REPORT OF THE WATER COMMISSIONERS.


THE Board of Water Commissioners, in compliance with Acts of the Legislature, respectfully submit this their Tenth Annual Report, together with the report of the Superintendent, showing the condition of the works Jan. 1, 1880.


THE POND.


Notwithstanding the extreme drought of the past season, we find that the supply has been ample, and that the water was not drawn so low by sixteen inches as it was in 1865, as will be seen by referring to the report .of our Superintendent, thus giving evidence that the supply is sufficient for a large increase of water-takers.


The several Water Boards of Malden, Melrose, and Medford, have joined in a petition to the Legislature for police supervision of the pond.


Your Commissioners recommend appropriations for the coming year as follows : -

MELROSE WATER COMMISSIONERS.


Gentlemen, - In accordance with the usual custom, I herewith sub- mit my Annual Report.


THE POND.


Under instructions from the joint Boards of Water Commissioners, a boat was purchased and arrangements made by the Superintendents of Malden, Melrose, and Medford, to inspect the pond and its borders three times each week, to see that there was nothing in or about the pond to affect the purity of the water.

The above instructions were at once entered into ; the Superintend- ent of Melrose going over the pond Tuesday, the Superintendent of Malden on Thursday, and the Superintendent of Medford on Saturday.


GATE-HOUSE.


A new floor has been laid in the gate-house, a window put in, and other needed improvements made.


An addition has been made to the bank wall on the north side of the outlet to the pond, and the bank graded to correspond with the grounds near the gate-house.


The following record will show the height of the water in the pond during the year 1879 : -

STREET-MAINS.


Since my last report, 988 feet of main-pipe has been laid as fol- lows : 360 feet of four-inch pipe on Franklin Street, 196 feet of four- inch pipe on Warren Street at the Highlands, 14 feet of six-inch on Vinton Street, 310 feet of four-inch pipe on Cedar Park, and 108 feet of two-inch pipe at the west end of Emerson Street.


A portion of the four-inch pipe on Winthrop Place at the High- lands has been taken up and relaid, so as to carry it below the bot- tom of the culvert.


GATES.


Six gates have been added to the pipe-lines the past year ; viz., one on Willow Street, two on Cedar Park, two on Poplar Street, and one on Warren Street at the Highlands. Seven boxes covering the gates have been replaced ; and many of those remaining are badly decayed, and should be replaced next season. I would recommend that to some extent, at least, cast-iron boxes be substituted in place of the wooden boxes now in use. Whole number of gates now in use, 87.

HYDRANTS.


There are now 84 hydrants in use. Three have been added the past season ; viz., one on new pipe on Warren Street at the Highlands, one on Winthrop Place, Highlands, and one on Vinton Street. New valves have been put into hydrants on Poplar Street and Lake Ave- nue. All have been repainted, and are in good condition. The hydrants set this year have been of the Pattee & Perkins make of IIolyoke.


LEAKS.


The following record will show the number of leaks that have occurred, and when repaired : -


Feb. 7. - Repaired leak in four-inch pipe on Grove Street. Rust- hole. Wound in new pipe.


Feb. 13. - Repaired leak in four-inch pipe running into Youle Street. Rust-hole. Wound in new pipe.


March 3. - Repaired leak in service-pipe on Emerson Street in lead connection.


March 29. - Repaired leaks in four-inch pipe on Linwood Avenue, two places. Rusty pipe. Wound in new pipe.


April 9. - Repaired leak in branch-pipe to hydrant on Essex Street. Wound new joint.


April 12. - Repaired leak in service-pipe on Winthrop Street in lead connection.


May 12. - Repaired leak in service-pipe on Waverley Place in lead connection.


May 13. - Repaired hydrant on Lake Avenue. Put in new valve. May 14. - Repaired four-inch gate on Essex Street.


Aug. 26. - Repaired hydrant on Poplar Street. Put in new valve. Sept. 16. - Repaired drinking-fountain on Franklin Street.


Oct. 14. - Repaired leak in four-inch pipe on Mount Vernon Street.


Oct. 15. - Repaired leak in hydrant on Mount Vernon Street. Set new hydrant.


Oct. 28. - Repaired leak in service-pipe on Winthrop Street in lead connection.


DRINKING-FOUNTAINS.


The drinking-fountains have received the usual care and attention, and have been kept in good running order.

The fountain near the Melrose Depot has been moved a short dis- tance, so as to be out of the line of the Tremont-street sidewalk.


SERVICE-PIPES.


Seventeen new services have been put in during the year, making a total number of 819 laid by the town since the introduction of water. Discontinued, 34; now in use, 785.

At the request of the Board of Water Commissioners, I have ex- amined the accounts kept by Addison Lane as Water Registrar for the year 1879, and find the same to be correctly and carefully kept.


The total amount charged on the register for water rates is $9,717.13, which has been collected and paid to the Town Treasurer, together with the sum of $567.74, received for service-pipe, stock sold, &c.
