AUDITORS' REPORT.


We have examined the Treasurer's books, and find them correctly kept, and vouchers to correspond therewith.


The amount reported "Balance on hand Jan. 29, 1881," we find standing to the credit of the Town of Melrose on the books of the Everett and Freeman's National Banks, of Boston.


We were unable to audit the Treasurer's account with the Collector, the same not being complete, as the Assessors had not certified to the Treasurer the amount of taxes com- mitted to the Collector for collection or the amount of abatements made by them, if any, as per vote of the Town March 12, 1879, and the Collector having failed to turn over to the Treasurer, with the moneys collected, the stubs of the tax bills, as per the same vote.


We were unable to audit the Collector's books, as he stated they were not complete at that time, but his receipts for money paid to the Treasurer corresponded with the amount to his credit on the Treasurer's books.


We would recommend that in future the Collector be required to turn in the stubs, in order that the accounts may be audited and his report verified.


We have also examined the account of E. H. Goss, Treasurer of the Public Library Trustees, and find the same to be correct and vouchers therefor. We would suggest that in future the bills against the Library Fund be first approved by the Trustees and then by the Selectmen, as other bills now are, as provided for in the By-Laws, Sect. 3, Art. II.

REPORT OF THE WATER COMMISSIONERS.


The Board of Water Commissioners respectfully submit this their Eleventh Annual Report, including the report of the Superin- tendent, showing the condition of the works to January 1st, 1881.


The year just passed has been one of extreme drought, following the very dry season of 1879, so that the pond did not reach high water mark by 12 inches, a circumstance that has not happened since the completion of the works. The highest point being reached May 10th, and then commencing to fall until Jan. 7th, 1881, when it was just even with the top of conduit that leads to the gate house.


During the year several meetings of the joint Water Boards were held, at which the subject of water supply was carefully con- sidered.


In November a committee was appointed to confer with a com- petent Engineer in order to decide what steps had better be taken to furnish a supply of water if the Pond should fall below the con- duit. The services of W. S. Barbour, Esq., Engineer of the Cam- bridge Water Works, was secured, and he was present at a meet- ing of the joint Water Boards, held at the pond, and, after due deliberation, decided that we should at once adopt some means which would place us beyond any contingency, (for what could be more disastrous than the failure even for a day ?)


There were two plans presented. One was to lay a new pipe at a lower depth and connecting with the present pipe, say at a dis- tance of about 2,000 feet down the Ravine Road. The other of placing a Pump at the Pond, and pumping the water into the pipes as now laid. But with the lateness of the season, the cold weather, and the depth of frost in the ground, it was decided to adopt the latter, and arrangements were entered into with the Geo. F. Blake Manufacturing Co., of Boston, to furnish one 16 inch Knowles Pump with Boiler of 25 Horse Power, Feed Pump, and all neces-

sary connections, suction and discharge pipes, and the same was completed under the immediate supervision of Maj. W. D. Fiske, Jan. 7th, 1881, and pumping commenced the day following.

port being made to the Secretary of the Joint Water Boards, once a month.


On account of the extreme drought which has prevailed through- out the country, the pond did not fill as it has in years past. The highest point reached was May 10th, when it was twelve inches below high water mark ; so that the capacity of the pond has been severely taxed, having been drawn to a point lower than at any · time since the introduction of water.


At the close of the last report, Dec. 31, 1879, the water was 45 inches below high-water mark, that being the lowest point reached during the year.

GATE HOUSE.


As the water in the pond continued to lower, the leaves and grass collecting on the screens, thereby checking the flow of water, I have placed a new screen outside of the gate house, obviating that trouble.


The bank wall south of the gate.house has been extended, the large stones taken out of the water at the edge of the pond, and the shore near the outlet much improved.

STREET MAINS.


With the exception of 300 feet of 14-inch iron pipe laid on War- ren Street at the Highlands, the street mains have not been. extended.


But two leaks have occurred since the last report. One, a joint in the 16-inch main on Wyoming Avenue, and the other on a 4- inch branch near Wyoming Depot, caused by a pick-hole made by men laying drain pipe.


This fact is conclusive evidence that the cement-and-iron pipe, if well cemented and carefully laid, is the best that can be used.


Repairs made in 1880.


Jan. 5 .- Repaired service-pipe on Upham Street. Leak in lead connection.


Jan. 27 .- Repaired 16-inch main on Wyoming Avenue. Leak in joint.


March 8 .- Repaired service-pipe on Main Street. Rust in cor -. poration.


June" 24 .- Repaired service-pipe on Upham Street. Broken pipe, caused by a team driving over the stop-box.


July 27 .- Repaired hydrant in Essex Street. Put in a new valve.


Sept. 13 .- Repaired hydrant in Cedar Park. Put in a new valve.


Sept. 14 .- Hydrant on Melrose Street leaking. Replaced with a new one.


Oct. 5 .- Took an eel out of the service-pipe on Greenwood Street.


Oct. 28 .- Repaired leak in 4-inch pipe on Berwick Street. Leak caused by a pick-hole.


GATES AND GATE-BOXES.


The number of gates now in use is the same as reported last year, namely, 87.


Quite a number of the gate-boxes have been replaced with new ones, the old being badly decayed.

HYDRANTS.


One new hydrant has been added the past season, located on Franklin Street.


Another, on Melrose Street, being out of order, has been re- placed with a new one.


And one on Cedar Park has been repaired, by putting in a new valve.


All have been carefully examined, and put into good working order.


DRINKING FOUNTAINS.


Three of the five drinking fountains have had additional stops put in, so as to better regulate the flow of water.


SERVICE-PIPES.


Sixteen new services have been put in during the past season. Whole number now in use, 835.

At the request of the Board of Water Commissioners, I have examined the Water Register for 1880, and find that the total amount charged for water rates during the year is $9,863.14, all of which has been collected and paid to the Town Treasurer by the Supt. Addison Lane.


There has also been paid to the Treasurer the sum of $738.44, received on account of service-pipe laid, stock sold, etc., making a total of $10,601.58. JOHN LARRABEE,
