REPORT OF WATER COMMISSIONERS.
The Board of Water Commissioners herewith submit their fifteenth Annual Report, for the year ending Dec. 31st, 1884.
For a detailed statement concerning the work of the past year and the present condition of this department, we would respect- fully refer you to the report of the Superintendent.
Your Commissioners are able to report a favorable condition of the Pond at the present time.
At the beginning of the year the water was 823 inches below high-water mark. Soon after this time, however, the water rose quite rapidly, and on February 16th pumping was discontinued ; and on April 16th the Pond was full and flowing over the Rollway. Since which time the lowest point reached was on November 23d, . when it was 404 inches below high-water mark, and at the time of closing this Report is 34 inches below.
Several meetings have been held with the Commissioners of Malden and Medford ; and with the Special Committee appointed by the Town in regard to a new Main, and also a conduit to ex- tend some seven hundred feet into the Pond in order to reach deep water. No final decision has been arrived at as yet, but negotiations are still pending.
Your Commissioners recommend appropriations for the coming year, as follows : -
For hydrants, Town Hall, school-houses, etc. . $2,000 00

REPORT OF SUPERINTENDENT.
In accordance with the usual custom, I herewith present to you the annual report of your Superintendent, showing the opera- tions of this department for the year ending Dec. 31, 1884, and the present condition of the works under my charge.
THE POND.
The water in the pond was at the lowest point January 1, being then 823 inches below high-water mark, and 172 inches below the top of the pipe. But from this time the water began to rise, and on February 16th the water was 9 inches above the top of the pipe in the gate-house, and the pump was stopped. The water continued to rise, and on April 16th was flowing over the waste- way, running over more or less until May 10th.
The following record will show the condition of the pond each month in the year : -

1879. - Lowest point, 45 inches, Dec. 20. Pond full and running over at waste-way from Jan. 1 to May 20.
1880. - Lowest point, 634 inches, Dec. 30. Highest point, May 10, being then 12 inches below high-water mark.
1881. - Lowest point, 65 inches, Jan. 8, at which time the water was down to the top of the pipe at the gate-house : commenced pumping and continued until Jan. 22. The pump was started again Feb. 6, and run until Feb. 13. Pond full and running over from March 22 to April 30. Next lowest point, 32 inches, Dec. 22.
1882. - Lowest point, 372 inches, Dec. 21. Pond full and running over at waste-way from March 3 to April 3.
1883. - Lowest point, 82 inches, Dec. 30. The highest point reached was 15 inches below high-water mark, May 30. Commenced pumping Sept. 23, and continued to pump at this time, Dec. 31.
1884. - Lowest point, 822 inches, Jan. 1. Pond full and running over from April 16 to May 10. Next lowest point, 404 inches, Nov. 23.
STREET MAINS.
One thousand sixty-two feet of six-inch pipe has been laid the past season, and one thousand eight hundred and ninety-four feet of four-inch. Five leaks have been repaired.
By the cutting down of Main Street at Reading Hill, about two hundred feet of four-inch pipe had to be taken up and relaid to a greater depth.
Total length of street mains, eighteen and one-half miles.

HYDRANTS.
Five new hydrants have been added to the fire service since the last Report, namely :-
One on Rowe Street ; one on First Street ; one on Greenwood Street ; one on Pratt Street, and one on the extension of Foster Street.
Whole number now in use, one hundred and four.
All were carefully examined and put in good condition before the cold weather.

Jan. 9. - Repaired leak in lead connection to service pipe on Maple Street.
Feb. 12. - Repaired leak in service pipe on Youle Street. New stop.
April 17. - Repaired leak in 4-inch pipe on Trenton Street. Rusty pipe.
April 18. - Repaired leak in 4-inch pipe on Washington Street. Rust-hole.
June 24. - Repaired leak in 4-inch pipe on Emerson Street. Rusty pipe.
July 21. - Repaired leak in service pipe on Myrtle Street. Lead connection.
Sept. 3. - Repaired leak in 4-inch pipe on Tremont Street. Rusty pipe.
Sept. 26. - Reset hydrant on Rowe Street.
Sept. 28. - Repaired leak in lead connection to service pipe on Emerson Street.
Oct. 1. - Repaired leak in service pipe on Ashland Street. New stop.
Nov. 15. - Repaired leak in 6-inch pipe on Foster Street. Leak in joint.
Nov. 25. - Repaired leak in hydrant on Porter Street. New valve.
Dec. 10. - Repaired leak in hydrant on Grove Street. Cleared waste.
Dec. 26. - Repaired leak in lead connection to service pipe on Franklin Street.

GATES SET IN 1884.
Seven new gates have been added to the pipe-lines since the last Report, located as follows :-
One 6-inch gate on First Street, east of Lebanon Street.
One 6-inch gate on the extension of Foster Street, west of Dell Avenue.
One 4-inch gate on Hillside Avenue, west of Bellevue Avenue. One 4-inch gate on Rowe Street, South of Emerson Street.
One 4-inch gate on Pratt Street, north of Franklin Street.
One 4-inch gate on Orient Street, south of Porter Street.
One 4-inch gate on Lebanon Street, south of Emerson Street.
Making one hundred and nineteen (119) gates of various sizes now in use.
SERVICE PIPES.
Eighty-three new service pipes have been laid the past season, making the number of services now in use eleven hundred and four.
Thirteen services have been taken up and relaid, the rusty pipe and couplings taken out, and replaced with new.
2,917 feet of service pipe has been laid from main pipe to street line, and 2,402 feet from street line to cellar.
Eighty wooden service boxes that were decayed have been taken out and replaced with iron ones.

WATER COMMISSIONERS' REPORT.
MELROSE, Feb. 9, 1884.
By request of the Board of Water. Commissioners I have audited the books and accounts of Addison Lane, Water Regis- trar, with results, as follows : Water rates charged on register, total amount, $13,731.25 ; abatements, $35.74, leaving a balance of $13,695.51 ; all of which have been collected, credited on reg- ister, and paid into the town treasury. Receipts on account of pipes laid, stock sold, etc., $1,174.39, which has also been paid into the treasury, making a total of $14,869.90 received on water account for the year 1884.
