In submitting their Report, your Committee would call attention to the fact, that there were more outstanding Bills against the Town, than were reported in the estmate of last year; and the extra expenses incurred by the Building Committee, have prevented the payment of such amount of the Town Debt as was voted by the Town.

SCHOOL COMMITTEE'S REPORT.
BY a law of the Commonwealth, it is made the duty of the School Committee to present, at the close of their year's service, a "Report of the condition of the several Public Schools in the Town, which Report, shall contain such statements and suggestions, in relation to these schools, as the Committee shall deem necessary or proper to promote the interest thereof."
It will be remembered, that at the March meeting of 1854, the Town, following the recommendations of their Financial Committee, voted to appropriate the sum of Two Thousand Dollars to the use of the Public Schools, for the following year. This being considerable less than the amount expended the previous year, it was decided to delay the commencement of the schools to a date later than usual. This course seemed to be indicated both from the recently increased number of the schools, and from the obvious necessity of increasing the compensation of female teachers, in order to secure and retain competent persons for this service.
An additional appropriation having been made at a subsequent meeting in April, and all pecuniary embarrassment thereby removed, the schools were presently commenced, and have been continued in successful operation.
One of the first acts of the Committee was, to change the grade of the Medium School to that of Primary. This was rather a matter of necessity than of choice, as it was impractible to send the small children residing in the central portion of the Town, to the new houses situated in the most remote localities. It is desirable to re- instate this school to a higher grade as early as circumstances will permit. In the Primary school, when a very large proportion of the scholas are small, and engaged in the elements of instruction, it is inconvenient for the teacher to give that attention to a few of the most advanced pupils which they ought to have, and might receive under a different classification.
Parents, aware of the unfavorable situation of their children, be- come anxious to have them transferred to the Grammar School. And so urgent have been these petitions the past year, that, in order to satisfy both parents and children, we have had to put about one hundred scholars into a room which has only eighty seats, thus placing them in a condition not the most favorable for bodily health or mental improvement.

1. Notwithstanding this crowded condition of the Grammar School, it has enjoyed a good degree of prosperity. Mr. P. Hart Sweetser, has brought to this school the long experience of a suc- cessful teacher, and the enterprise and energy of one who enters upon his task with a zeal and determinedness incapable of failure. The pupils of this school, have learned what has heretofore been to them a difficult lesson, to fear and love their master. They have advanced steadily in all the subjects taught, especially in reading and grammar. Mr. Sweetser's method of instruction in this de- partment we consider very successful.
