Miss Rebecca P. Lambert, a lady of accomplished talents, per- formed very satisfactory service, whilst assistant teacher during a single term,
Her successor, Miss Emma E. Cochran, now Mrs. McLeish, has also rendered efficient aid, and contributed not a little, by her aptness of teaching and thoroughness of instruction, to the advancement of this school. The study of Natural Philosophy, would be considerably facilitated by procuring a suitable apparatus, whenever a room for its safe keeping might be conveniently set apart for that purpose. A part of the seats in the Grammar School room are quite too low for the comfort of the children. Both this and the room below are very imperfectly ventilated. The air often becomes very impure and unhealthy in course of the session of the school, so much so, that it is found necessary to throw open the windows to air the room, which is a frequent occasion of taking cold by the pupils. The average attendance of this school has been about 80 per cent.
No. 2. The school taught by Miss Annie Flint, has continued through the year steadily advancing, favorably as the large atten- dance might warrant us to expect. It is impossible for any teacher, however well qualified for her task, to render all desirable aid to the pupils, when the number is one third greater than it should be. The discipline has been straight-forward; and no instance of com- plaint or insubordination has been made to the Committee during the year. The average attendance has been about 80 per cent.
No. 3. The School on Lynde street has hardly made the im- provement that we could desire, notwithstanding it has enjoyed the service of teachers, more successful in the other schools taught by them during the year. Very much of the success of a school is at- tributable to the co-operation of parents, especially as regards its discipline. One half of the labor of governing is taken from the hands of the teacher where the pupil is brought to an account to the parent, and made to feel the importance of good behavior at school.
We are satisfied, however, that by decisive measures adopted and carried out, the discipline of the school has been rendered much easier during the latter half of the year. Still, we would urge upon the parents of the children an increased effort, in order to secure its largest prosperity. The average attendance has been about 75 per cent.
No. 4. The School on Vinton street, taught by Miss Lucretia

B. Foster, is in a very prospering condition. Good government and thoroughness of instruction have marked its onward course through the year. There is evidently a reciprocal good feeling between teacher and pupils, resembling much the fond regards existing be- tween the members of a well regulated household. Order and gen- eral neatness of appearance, both in the persons of the scholars and in the school-room, clearly indicate the interest felt by all in main- taining the good reputation of the school, and in promoting the comfort of all belonging to it. The average attendance has been about 81 per cent.
No. 5. The Green street School is not so well advanced as we could desire. The repeated change of teachers has unfavorably af- fected its interests, and materially retarded its progress. Miss Farrar continued in this school a little more than four weeks. Miss Emily J. Cochran completed the term; and, being transferred to the Lynde street school, was succeeded by Miss Mary Green, who, after two months, was compelled to resign, in consequence of sickness, which terminated in death. Miss Cynthia Herrick has had charge of the school about four months. By her diligent attention to the business of the school, she has justly earned the respect of her pupils, and the approval of both parents and the committee. The school has progressed rapidly under her instruction. We regret, however, to be compelled to record a recent case of insubordination, which we take as a mark, either of inconsiderate folly, or moral per- verseness, which requires the right arm of the parent to prevent, as well as the authority of the school to correct. The average atten- dance has been 71 per pent.
No. 6. The school at the Highlands, so called, has been under the charge of Miss Christiana Upham, who, by a decisive govern- ment, has recovered it from the disorderly reputation it had acquir- ed. This is the smallest school in the town in regard to numbers, though the average age of the scholars is greater than in the other Primary schools. They have made considerable progress in their several studies, and will bear a very favorable comparison with our more numerously attended schools. We hope our friends at the Highlands will feel that this school is peculiarly theirs, and give it that countenance and support which may tend to elevate its character to that of a first rate school. The average attendance has been about 70 per cent.
But few cases of severe corporeal punishment have come to our knowledge the past year. Though we are not advocates of " repudi- ation," in regard to the birch, yet we would suggest that the French proverb, " One take this," is better than two, " Thou shalt have it," contains a sentiment which the teacher, who would secure the esteem of the pupil, might do well to study.
Different individuals do not possess, in equal degree, those social and moral traits of character which, in some, render the government of others comparatively easy. The less gifted may, however, by a careful study of human nature, and a due regard to the culture of

their own hearts, surmount the little impediments which nature has left in their pathway.
The relation of the teacher and the pupil is one of the most interesting and important. The imitative youthful mind receives readily, both intellectual and moral impressions-impressions which the eroding tooth of time fails wholly to remove. The acts and in- fluences of the school room are often cherished in after life, as the most pleasant reminiscences incidental to our social condition, or remembered as painful evidences of misapplied energies and ill dir- ected endeavors.
It is for the teacher, under God, to direct which class of associa- tions shall occupy the future mind of the pupil, and what influence that mind shall produce on its fellow mind.
The number of scholars attending all the schools the first half of the year was 400. The average attendance was 300, or 75 per cent. The whole number the second half of the year was 378. The average was 295 or 78 per cent, giving an average for the year of 76.5 per cent. This is considerably below the reported average at- tendance of the two preceding years. The reason of this is found in the different methods of computing the average attendance by the different teachers.
Formerly it was the practice to reckon the highest number present at any session of the school the attendance for the day; whereas the past year, the mean number of the forenoon and afternoon sessions has been taken for the attendance of the day. Besides, fire school days were formerly reckoned a week, and sixty for a quarter of twelve weeks. But the last year, six days have been considered to constitute a week, and seventy-two a term of twelve weeks, which method gives a very different result for the average attendance. To illustrate, suppose the whole attendance of a school for a term of twelve weeks to be 5400, this divided by 60, gives an average attendance of 90,-but divided by 72 gives an average daily attend- ance of of 75 only. Thus it will be seen that but little importance should be attached to the comparative reports of different teachers, while they make up their average attendance by such different methods. Would it not be well for the Board of Education to pres- cribe some more definite rule, by which teachers should uniformily govern themselves in this matter ?
There is a manifest evil in the community to which we will simply allude. The practice of confining children of a very tender age to the school, has long seemed to us wrong-an obvious violation of the laws of our physical being. For six years at least, should parents allow their children to dig the dirt and gambol in the sun- shine, till their little bones have become sufficiently hard to endure the constrained position of the school-room; and their little brain has acquired a firmness sufficient for mental labor. It would, in our judgment, be an act of merciful interposition, were the Legislature to forbid, under penalty, any child entering the school-room before it had completed six full years.

The Reports of the several towns in the Commonwealth-the in- stitution of State Normal Schools-the appropriation by the Legis- lature of a thousand dollars a year, for the use of certain scholars in each of them-and the establishment of forty-eight scholarships for the education of teachers, all indicate an increasing interest through- out the State in popular education. And we are prepared to claim that Melrose has kept fully up with the general liberality of the times, in making provision for the education of her children. And your Committee recommend that $2500 be raised for the schools the ensuing year.
Allusion has been made to the crowded state of the schools in the Central school house. In the Grammar school there have been 102 scholars belonging to the school at one time, and 88 in the lower school, being 190 in both, or 30 more than can be comfortably seated. These figures show the necessity of providing additional school room, which we think can be advantageously done, by build- ing a wing on the east side of this house, sufficiently large to furnish rooms for the accommodation of about 70 pupils.
