These figures show an actual receipt of more than eight hundred dollars above the actual expenditures ; and more than a thousand dollars including the last three items. With these statements only before the mind, the financial condition of the town would appear to be more than $1000 better than a year ago ; but such is not the fact, as the following will show :

It appears hence that the outstanding taxes of 1859 exceed those of 1860 in the sum of $21.59 more than the cash of 1860 exceeds that of 1859. Among the expenditures, however, for the past fiscal year, we include $507.42 payment on the Town Debt, so that the real financial condition of the town is $485.83 better than it was March 16, 1859, supposing the taxes out- standing at the end of each year equally available.
To the friends of the financial prosperity of the town the results of the past year will be gratifying. We seem now to have arrived to that age and experience where inconsiderateness and unthrift are giving way to sober reflection, practical wisdom, and commencing prosperity. The committee would suggest, that the expenses of the town might be somewhat diminished, by following the example of other towns, in requiring individuals to build their own streets, whenever they wish to bring their land into the market, before their acceptance by the town. The town should not be required to expend its treasure for improve- ments which are not needed for public use. Let this policy be adopted and adhered to, and the building of avenues and streets, by blasting ledges, cutting down hills, and filling up valleys, would be deferred till the wants of the community should justify individual enterprise and personal expense.
In view of the present state of town affairs, and the prospec- tive necessities of the ensuing year, and in order steadily to relieve ourselves of the cheerless burden of a large town debt, your Committee would recommend the town to raise for the ensuing fiscal year,
