desirable feature had to be abandoned as it was indicated, with great impact, that conflict existed in a three-sided problem; namely, colonialism, functionalism, and (if I may say) costism.
With no alternative but to base the design of the building on the facts of cost, very reluctantly the much desired colonial architecture necessarily had to be dismissed and the theme became first -- cost plus functionalism and second -- a modern design that would in some measure blend with our community.
I am sure after inspection, most people will agree that the end result achieved these objectives in a very large measure. The architects, Rich & Tucker Associates, have produced a building that is- perhaps -- not exactly as we would desire but is excellently fitted to the need and certainly commensurate with our pocketbook.
At this point I might say our architects may well be most happy to have their work completed for, at all points in the construction, the office of the Mayor and our Clerk of the Works permitted them very little peace and at times it seemed likely that their drawing boards would be given to us with the admonition "Do it yourself".
All of us can see before us the transition from the drafting tables of Rich & Tucker -- the transition from blueprints to brick and mortar, steel and lumber performed by the very able Charles Logue Build- ing Company who fashioned this building -- the building we hope will serve for years to come . There is one part of this work we cannot see, however, and that will never be found in blueprints, specifications or the construction work. I refer to the tremendous amount of unrecom- pensed time and study given to this construction program- first by the Mayor's advisory committee on school needs: secondly, the building committee and the school committee.

We must not forget, however, that all the time and work expended by these committees would have gone for naught but for the City Council whose understanding of the school problem and the unlimited cooperation given by our legislative body made possible the solution of the bad situation existing in our school system. May I suggest that you refer to your programs for individual identification of these public spirited citizens who served so well.
Now I think that it would be proper to reveal a deep secret that appears to have been common knowledge almost as soon as it was known to me. Many years ago we are told a visiting French dignitary passing through this community exclaimed "Belleville". We find the English definition is "Beautiful Village". Again we find that not only do we continue to call this section of our historic city "Belleville" but if we look in the histories of Newburyport, we will find that there was an attempt to set apart this section of what was then the Town of Newbury as an independent town to be known as "Belleville". So we have histori- cal background and very good reason to designate this building the "Belleville School". I have had many suggestions that it be named for individuals prominent in the affairs of our city during the past, Such action would have justification, nevertheless, I felt to name the school for one famous citizen would slight the memory of another, hence, the school is named for the section it will serve and at the same time, the name is part of Newburyport's historical past.
Now, ladies and gentlemen, I have come to the point when the key to this wonderful school building shall be presented to the school committee whose responsibility it was to select the furnishings and equipment, to- devise, under the direction of the superintendent of schools, most of the color schemes in the building -- and in whose hands lies the serious re- sponsibility for the proper maintenance of the building and above all else -- the responsibility for the proper education of our children so that their lives, their way of living shall at all times reflect the American way of Life.
Now, as Mayor of this city, it is my pleasure to present the key to the Belleville School to the school department represented by Mr. Bradley Fuller, Vice-Chairman of the school committee.
