SCHOOL COMMITTEE'S REPORT.
THE Committee chosen to superintend the public Schools in Melrose for the year new closing, would submit the following Report :
The progress and condition of the Schools in Melrose, as evinced by the late examinations, are highly satisfactory to the Committee, and we think must be gratifying to the parents and friends. In the Grammar School we found evidence of faithful and untiring labor on the part of the Teacher, and marks of good progress among the scholars. We can but commend the thorough manner in which the various studies have been pursued. The teacher has acted upon the true principle, that whatever is worth learning, is worth learning well. The result of this must be evident to all who have visited the school.
The Intermediate School has also enjoyed a full degree of prosperity. The very excellent order effected in this school by its present instruc- tress, is worthy of commendation, especially as it seems to have been brought about by suasive means and moral influence, rather than by compulsory measures and physical penalties. We find here exemplified the important principle that self-government lies at the foundation of all successful government of others. The kind sympathies, unblameable deportment, and unwearied zeal of a faithful teacher, exert a most salu- tary influence, and make a very durable impression upon the tender mind.
In the Primary School, there has been great improvement during the year. Owing to the large number of scholars, it has been impossible to bestow that attention upon each one which was desirable. The Com- mittee would recommend that another experienced teacher be employed to assist in the Primary School during the Spring, Summer and Fall terms, and in the Grammar School during the Winter term. This change of assistant teachers is recommended on account of the reduced number of scholars in the Primary and the increased number in the Grammar schools during the Winter months. If another room could be obtained, it would be profitable to divide the Primary School during the warmer part of the year. At present, there are 100 scholars on the primary register.

We are gratified to learn that the average attendance during the past year has been much larger than in former years. The last Report gave the average attendance 59 per cent. During the present year, we find it to be about 70 per cent. This indicates an increasing appreciation of these nurseries of the young, and a growing disposition to profit by them. Nevertheless, the irregular attendance of many is a fact seriously to be regretted, as it tends to retard the progress of those more constant. But the delinquent himself is often by far the greatest sufferer ; as he is obliged, in order to retain his place in his class, to pass over subjects, necessarily connected with other succeeding parts of the science, before they are fully understood ; and this practical knowledge or ignorance of an important part of his study embarrasses him throughout the entire course.
The Committee would call the attention of parents and guardians to the assistance they may render the teacher, and the encouragement they may give to their children, by visiting the schools each term. In this manner they manifest an interest for the children, without which teachers can do little comparatively.
We would invite attention to the State Normal Schools, established and sustained at great expense, for the express purpose of training and im- proving teachers for our public schools. Those who attend the Normal School, generally intend making school teaching a permanent employ- ment ; and by listening to the best teachers in the State, by attending lectures on the various subjects taught in public schools, by being con- versant with the best modes of teaching and governing, it is evident that they will be more successful than they could be without these ad- vantages. We recommend that when new teachers are to be employed, Melrose should avail herself of the advantages of these State Institutions.
The amount of money raised last year has been expended. As an additional teacher is now required, we would recommend that the Town raise the sum of $1350 for the coming year.
